I recently traded for a Yisan, wanderer bard and Teferi, temporal archmage. I can’t decide which one to make but I want to make the list not too expensive but still be really good. Teferi is already pretty expensive itself and the chain veil but hopefully there is a good budget-ish decklist out there.
Yisan will be much easier to build on a budget, and even though the deck would be better with cards like Mana Vault and Mana Crypt, you can substitute with mana dorks and have a functioning deck.
I found Yisan to be very linear and not fun to play. There is almost always a "correct" thing to fetch with him. A budget version might be more fun if you don't optimize him.
Both of these decks are boring and one dimensional with Teferi being slightly less so but still limited.

I agree with this sentiment 100%. If you are playing in a very competetive group, I suppose they are fine, but in the more typical Commander game, linear
decks like this are really boring and unfun to play against. Personally, I would find either of them really boring to run as well, but YMMV, obviously.
Agree with the other posters... Yisan can start up as a casual fun build... but then you start realizing that it is super easy to win the game by turn 4.
Even if you are not comboing out, you will end up tutoring for specific hate cards often enough to make it boring to play.
Teferi... the precon was this bad big blue ramp deck. Unless you are playing big blue ramp you are doing broken degenerate things.... not budget friendly and not fun for others.
