I have played magic competitively for many years now and have slowly been settled into EDH by my two "casual" friends. I have known Jakob and Jacob for 9 and 14 years respectively, and throughout that time we have all found an infatuation with MTG. As we grew older we diverged into our own lanes of magic, Jacob and Jakob both took the fun loving EDH route but I decided to stick to the -unanimously regarded- best format, Modern.
As we went our different ways, Jacob built his first commander deck, Omnath, Locus of Mana. Starting with 99 forests, and you guessed it, the dirty green slimeball himself Omnath. As we both learned about new broken green cards we would tell each other and slowly replace the deck's forest with cards like Vorinclex, Voice of Hunger and The Great Aurora. Now, Jacob is the best EDH player I know winning the majority of games we play. group or single.
That's where Jakob comes in. While I've been away at college, Jacob has been teaching Jakob the ways of EDH. After building his first EDH commander Odric, Lunarch Marshal, Jakob was awestruck by the sheer power behind Omnath, Locus of Mana. So when he learned of Omnath, Locus of Rage, he built that deck within days.
And now, They are both extremely formidable opponents. Although Krenko, Mob Boss is my first and only commander deck I have ever built, the billions of goblins I end up making in a game tend to still lose to

So now it is my time to build an Omnath of my own, after suggestions from both Jakob and Jacob.

Omnath, Locust of the mind's power is equal to the number of cards in your hand and its toughness is equal to that number plus 1. 2UU: return target instant or sorcery from your graveyard to your hand.

Now with that said lets get into the meat of this card. I would not allow it as a general. I find it too bland and off theme (As Instant and sorcery stuff usually fall under the UR colors. UG is about growth.)
So how about something like this

Sadly i would not allow this either, I deem it too powerful but your friends can see for themselves. In reality, i would not build an Omnath deck just because they did. There are a lot of fun generals to explore. Animar can also be abused heavily and unlike the Omnath i just created, he is a real card. Or maybe you should change who drives your goblin deck to Purphoros, God of the Forge The mass tokne production can be used heavily to just do direct damage, and if you keep your curve low and focus on tokens, you can actually make Purphy hard to remove. Krenko, Mob Boss, Kiki-Jiki, Mirror breaker, Any goblin that produces tokens you will be running. And you still have a tribal theme so a coat of arms and the goblin lords will boost your army. Impact tremors also adds damage to anything you toss into the field, Goblin bombardment could do that last bit of damage saccing the goblins you create. Mogg Infestation can turn those 10 creatures into 20 (And 40 damage. Since Purphy is indestructible he is unaffected by Mogg Infestation)
Don't build omnath, boost what you already have. Legal cards nothing is against the rules. Just keep a low curve witha lot of token production.
Your only weakness is your lack of draw power, So Dragon Mage, Incendiary Command, Khorvath's Fury, Magus of the Wheel, Reforge the Soul, Wheel of Fate, Wheel of Fortune are options to refill your hand when needed. (Plus it may mess them up. Getting rid of cards they need) And since neither run blue you will have a much easier time making sure your spells resolve. In fact neither run white so exile is also not gonna happen. You are running a commander that they will have a VERY hard time dealing with.
and while it seems expensive, you can still build it on a budget.
well, wayfaring temple says that 3cmc is enough for a dude with that power and toughness.
i think that looks really weak, actually. they're not really in token creature generation colours, and sure you can out-draw your opponents, but that's not really giving much to that dude.
Might i suggest you pick a general that already exists? you seem to like token generation and "going-wide" decks - Brudiclad, Telchor Engineer maybe (generate all sorts of tokens, and then turn them all into the most useful token at that time, be it gold, clues, wurmcoil engine pieces, elemental appeal 7/1 hasty dudes, whatever!)? or maybe Zada, Hedron Grinder every single red cantrip and token/creature copyer available and smash in with haze of rage-pumped elementals?
I think its easier to build a deck based off what already exists than having to come up with your own general (and having to balance it).
This *locus belongs in Custom Card Creation. Maybe we'll see a GU locus in Zendikar 3, or they'll fill out a cycle in supplemental products.
Ghave, Guru of Spores and Marath, Will of the Wild are wonderfully adaptive "go wide" commanders. You just use enters triggers and things that count the number of creatures you control. (And for Ghave, death triggers.) There are many ways to use them, and they both have tons of infinite combos.

In response to OP's custom card: That looks like infinite turns to me, dawg.
Did not even think about that. Sure it is 9 mana a turn to pull off, but if you can it is indeed infinite turns, as you get more mana you can eventually cast anything you wish over and over. Get a decent sized army and then just keep swinging, empty your library, run an eldrazi or elixer of immortality and it is game ending.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
As mentioned, UG doesn't typically play around with spell slinger effects, but is focused on growth. If you're serious about playing a custom card, I'd look to something more like this:
