Thanks for all the responses. Yes, he has ways to use it multiple times. I have no problem waiting, and I do wait patiently; however, I was just wondering if others get annoyed by the waiting that this card can make. And I agree, it is very similar to people using Crucible of Worlds and multiple fetchlands, or lots of tutors, or a commander that tutors often. It's not something I'll be rude to him about, but it's definitely something that goes into my deck building thoughts.

There's a house rule I use at my place that speeds up shuffling. Before you search, you can check the bottom card of your deck, and if it's what your looking for you can grab it without shuffling. Helps with fetches and glaciers because there's a 1 in 5 or better chance of a basic being there (my group is heavy on basics). An addendum is that they can check about ten cards beyond the bottom one, and if they do they can do a non randomized lazy shuffle (a single riffle or a couple quick pile shuffles). It doesn't really randomized it, but it does enough when they only saw the bottom of their library. It saves a lot of time.

Seriously. Why would you ever tutor without knowing exactly what you're going for? Maybe their deck is new, or they're borrowing it, or they're a new player, whatever, that I get. But I see otherwise competent players committing this sin all the damn time and it drives me nuts.

I think that's a little unfair. Depends on how many decks you run. We used to print out deck lists, but you end up making changes every week, and printing out new lists soon didn't happen.
Certainly we can't do it because we literally choose random decks from a pool of all our decks (over 70 now), so remembering them all is impossible. But even if I was just playing my own builds, there are so many of them and I'm making changes all the time, that having to search through them is often needed to refresh exactly what I have.
I feel if you have one or two builds, then yeah you should make a conscious effort to really know in advance what you want, but some peoples memory is just better than others. Plus we are drinking and smoking during games, so yeah, not the best for memory...lol.

I only play a handful of decks but I don't think it's unreasonable to expect someone to have a general idea of what they're going to get even if it's a deck they've only recently built. Maybe 'exactly' was the wrong word to use. Need a board wipe? Spot removal? Counterspell? Win condition? Narrow hate piece for that one turdnexus that plays chaos decks? Spend a few moments selecting the right spell from one of those categories, sure. But casting a tutor blindly is akin to playing a board wipe without contemplation: a horrible, horrible tactical decision.
I can't deal with reality sober for very long, so I very much appreciate your last point, but in the immortal words of Nate Dogg, "I can't be faded."

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I don't struggle to know what I'm searching for, I just miss the card I wanted until the fifth or sixth pass through my deck.
Oath of Lieges would probably slow the game even more than glaciers.
With glaciers you should be somewhat prepared that you are likely to search you deck every second turn (or more). But with liege you also have unprepared opponents searching for lands + land counting to see if you are able to search or not.
