I am not sure if this is the correct term flicker. but i want to take advantage of ETB (enter the battlefield) effects. But i am curious what options there are for this in a Blue, Black, White deck. Creatures as well as permanents. flickering a Planeswalker as a way to use their abilities more then once a turn is something i would take advantage of if there are enough ways to make this happen in my chosen colours, being Blue, Black, and White. So any suggestions would be helpful and appreciated.
Honestly, there are tons in those colours. I guess it depends how willing you are to cast the spells again, but you're in the right colours for this effect, regardless. These are some of the better options I guess. Hope it helps.

White and to a lesser extent blue give you a bunch of blink effects. Blue and to a lesser extent white give you a bunch of bounce effects. Black and to a lesser extent white give you a bunch of reanimator effects. (And yes, feel free to include Mike Trike, since +1/+1 counters reset when a creature blinks.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Just for your own future reference, "flicker" and "blink" are often used interchangeably for "exile a permanent and then return it to the battlefield at some point". Occasionally, people make a distinction between the two, with "blink" effects returning the exiled card immediately (see Momentary Blink) and "flicker" returning the card at a later point in time (see Flickerwisp or Flickerform, though it doesn't help that Flicker, Flickering Spirit, and Ghostly Flicker all return the exiled card immediately).
...or that Blinking Spirit is a completely separate ability.
And be sure to consider MikeTrike as a win condition, since you're in black. Just one blink and that +1/+1 counter goes away, resetting undying. It also means that evoking your Mulldrifter means you just played Tidings for only 2U instead of 3UU, and you get a 4/4 (2/2 base, one +1/+1 counter, +1/+1 from Mike) with flying to boot! Trike works well with blink effects on its own as well.

Uh... blink effects don't help MikeTrike one bit. You don't need to blink Triskelion to remove a +1/+1 counter (Triskelion does that on its own), and blinking Triskelion brings it back with 3 +1/+1 counters, which would mean undying still wouldn't work (if it weren't for Triskelion's own ability to remove +1/+1 counters).
MikeTrike works as a two-card combo because it's a two-card infinite combo. Triskelion deals 2 damage to itself and 1 to the opponent, then undies and comes back with 4 counters. It deals 2 damage to itself and 2 damage to the opponent, then undies and comes back with 4 counters. Repeat until your opponents are all dead.
I built a ZurAstral Slide deck, and it's a ton of fun for flickering creatures. Copy Enchantment and Estrid's Invocation provide a second and third Astral Slide, and things can get really crazy. It is a bit of a glass cannon, given its reliance on Astral Slide, but it could be worth a try for you.
