I do not want to make this deck a fun police deck. i want it to be fun to both play as and play against. I do want to use Chance Encounter and Goblin Bomb, I do NOT want to use Planar Chaos.
Yes Coin flips will be a thing, I want to include a lot just for lolz, but the deck itself is suppose to be fun to play against too.

Obviously, Evasion and pumps work well with Okaun, as does double strike. People will try to kill it ASAP to avoid getting one-shotted (happened to me in a battlebond draft, not fun). So you need LIghting Greaves, Swiftfoot boots and probably Champion's Helm. Maybe Whispersilk Cloak too.
You need 6 power to one shot someone assuming two coinflips. 3 power is enough if you get 3 coinflips.

yea so I have decided the direction i will be going. I am going to primarily focus on Okaun as my win con. Whether I am flinging him for massive damage or Running him into my opponent's face. That said i am not going to dismiss Chance encounter as a possible win con either. I also plan to run Laboratory Maniac Reason for this is if I can get a good amount of card draw off of Zndrsplt, or even better, use Frenetic Efreet and activate him 10000 times chances are I will eventually draw all cards from my deck.
So I feel a small voltron build for Okaum is a required move, along with the fling effects (be it sacrificing him or just using something like Soul's Fire) Fork, Twincast, Reiterate, Reverberate are all good for using thing like the mentioned soul's fire multiple times. On the topic of instants and sorceries, I think counterspells are also going to be needed.
I will be using a few more coin flip effects (like Karplusan Minotaur, sure they may target me, but at the same time, they may instead opt to go after a more problematic player. I may be able to use it politically. Let an opponent choose where the damage goes so they can deal with a PW or creature that is bugging them.)
Also basically say that if they target me with it, well then, they don't get to choose again.
I also plan to run a few extra combat steps. while Stitch in time is great and all, it is the effects of being able to pump my Okaun more that matters. And i also plan to run Helm of the Host Getting two or more okauns all pumping each other and swinging, while only one can kill via commander damage, the others will get big. (If i can get even just two addition combat phases, by time my third combat phase is out, i will have 4 okauns already pumping and a 5th one out that will get pumped, (Sadly he will not be able to do the pumping as well.)
Nexus of fate may go in. Even if just to keep control for another turn. Zndrsplt's ability to draw will probably garuntee I can get it more often than i should. In fact the mass draw is also why silly things like Spellbook will be run. just to keep the giant hand (Yea i will run reliquary tower, but it is not enough to have ONE card that does that. I say run at least three.
so I think the deck is pretty much done in terms of theme, I can toss in the mismatched utility cards (and if I fine I don;t play Zndrplt enough to justify spellbook i will remove it. The voltron is mainly for evasion and not pump effects. So I can find other ways of doing that (not just Whispersilk Cloak)
For the longest time, I had a collection of chaos and coin flip cards that I wanted to include in a deck at some point. If I remove all the chaos cards (since that is a route that you didn't want to go down), that leaves the following cards for you to consider:
Krark's Thumb - I laugh that this is now somehow an $8 card, but for a deck that wants to win coinflips this card basically makes your odds go from 50-50 to 75-25 on every flip. Well worth running Fabricate and/or Muddle the Mixture to search for this.
Crooked Scales - The only drawback to this is that you have to have a creature in play to activate it, but I always planned on having a few token makers and/or Squee, Goblin Nabob around to take care of that.
Chance Encounter - You already mentioned this, but again I have to laugh that this is now going for $10 each.
Chaotic Goo - You only get one flip per turn, but the creature is at least reasonably costed (as opposed to something like Crazed Firecat).
Game of Chaos - Even though this has Chaos in the name, it isn't really a Chaos card. This is also one of those cards that you really want to copy or recur.
Goblin Bomb - Not a very good card, but it is a cheap way to get a flip per turn.
Impulsive Maneuvers - When you don't care about actually dealing damage this can be very good, not to mention that it further incentivizes you to have some tokens lying around.
Karplusan Minotaur - If this thing stick around any considerable amount of time, it can generate a ton of flips.
Mana Clash - This is a reminder to NOT pay this card as you don't actually win (or lose) any of the coin flips so it won't trigger Okaun or Zndrsplt.
Molten Birth - A nice way to generate both coin flips and tokens.
Orcish Captain - A really cheap card that lets you basically pay as many times as you want to generate that many flips. Yes, it will very likely die, but it does what you want for a reasonable cost for what is basically a one-shot effect.
Skyclaw Thrash - A reasonably costed creature whose coin flip is all upside.
Squee's Revenge - Another cheap Sorcery that you will want to copy, it also doubles as a bit of a skill tester as to when you want to choose a low number or a high number with the number of flips.
Two-Headed Giant - Not a bad coin-flip card, but like Mana Clash you don't actually win any of the flips so I would advise not playing it.
There are of course many other coin flip cards, some not so good and some borderline. There are also some coin flip cards that I don't understand why people play them (like Crazed Firecat, Desperate Gambit, Fickle Efreet, etc.). I think you need at least 18-20 cards that flip coins to fully flesh out the theme, but I think those 14 above are the best ones to start with. I also like Gashnaw's idea of running Soul's Fire to combo with Okaun, but I would also perhaps go another step further an look at adding the newly-printed Gravitic Punch, along with Niv-Mizzet, the Firemind, Psychosis Crawler, and/or The Locust God to combo with Zndrsplt.
right now I am at about 75 cards with no lands and I have only a few creatures. I am really risking it but I am trying to cut stuff right now. I am still focusing on swinging mad with Okaun, but i feel after a few runs with it I will see where the weaknesses are and where the card don't do what they need. When that happens, I will cut cards and replace for support of what i need. I plan to use sculting steel and phyrexian metamorph to copy krarks thumb. But maybe i will just run clever impersonator and have him copy ANYTHING i want.

Either way, it seems relatively easy to kinda "go off" with coin flips, draw a bunch of cards with Zndrsplt, Eye of Wisdom, then draw into whatever win-con you choose.

Deck does need a lot of tweaking though game wins was 1/5 (Won with Efreet, Labman and Zndrsplt)

Even if my Playgroup allows it, I don't. I have a big issue with silver boarder cards. When they were legal i had fun with it, but there is this guy who plays a sword of dungeons and dragons. And I ask him to remove it each time he plays against me. (I play a Dragon deck, 31 creature 29 are dragons. Sakashima will (90% of the time) become a dragon, and Birghstpear just gives my dragons double strike (And I am thinking of removing her, she is off theme)
I am not gonna let him run an un-card that nerfs my board.
So I am in the middle of building a LOT of Izzet decks. Sadly most of them are aimed fro spell slinger play, which is not what I want to do.

Don't forget that Krark's Thumb is Legendary, so you can't use Sculpting Steel, Phyrexian Metamorph, or Clever Impersonator to copy it without having something like Mirror Gallery in play.
