Basically the best spells, I wanna call this the "swiss army knife".
Then you can blink Brago, King Eternal, Reanimate/recur with Sun Titan, Rally the Ancestors.
Kinda like Eternal Witness is for green, Spellseeker is for blue. To me this is a slam dunk staple, but Im not seeing it pop up in decklists much. Maybe im blind.

It is very strong in combo-oriented decks which need to get specific, low-cost spells. It's also very good in general EDH for fetching any number of useful spells, and especially if you can blink it. I have a couple of copies of this card. I haven't yet slotted them into any decks, but I have seen others play Spellseeker across multiple games, and it's been strong. I haven't slotted it in anywhere yet because I need to consider where the few copies I have will have the most impact, but I strongly suspect one copy will end up in my Kess deck, where it can fetch more than half of the instants and sorceries in the deck.
I think the most common play will be it picking up a cyclonic rift.
Showing an opponent that you've tutored for mana drain can really warp the opponent(s) plays. This was a common tactic I used in my control deck with merchant scroll. Even without a big mana payoff from a giant mana drain, just the threat of it can really discourage some plays by your opponents.
Being an etb trigger also makes it good with some blink decks, since it can go get momentary blink.
If you want a more permanent answer to a board of creatures than Cyclonic Rift, Black Sun's Zenith and Martial Coup are both options (along with the myriad of X red sweepers).
I wrote a whole thread on Kaho, Minamo Historian and the power of using her as a proxy tutor for any card, depending on what colors (cards) you have access to in your deck.
Spellseeker is similar but you get the card immediately. It is the utility of potentially turning it into ANY card (creature, artifact, etc) if you are running certain spells as you've pointed out.
I know it had a price drop, so unless you suspect it's going to get another print run soon, I'd look to pick as many of this card as you can.

You can use it in cEDH Protean Hulk decks as part of the combo. It can get Reanimate, so that you put Protean Hulk back into play to get full game wins.
The advantage is that it doubles up as just a versatile card in the deck, as it can get counter-magic, tutors, etc, as well as just being part of the straight up "you win" Flash Hulk.
So what I'm saying is that it is very cEDH friendly, and powerful for casual. Listen once you get to play Trinket Mage there is no going back not playing it. With Spellseeker you'll soon figure out that having access to essentially your deck, and putting out a blocker for some big attack is exactly what you want in commander.
I agree with darrenhabib, there is no way this card is going to stay at $5-6 bucks for very long. If you think you will want some, pick them up now. And if you think you'll never want one, I suspect you're wrong unless you never play blue.

I don't have any copies, but I want 2 or 3 for various decks. The 2 cmc spell slot is extremely versatile in a 3 cmc ETB ability. It hits the sweet spot for creatures at 3 cmc and 2/2 for both Recruiter of the Guard, Imperial Recruiter, Sun Titan, and Reveilark. While chaining a Recruiter for a Spellseeker may be inefficient, with on of the other blink/recursion engines, it just furthers the toolbox and flexibility of the deck.
Good card, worth the current price. Could easily increase in price over time.

But otherwise, I think she's yet another solid ETB blue creature that makes generic blue control strategies just a little bit more busted. Trophy Mage is good, and I would definitely run Spellseeker over her unless it's a very heavy artifacts deck.
I picked up a copy but I don't play a ton of blue myself. It seems like a nice little tutor but I guess for me to really like it there is some level of question of if you can abuse creatures or not. You could always just play Merchant Scroll and end up with a better situation is my concern. Sure you can get 2 mana sorcery spells with it which Merchant Scroll can't do but the overall targets you can get with the scroll tend to be better options.
I think its going to be at its best when you can abuse creatures. For instance, Wake the Dead would be a TOTALLY sick move to tutor with this card as it lets you get another trigger and abuse a bunch of other creature ETB / Deaths too.
Right now I don't have any blue based creature decks so I am not playing it. I did pick up a copy but overall I think its probably still more situational as to where I would run it than Trinket Mage is.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
This card has all the signs of a format staple - tutors for something, doesn't cost 4 or more, is a creature.
I like the comparison to Trinket Mage, and know that a lot of decks run it just for Sol Ring. Cyclonic Rift is a card every Blue deck runs also, on top of Mana Drain for those who have it. Merchant Scroll is generally better, but honestly you will be packing this and any other tutor in this tier if you are playing EDH control or combo.

If you have a sacrifice outlet, like Phyrexian Altar, Viscera Seer, Sidisi's Faithful, then you can use Spellseeker to get Entomb and use Inalla, Archmage Ritualist to copy and the second Spellseeker get Reanimate.
You Entomb and Reanimate Mikaeus, the Unhallowed. Then you can use a sacrifice outlet on the Spellseeker and Undying will cause it to come back into play. This will allow you to get two more spells with Inalla. Demonic Tutor and Flash. Demonic Tutor for Triskelion. Now you can Flash in Triskelion and Undying will bring it back for the infinite damage win.

NVM Spellseeker is a human, so wouldn't work with Mikaeus. I'll work on another plan
OK, Spellseeker gets Entomb and Reanimate for Salvager of Secrets, which gets back both the Entomb and Reanimate.
Entomb and Reanimate for Mikaeus, the Unhallowed.
Sacrifice the Salvager of Secrets (Undying will bring it back) and get back the Entomb and Reanimate and do this again for Triskelion.
