I've only read good things about the card in various threads and discussions, mostly involving Tasigur, the Golden Fang political builds. The obvious use is as a de facto Wit's End, but being able to give your opponent an answer to a problem you can't solve seems great, especially in mono-black. If it's a problem for both of you, great. However, if it's only a problem for you, giving them an answer to a tertiary problem for you that happens to be a major problem for them should sweeten the pot and get them to do your bidding.
The major downside, of course, is when you're playing with people who won't play ball. In addition, I can see the card rotting in your hand for an unreasonably long time before you can execute it, unlike Mind Twist which is usually safe to fire off as soon as possible.
Particularly in mono-black, which can be limited in its answers to certain problems and has the reputation of being oppressive, I think the card could do work.
I've plugged it in various troll decks over the years, and it is fun "helping" a buddy guarentee landfall for the next few turns
While fun, it always ends up cut as the deck gets tuned. The issue is the high-cmc for a card that doesn't win the game, and my passion for durdle cards always has me start cutting the expensive ones first. Other black goodies (darkness, oubliette, imp's mischief, shade's form, etc) that are more funny and less game-winning tend to stick longer than the 5cmc sorcery that screws over one person in particular.

It's pretty good, though I do agree with Macabre. It's been so long that I've stopped even considering it for decks and forgot if I even have one. Might be pretty amazing if I ever get around to mono-black group hug.
Now that I think about it, with all the spell doubling that's come out over the past few years there may be a bunch of other cards worth reconsidering. Since Primal Amulet can go in anything.
I run it in Tasigur and Queen Marchesa, and casted it once. I wish I could run it in Purple Hippo too, as the potential power of it is immense. In that one cast, I gave an opponent a lot of removal and a combo piece as an incentive (I had removal for it, but it got exiled anyways). It made my job a lot easier even though 5 cmc is quite a lot.
Stronk with...cards which require so much mana that you may as well just win anyway.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
