So I've been pondering about this decklist for a while and arrived at the decklist below. The main idea is to combine effects that force attacking with a critical mass of Propaganda effects to force my opponents into attacking each other:
So at this moment the deck's 117 cards and I do not know what to cut. The cards listed under Propaganda effects force our opponents to pay mana in order to attack us while they are forced to attack due to the cards listed under Force Attacks. The Shenanigans category is filled with cards that save our creatures when forced to attack ourselves and an attack prevention package with War's Toll and Mana web. These two cards make it impossible for out opponents to attack us and play something in one of their main phases when we also have a Propganda effect. With Erratic Portal, Crystal Shard and Slow Motion (The latter listed under spot removal) we have an additional way to force our opponents to spend mana outside their combat phase. The cards listed under Synergy beaters are all creatures that also have additional synergy with our theme, either increasing damage opponents deal to each other or penalizing them if they don't follow our game plan (Crimson Honor Guard, Cinderhorn). The other creatures are 3 creatures that really fit this deck as they are good at combat. The other category is some cards that work well with Ruhan, or can buff our creatures to increase survivability.
So I'm looking for advice as to what to cut because I feel I have cut everything I can without touching the core of the deck. I hope you can help me.

Also even if creatures are forced to attack their controllers are not forced to activate mana abilities in order to pay for propaganda effects.
Should have been Outpost Siege, corrected. And while it’s true combining these effects won’t force my opponents to pay attack tax it does force them to attack someone else if able. They can’t just choose to attack me, not pay, and thus have nothing happen. I verified this in the rules forum before I even started building this deck.
I would in any case cut all the cards in your "other" category. Focus on your main strategy.Another commander that may be even better for the strategy you described is Gahiji, Honored One. If you want blue for the propaganda effects, consider Kynaios and Tiro of Meletis, which will also give you access to Edric, Spymaster of Trest.

Kynaios and Tiro could, and I have also considered them for a while but all green added was Gahiji, Edric and Sandwurm Convergence. Adding a 4th color to the deck for only 3 cards is not worth the effort imo. And then there’s the anti-synergy where they help my opponents ramp to enough mana to pay for the propaganda effect. I also contemplated playing Najeela as commander since her ability can force opponents to attack twice and then combine that with opponents can’t gain life effects. In the end though, the deck is already difficult to build in three colors, so i try to stick to the core as much as possible.

Your deck is a true Judo deck, punishing people for attacking into open mana. I’m trying a slightly different angle here by trying to prevednt attacking me as an option alltogether and therefore forces me into blue. That makes Gahiji not an option.
If you say so. I actually do not see very many blue cards that you really need for your strategy. Sure, blue has a lot of nifty combat manipulation, but almost all Propaganda effects are actually white (except Propaganda itself and Collective Restraint). Green, on the other hand, gives you access to Sterling Grove and a bunch of enchantment support. But of course that's just my two cents, it's your deck after all! ;-)
When looking for what to cut, I would advise you to get more focused on your main strategy: pillow fort and forced attacks. Cut most or all of the stuff that is aggro or combat oriented in your own deck, such as:
- All the cards in your "other" and "other creatures" category except maybe Territorial Hellkite. If you don't want to be a committed Voltron deck, don't play these.
- Crimson Honor Guard (trust me you will hurt yourself a lot with this)
- Odric, Lunarch Marshall
- Heliod, God of the Sun
- Emeria Shepherd (not great in a three color deck)
- Sun Titan
Also, cut these cards because they are only cute in theory but will underperform in practice:
- Erratic Portal
- Crystal Shard
- Slow Motion (all of these three cards are only good if you happen to have War's Toll or Mana Web out, which won't happen all that often)
If you manage to consistently set up a good pillow fort, the Monarch cards might be cool. In particular, Protector of the Crown and Darksteel Plate are a cool combination.

Thank you for taking the time. The reason I feel forced into blue is because of Propaganda and Collective Restraint. For the deck to do it's thing it requires a critical mass of these kind of effects lest I be forced to play all kinds of tutors to find them. And without a critical mass of them, I fear the cost to attack me won't be prohibitive enough to prevent it from actually happening.
But to keep an open mind, let's say I would go WRG with this deck, how should I go about winning? Blue costs me access to Propaganda and Collective Restraint, so in order to compensate I think I would need to add some combat-resilient creatures (Which were some in my other category) that simply makes attacking me unfavorable, cards like Akroma, Angel of Wrath, Zetalpa, Primal Dawn and perhaps Rhonas, the Indomitable? I've also always liked the idea of combining Form of the Dragon with Sandwurm Convergence and this might just be the deck for that, though i'll be needing to add shenanigans like what you described with Protector of the Crown and Worship etc. since 5 life is a precarious life total to be at. Come to think of it, I also believe I have a Platinum Emperion lying around somewhere, that accomplishes nearly the same thing.
For the sake of the argument, I will see if I can come up with a Naya version of this deck. Gahiji, Honored One is then probably the best one to lead such a deck. Card draw can come in the form of an Enchantress package, and Luminarch Ascenscion and Sigil of the Empty Throne make for good combat fodder...

Please don't take my inut the wrong way, I don't want to belittle your deck idea in any fashion! If you want to go with Ruhan, that is a totally fine choice. I personally just think that this kind of deck would work very well with Gahiji. In fact, I would probably build it myself, if I did not already have a Gahiji deck and an existing Ruhan Judo deck with lots of Grand Melee effects. I think the main colors for this strategy are in white, and a bit of red. Blue gives you some good stuff, but none of it is essential in my mind. Sure, you have two additional Propaganda effects, but green has Sandwurm Convergence as you already mentioned. This leaves blue with a net addition of one such effect, while white already gives you access to about 10. I simply do not believe this one Propaganda effect is the difference that makes or breaks the deck. I am not saying Gahiji will be better than Ruhan, but I do think her/his effect is absolutely perfect for this kind of deck.
Btw, as it happens I have been actually considering transforming my Ruhan deck into Queen Marchesa. I want to have one deck per color combination ideally, and right now I am not really happy with my Licia, Sanguine Tribune deck, and I have a second Jeskai deck. Turns out, I only have around ten blue cards in the deck, and Queen Marchesa fits well with my gameplan of incentivizing people to attack me so I can blow them out with Comeuppance. I am just mentioning this because these considerations made me realize blue was not essential to my strategy as I thought (just speaking for myself here, not for you).
Overall, I really like these types of decks and love what you have so far!

Another person who does not sober up Ruhan and allow him to take aim. I have built a deck a few years ago where I had combos that would allow me to allow ruhan to swing at whoever i desired, or even make it so he would not attack and use the 7/7 as a blocker.

So i tried brewing something up Naya colored but it became a mess and it simply does not have that "whoah I have to build this" vibe that Ruhan gave me. So i'm sticking to the original plan, still needing to make cuts. So the original question stands: what to cut?
If you end up going with Ruhan, try Assault Suit. It is every bit as amazing as you think it is.
Yeah that is an epic card! I had it in a deck with O-Kagachi, Vengeful Kami as commander, works wonders there too Rite of the Raging Storm is definitly going in. It was in the same deck and I think it's literally the card that used to deal most damage to my opponents collectively then any other card i remember.

Alright, it's always a good thing to just go with that "woah I have to build this" vibe. Go for it!
In addition ot the 18 cards I have already mentioned I would consider cutting these:
- Replenish / Open the Vaults / Greater Auramancy / Cloud Cover - I only count about ten enchantments in your deck. Sure, they are central pieces in your strategy, but I do not think they will be targeted to a degree that you need all four recursion/protection spells.
- Iroas, God of Victory, Dolmen Gate, Nahiri's Machinations, Rune-Tail, Kitsune Ascendant - Again, think about what you want to focus on. If you want this deck to really go with the forced attacks + Propaganda effects strategy, I would cut your combat focused cards. Your enemies will hopefully take enough damage from all of their own creatures that will be forced to attack and cannot attack you, and with the exception of Angel's Trumpet, most of your Grand Melee effects also tap down opposing creatures, so there is not much that will be able to block your Ruhan anyways, which makes Dolmen Gate not that necessary. Plus, since you don't have a lot of lifegain (if any), Rune-Tail will often be a dead card if you draw it too late.
- Outpost Siege - this is either subpar card draw since you have access to blue, or some negligible damage since you don't do tokens or flickering or anything that synergizes with the Dragons effect. I would either just cut this without replacement or replace it with Recurring Insight or some other good blue draw spell if you need the card advantage.
- Enlightened Tutor - It's ok, but if you have enough card draw you will usually draw into the enchantments that you are looking for anyways - you run enough of them. I would run the tutor if you need a specific card as your wincon that you only have once, or if you have some toolbox options. It will of course never be bad and you will always be able to use it if you have it your hand, but if you are looking for something to cut I would not treat this card as sacrosanct.

Another commander that may be even better for the strategy you described is Gahiji, Honored One. If you want blue for the propaganda effects, consider Kynaios and Tiro of Meletis, which will also give you access to Edric, Spymaster of Trest.

All you need is a haste enabler and a way to blink him (Momentary Blink, Deadeye navigator, Eldrazi Displacer) are just three examples of how to pull it off. (although displacer require Amulet of Vigor)
Basically choose an opponent at random, and if it is not who you wish to attack, blink and then take aim.

I would either just cut this without replacement or replace it with Recurring Insight or some other good blue draw spell if you need the card advantage.
- Enlightened Tutor - It's ok, but if you have enough card draw you will usually draw into the enchantments that you are looking for anyways - you run enough of them. I would run the tutor if you need a specific card as your wincon that you only have once, or if you have some toolbox options. It will of course never be bad and you will always be able to use it if you have it your hand, but if you are looking for something to cut I would not treat this card as sacrosanct.
