Which Dominaria legendary creatures seem underrated as a commander but still viable? I am referring to the other legendary creatures that have a lot of solid build around potential and are potentially viable as a commander but underrated. It doesn't have to necessarily be from a highly competitive EDH level but I am talking about legendary creatures worthy of being commander rather than a spot in the 99.
Tatyova, Benthic Druid: Built in card advantage and life gain in the command zone and access two of the strongest colors in the format. Having access to the ultimate of Nissa, Vital Force plus life gain in the command zone is really powerful. Fetch lands like Misty Rainforest and Verdant Catacomb function as a free Divination with Tatyova, Benthic Druid on the battlefield. Playing extra land effects like Azusa, Lost but Seeking, Oracle of Mul Daya, Exploration and Summer Bloom make it very easy to play multiple lands in a row during each of our turns allowing us to ramp quickly and draw absurd amounts of cards. Plus Boundless Realms does tremendous work. I already have a semi-competitive deck list built around Tatyova and recently acquired all of the cards. I can't wait to test it out!
Multani, Yavimaya's Avatar: He gets absurdly big in a ramp deck and has trample so he'll have no problem dealing damage. Because he also counts lands in your graveyard, it makes sense to run all of the fetch lands with him, even Evolving Wilds and Terramorphic Expanse. He is incredibly resilient due to his activated ability that will allow us to evade the commander tax, and we can use sacrifice outlets like Greater Good and High Market to protect him from potential exile effects. We can also use spells like Life's Legacy and Momentous Fall to gain extraordinary value from him. Of course the usual suspects of ramp spells are wonderful here (Cultivate, Skyshroud Claim, Boundless Realms).
I'm liking Evra, Halcyon Witness for having an ability that we haven't really seen before. And the ability to one shot someone as long as you're at 21 or higher life, then immediately get that life back sounds like you don't have to do much except protect her and give her some evasion. The rest of the deck can be focused on value and card advantage, such as they are in mono-white.
I'm also keen on Traxos, Scourge of Kroog. Probably not as good of a colorless commander as a titan, but it has a lot going for it for a few different strategies. You don't even have to worry about putting in a bunch of untap effects since your own artifacts will untap him just for casting them. I think I'll include as many cost reducers as I can and try to create some kind of loop with ancestral statue or junk diver/myr retriever just have to figure out what the best tap outlet for Traxos is. Viridian longbow? Hair-strung Koto?

The only talk I've seen of Naban is sticking him in Inalla, but as a commander I think there's potential. He's a 2cmc value doubler in the command zone of a deck that will naturally have a low curve and a simple mana base.
There's probably a dozen good infinite Mana combos with Marwyn. Also she's got a little baby. A+

i'm with u 100% on Tatyova, Benthic Druid i'm gonna get a tread going if there isnt one already to trying to push her to competitive, my guess is that she will be strong for the same reasons gitrog is but its not gonna be as obvious to push her.

Rona would need infinite Mana and Freed from the Real to do what I think you think she could do with dead eye. If she flickers, all exiled cards are lost because you have a new Rona.

It'd be doable, but probably more of a casual build than anything. Equipment is fine in Boros, I just struggle to see the relevance of her ability to equipment, simply because they don't generally die when the creature equipped with them does. You could always go for an aura voltron build, as they're a little more fragile, but you probably don't have a ton of support in the colours to keep draw coming, where Selesnya has Verduran Enchantress, Argothian Enchantress, Enchantress' Presence, Femeref Enchantress and so forth to keep your grip full.
Imagine having him, Gratuitous Violence and Primal Vigor out. Then you flashback Increasing Savagery to give him 20 (10 x 2) +1/+1 counters, yet then you kick a Everflowing Chalice which gives him 2 (1 x 2) +1/+1 counters, he is now at 22 +1/+1 counters. Because you kicked a spell, hes now going to deal damage to each opponent equal to how many counters he has, which is 44 damage (22 x 2) and you still can attack with your 25/25 trampling Hallar that turn if someone survived. If he gets combat damage in, he is dealing at most 50 commander damage.
Yet even with something like Hardened Scales out and just regularly kicking spells can make him start become threatening. As your opponents are looking at 30 (2+4+6+8+10) effect damage after 5 kicks.

Ok, so I was planning on putting together a Pestilence based deck, eventually, and the cogs in my head started turning. Kazarov, Sengir Pureblood seems perfect to lead that deck. The only downside is that Withering Wisps is nowhere near as good. Granted, you get access to red which contains a plethora of Red based damage cards. In addition, it would probably be Big-Mana Black deck with a red splash for the likes of Aether Flash and Pyrohemia.

I'm going with an "Auror" built with Tiana and a Hallar, the Firefletcher deck after. I got brewing threads for both in my signature.
Other considerations: Teshar, Ancestor's Apostle with cheap artifact creatures perhaps, so every creature brings back creatures, might even work as an affinity deck. Squee, the Immortal's obvious application with Food Chain is obvious, though not as interesting as making him lead a voltron deck. Rona, Disciple of Gix would be a challenge because of its pricy activation and tap, will need some Training Ground and blink (will require to use the saved up spell first before blinking).
Slimefoot, the Stowaway looks interesting to me. I mean, yeah, you lose white, and a lot of infinite combos, relative to Ghave, but you get a built-in Zulaport Cutthroat.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I'm going to second Evra, Halcyon Witness. A bit overcosted given she has no other resilience, but the ability to one shot someone and then trade away a low life total will make for a new angle in deck building. At least for me.

Tatyova, Benthic Druid all the way. I plan on making an extra-low budget build with no cards worth more than $0.50, and I think she'll be able to hold her own through shear card advantage and a little life cushion. In most decks, ramp cards lose their effectiveness after a certain point. In her deck, Farhaven Elf becomes 2G for a 1/1 body, a basic land, a card draw, and a 1-point lifegain.
Hexproof doesn't really help tokens because no one targets them with anything. They're much more vulnerable to board wipes, which you'll expect to see a lot because Shalai doesn't help against those. Plus if you want a token deck, GW has much, MUCH better ways of doing it than enchantments like Commander's Authority (which is almost painfully bad.)
Shalai works better with a go-tall strategy, with a handful of very threatening creatures protected by her ability. It is sort of at odds with her activated ability, which is only worthwhile on a big token swarm (doesn't help that it's so freaking expensive.)
Tokens will just be a secondary strategy. It’s mainly an enchantress deck. Giving tokens hexproof seems like a way to make them more meaningful. I kind of view those auras as having double purpose in the deck. Not only are they enchantments and can create card advantage, but they also provide some hexproof creatures. My playgroup is pretty casual so I’m not going for an optimal build or anything, just something unique that seems interesting.

Rona, Disciple of Gix,Slimefoot, the Stowaway both kinda similar effects rona with deadeye is good after infinite mana. slimefoot inf mana and any sac outlet wins u the game

Traxos, Scourge of Kroog - it'll be nice to see a brown Voltron other than Kozilek. He could be a good time.
Multani, Yavimaya's Avatar - is very strong. I'd build him, but he's probably a shoe in for my Nissa build anyway, so there you go.
Whisper, Blood Liturgist - is pretty strong. Easily abusable.
Aryel, Knight of Windgrace - not the strongest, but it's knight tribal at its best to date, and could be a lot of fun.

FWIW white has Mesa Enchantress, Sram, and Kor Spiritdancer. Less draw but it's still there.

Some Auras and Equipment are self sacrifice.
Ordeal of Heliod and Ordeal of Purphoros are the best.

Niambi, Faithful Healer would helm a deck where Teferi, Timebender is the true leader. Likely gonna be a Stasis style lock down deck.
