2. I want to be able to use Vial Smasher the Fierce's ability as much as possible. Obviously Kydele, Chosen of Kruphix plays a part in this.
3. Even though I want it to be fun, I don't want it to roll over. I still want to be able to win games even with the randomness that Vial Smasher the Fierce brings to the tale.
4. At least 1, maybe 2 infinite combos would be ok.
Here is what I'm having problems with:
1. Manabase - I obviously need rocks and dorks to a certain extent but I was thinking of limiting the dorks to things like Birds of Paradise, Lotus Cobra (not really a dork but you get my point), Bloom Tender etc.
2. Spell Choice - the bigger the CMC the better BUT at what point is it too much?

Some of the problems with those two is a lot of the best ways to make Kydele tap for a bunch is cheap draw spells which then makes Vial Smasher lackluster.

Here's a cheat: If you evoke (say) Mulldrifter, you get 5 damage. Pitch spells are the same: Casting Foil does 4 damage whether you discard an island or hardcast it. Casting Dismember does 3 damage, regardless of whether you pay 1BB, 1B and 2 life, or 1 and 4 life. And paying U for Thoughtcast still does 5 damage.
Another cheat is x spells.
The third cheat is to play a lot of instants or things like Vedalken Orrery and Teferi, Mage of Zhalfir (Orrery's more viable in a four-color deck, and lets you cast sorceries and nonland, noncreature permanents; Teferi shuts down a lot of bull***** like counterspells, bounce spells, and combat tricks as a bonus.) with Vial Smasher, her ability can potentially activate once every turn. Toss in Seedborn Muse to have plenty of mana.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Mind's Dilation is absolutely bonkers with Vial Smasher.

I'd suggest that the best way to make use of Kydele, Chosen of Kruphix without stepping on Vial Smasher the Fierce's toes is to set up a lot of additional draw during draw step or upkeep - granted, there's not a raft of options here, and some of them may give more to your opponents than you'd like. Still.
@NoNeedToBragoBoutIt - Treasure Cruise and Dig Through Time are definitely going to make the cut. I'm still going to keep removal relatively low on the CMC scale. It just seems bad to go any other way. I may be wrong though.
I also feel like Kaervek the Merciless is a good fit, if not strictly mechanically at least he feels on theme. He can fulfill a similar role to Vial Smasher if you don't have her around. I also had tons of fun with Torment of Hailfire in my Vial Smasher deck.

I guess it depends how crazy you want to get, or how much money you want to spend, what sort of synergies you want to bring together. My initial thought is that you could go for some topdeck manipulation - you're in colours for Sylvan Library, Jace, the Mind Sculptor, Mirri's Guile, and of course Sensei's Divining Top and Scroll Rack, and you could couple these with Future Sight or Magus of the Future for an 8 card hand. Of course, financially this'll run you a bit. The upside of this is smoothing your curve, hitting your land drops and scuplting your hand - I do realise that right now suggesting JTMS is suggesting you spend $200 on one card though, so I could totally understand flagging it. I'd never spend that much money on a deck personally. But its an option, so I'd be remiss not to suggest it.
There's options in terms of cascade and other free spells mechanics - Dream Halls is a good time - it's a universal effect, but with something like Mind's Dilation on the field it really forces your opponents to think hard about what they're playing for free - tossing a card and exiling a card is pretty savage. Maelstrom Wanderer should really go in as a bomb with free spells attached, too.
I really like Neheb, the Eternal in this list too - he plays well with both commanders - Vial smasher is going to bleed your opponents, so Neheb helps you benefit. He also supports Kydele when she's not on the field. Not quite as abusable, as not susceptible to untap mechanics, but strong nonetheless.
It's sort of at this stage that I'd start thinking about what you want the deck to do overall, and how you intend to win. You've got a whole lot of strong support cards suggested in the thread, where now do you want to take them and how do you tie it all together? Are you going goodstuff, chaos/wheel, aggro, what win cons would you like to build in? This sort of thinking is what will help us to recommend further from here. There's enough recommendations here to flesh out a basic deck, but 98 cards is still a lot.
I mention this simply because with 4c it's going to be really important to fit in colour fixing and ramp in a way that doesn't detract from what Vial Smasher wants to do. Ordinarily for me, ramp is what I'm doing early game straight off the bat, especially in colour heavy decks. But those are often low CMC cards that don't necessarily give you the most benefit from Vial Smasher. Same goes for effective draw, so choosing carefully is going to be quite important.
Regarding ramp, some of that can't be avoided. I'd still run things like Rampant Growth and Explosive Vegetation - one comes down before VS, the other is reasonably priced - 4 damage isn't nothing. Other than that, cheating lands into play could be a possibility - Oracle of Mul Daya is a strong card, Burgeoning comes with the precon and can give you some good value, Sowrd of the Animist or Explorer's Scope[/c] are options if you're on a budget.
This is all food for thought - there's plenty of ways to go with this - I really like that about the partner commanders, they're incredibly versatile. All in all though, this looks like it could be a lot of fun.

This sort of begs the question - what are you using Kydele, Chosen of Kruphix for? Is it just for colours? If so, I'd suggest Thrasios, Triton Hero as a better fit. He sculpts your hand, ramps, fits very slightly better with Vial Smasher's ability in that he can bring bomb spells into your hand....I guess what I'm saying is do you actually have a specific use you want for Kydele? If not, it seems like you're setting yourself up for a reasonably conditional type of deck, in that in order to get the most out of Kydele, you're going to have to play really specific cards to also get the most out of Vial Smasher. It's doable, but it is a self imposed restriction where Thrasios is maybe a little more versatile.
Give it infect, then bomb people away with burning shoal plus a relevant high cmc. Killing two people. Also works with the other shoals for 10 damage. Works with misdirection and force of will for 5 damage on opponents turns.
Kydele really isn’t set in stone. I was just going to use her because I already have the Thrasios/Tymna deck built.

That'd definitely help point you in a productive direction. It seems like Vial Smasher is your centrepiece, I just feel like adding Kydele leads you down a really very specific path - which is fine if you want to do that, but if you don't it is a narrow avenue to play down.

Off the top of my head, I like Ravos, Soultender with Vial Smasher - ETB creatures with a recursion theme and Warstorm Surge abilities could be sweet. I kind of also like Ishai, Ojutai Dragonspeaker and/or Kraum, Ludevic's Opus for various ways of benefiting from your opponent's interactions while Vial Smasher slams them each turn, too - although there's loose synergy with Vial Smasher at best, it's feasible. Food for thought, I guess, but if you're set on the colours you're stuck with Kydele, obviously.

The X spells aren't going to work for you with Vial Smasher - for example Lavalanche has a CMC of 3, not X+3. X always counts for 0 where CMC is concerned. That being said, they scale ok with Kydele, but I still feel there are probably better options. Red Sun's Zenith isn't fantastic anyway, so I'd lose it. Villainous Wealth is a fun card, so I can see it being a fun flavour point to keep. There are plenty of better sweepers than what you have here. Living Death, Necromantic Selection, Mizzium Mortars, Hour of Devastation, there's plenty.
Blue Sun's Zenith should be Recurring Insight - strong draw as it is, chances are you'll target someone with a full grip, and the fact that it resolves two turns in a row is two 6CMC triggers for Vial Smasher, and 6 twice for Kydele.
You've got a lot of delve here, some of which is awesome and some of which is still good. You're not running any support for it though - you probably need a few more loot effects to get the best out of it. Forbidden Alchemy and Compulsive Research are good, Baral, Chief of Compliance is a lot of fun too. Monastery Siege is an option, or Dream Halls could be really good here too. It will allow you to toss cards for Delve and still play cards for free - you'll easily get more out of it than your oppnents will. It might even help to add Emrakul, the Promised End if you're turfing cards.
Volcanic Offering doesn't belong here, it gives an opportunity for your opponents to fire back at Vial Smasher. Don't give them the opportunity. Anarchy seems a weird pick, too - do you have a particularly white meta?
Getting more out of Kydele - have you considered Necropotence? Clearly its one of the best draw engines in the game, it's also one of the least mana intensive ways to draw a ton of cards.

Actually, I am pretty sure that their CMC only counts X as 0 when they are not on the stack. When they are on the stack, Vial Smasher sees them as spells with CMC equal to the amount of mana you paid.

You may be right, considering Vial Smasher counts it as 'when cast' not when played. I'd still replace them mostly because there are better options. Best case scenario you get a portion of your mana back from Kydele - you're struggling to even reach parity for the mana you spend.

I'm thinking Villainous Wealth, Epic Experiment, Comet Storm, Exsanguinate, Genesis Wave, Mindswipe and the likes.
While not all of them scale well early in the game, they are flexible.
Other than that spells with delve allow you to ping for more than the mana you actually paid.
Dig Through Time, Logic Knot, Murderous Cut and Treasure Cruise could be great. Maybe even Tasigur, the Golden Fang if you feel like utilizing him.

The upsides here are that you dig for your bombs, and you get to play the best of what you have before the mindmoil effect. It's a form of control for your opponents too - they get to dig for bombs, sure, but they're much less likely to be able keep the components of any combo they're trying to assemble.
EDIT: while we're talking synergy for Kydele, why not talk synergy for Vial Smasher?

If Kydele's set in stone, big mana draw cards are going to be your go to - Dig through Time, Incendiary Command, Recurring Insight, Treasure Cruise, Arjun, the Shifting Flame, Forgotten Creation, Reforge the Soul and so forth.
I'd look at leveraging these sort of spells with some wheel effects or steal draw cards - in the first case, Nekusar, the Mindrazer, Fate Unraveler, Pyschosis Crawler and such, for the second, Notion Thief and Consecrated Sphinx, maybe Mystic Remora and Rhystic Study.

The X spells aren't going to work for you with Vial Smasher - for example Lavalanche has a CMC of 3, not X+3. X always counts for 0 where CMC is concerned. That being said, they scale ok with Kydele, but I still feel there are probably better options. Red Sun's Zenith isn't fantastic anyway, so I'd lose it. Villainous Wealth is a fun card, so I can see it being a fun flavour point to keep. There are plenty of better sweepers than what you have here. Living Death, Necromantic Selection, Mizzium Mortars, Hour of Devastation, there's plenty.
Blue Sun's Zenith should be Recurring Insight - strong draw as it is, chances are you'll target someone with a full grip, and the fact that it resolves two turns in a row is two 6CMC triggers for Vial Smasher, and 6 twice for Kydele.
Does Lotus Cobra deserve a spot here? You don't really have any of the standard run-withs that make it pop like Exploration, Oracle of Mul Daya, Boundless Realms, Splendid Reclamation. I'd lose it personally. Same with Mana Flare, you're giving lots away there.
You've got a lot of delve here, some of which is awesome and some of which is still good. You're not running any support for it though - you probably need a few more loot effects to get the best out of it. Forbidden Alchemy and Compulsive Research are good, Baral, Chief of Compliance is a lot of fun too. Monastery Siege is an option, or Dream Halls could be really good here too. It will allow you to toss cards for Delve and still play cards for free - you'll easily get more out of it than your oppnents will. It might even help to add Emrakul, the Promised End if you're turfing cards.
Volcanic Offering doesn't belong here, it gives an opportunity for your opponents to fire back at Vial Smasher. Don't give them the opportunity. Anarchy seems a weird pick, too - do you have a particularly white meta?
Getting more out of Kydele - have you considered Necropotence? Clearly its one of the best draw engines in the game, it's also one of the least mana intensive ways to draw a ton of cards.
What are you going to do with her, though? All is Dust seems good. Darksteel Forge, Karn Liberated, Ugin, the Spirit Dragon, eldrazi titans, Blightsteel Colossus...I guess all I'm saying is colourless mana is only good for so many things. Even less if you're drawing on someone else's turn. Maybe mana sinks like Staff of Domination or Sensei's Divining Top? Doubling Cube could do some work, maybe Mirage Mirror - in fact, definitely the Mirror - you're hard pressed to find a card more versatile.
