So, I want to build a deck specifically for 1v1 YET still using the same multiplayer rules (Sol Rings are okay, 40 life etc).
What commander is suitable for 1v1? Is Jhoira of the Ghitu okay?

Any of the combo-control commanders that are banned in french but not normal commander would be good candidates.
Aggro is tougher because french is a 20-life format unlike normal EDH; 40-life punishes aggro harshly compared to control or combo that don't care what your life total is. That said, there are some aggro commanders that are banned in french for being too good, so you could probably run one of them to bridge that gap. I wouldn't run any other aggro commanders though if you actually want to win.
Also, Duress effects become really good in 1v1. Your colors are black and/or blue.
For regular duel commander, the following are the most common
- Any deck that relies heavily on counter magic and permission.
- Any deck that relies on other forms of resource denial that becomes more effective the fewer opponents you have to deal with (most hand disruption, single target land destruction).
- Any aggressive deck with a low curve that would run out of steam if it had to deal more than ~20 damage to a single opponent. This is, given your preference for the traditional commander banlist and life totals, a strategy that would have to be tweaked a little, shifting more into the midrange.
In general, there's quite a few commanders that are effective in both duel and multiplayer environments. Duel commander is more about specific strategies than specific commanders (with a few exceptions). For a good example of that, look at how much overlap there is between decks with Baral, Chief of Compliance at the helm compared to those running Jace, Vryn's Prodigy.
I personally run an aggressive Karlov of the Ghost Council build that focuses on coming down with lifegain on turn one, Karlov on turn two, then keep up the pressure and the opposing board empty through effective single target removal and efficient beaters. It's a budget build based on the excellent duel build by KingChewie. It's a strategy that becomes exponentially less effective the more players are at the table.
If you're running multiplayer rules but want to go 1v1, take a look at commanders that are banned in 1v1. So much to choose from there. Even without going full-on degenerate Edgar Markov usually curbstomps 1v1 games.

The 4 color blue partner ones are good too, but you need lots of $ for manabase.
