I would play the Charbelcher over Izzet Chemister. The damage may not be very reliable but I think it would be more likely to prove useful than Chemister. I've never seem Chemister in the wild but I think it would Ecole a few cards and then eat removal before being useful, or it will exile a card and then let you flashback it for 1R. Charbelcher will at least blast someone or something in the face at least once (in most cases).
I played Charbelcher in my Goblin deck when I first made because a) every non-Land card had to have the word Goblin in it, and b) Goblin Recruiter is an obvious combo. I eventually pulled it from the deck as it really never earned its keep; you either need to be comboing with it or it’s too inconsistent.
I like the idea of Izzet Chemister, but in the few times I got it out it was underwhelming. You really need to have something like Paradox Engine or Rings of Brighthearth to speed up the process.
I've never seen Chemister actually do anything, and I have seen it played. At minimum, he needs 4 mana, a turn cycle, and 2 more mana to flashback a single spell. Recoup is better, IMO.
On the other hand, I've used Charbelcher to great effect in two different decks, both as creature removal and a wincon. And neither of those decks had mountains.
Worth noting Goblin Charbelcher is a pet card of mine.
