Overall The Wanderer is rather akward as removal outside of limited or decks that have use for the static ability. Off the cards that could be compared to it i'd rather run Valorous Stance or Radiant's Judgment over it. They have some restrictions, but come in handy a lot more often than one might think.
Exile is definitely worth something and it's not impossible that you'll get two creatures with this. It's never going to be my first choice for removal, especially given all of the great white spot removal options, but I could see it making the cut in some decks.
I've seen it across the table a couple times and it's been a minor annoyance, mostly for the static ability. My opinion there is probably heavily influenced by the fact that I was playing Jaya Ballard, Task Mage, where I run a fair amount of burn.

I've been gotten really good by Intrepid Hero a few times just because I didn't have removal for it, but The Wanderer doesn't present an infinite value engine, just two exiles and she's done. I think most of her value comes from her passive ability, but for that there's cheaper options. She doesn't stand out from the uncommon planeswalker pool, but she's not useless.

To be fair, the uncommon planeswalker pool is excellent.

I want to know her story, honestly. She's got such a unique look, but she keeps her face hidden and she just happened to show up for the Infinity War err, I mean War of the Spark in time to defeat Thanos I mean Nicol Bolas.
To her card worth, she makes my Pyrohemia really good.

But seriously, that static is her most useful ability, shutting down all red removal, Purph, Stuffy, Slimefoot, Pestilence, and a lot of other things; in fact, she's a way even Commanders like Ghave, Guru of Spores and Uril, the Miststalker can enjoy Pestilence-like effects (remembering there are some in red, and one in green that only affects creatures with flying and players). The Reprisal is of varying utility, basically the more competitive the format, the less it matters.
At the same time, she can't be played in dinosaurs.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I get the feeling that the only things we'll know about her for a long while is that her spark throws her around the planes at random oh and she saw that Sarkhan Vol guy once...
I'm pretty sure her static ability can be the cherry topping to an extreme pillowfort that was somehow allowed to be set up. I wouldn't even minus her unless I absolutely have to. Like, why exile a creature when I can watch it smash the faces of the other players.
I've been building an oathbreaker deck with the wanderer as boss. i think he/she looks awesome, and that's about where i ended up.
arena actually went pretty well in the deck too, especially with wurmcoil engine. There are a lot of interesting things that the wanderer blocks, like ankh of mishra, and other punishing effects.
it's not all that bad. it's flexible, and more often than not, as shown by igzex, people tend not to float mana into casting bombs. also, it's an easy way to add storm if that's ever relevant.
I always see soft counters as what separates mediocre Commander players from good Commander players. If you feel the need to dump all your mana into an X spell and then get surprised by a soft counter, you're mediocre. If you're careful but still occasionally get surprised by a soft counter, you're good.
Ironically, soft and hard counters lead to very different playstyles. Hard counters require you play aggressively to get something, anything, in. Soft counters require you keep a little mana in reserve to pay the rhystic.

It's a fun card, but I think it's outclassed by better cards. I'm not too opposed to playing Mana Tithe, but there's a fair bunch of counterspells I'd run over this if I'm in blue, even at one mana.
