Trophy Mage is severely underplayed in EDH. Can make an argument it's better than trinket given the power of cards it gets, but depends on the deck I guess. Getting ostone, cloudstone curio, blasting station, altars, vat, swords, etc.
Next one would be Trump Mage. It allows you to to make a 0/2 wall for 26 mana, and you can't win the game if you have Trump Mage in play.

Maybe I had a stroke and I am misunderstanding you, but are you saying you want a 2 mana tutor and high tide to be commons? That would be a terrible limited format.
If you want to play these cards, then don't play Pauper. Pauper is about playing with limitations.
Regarding the Scroll:
I cannot bring myself to run this card... of course, if I had a deck where Intuition was an instant win, I am sure I would play it.
I do like the ability to search for any blue instant, though I kinda wish it were an instant itself, for obvious reasons. Otherwise, I'd probably put it after Mystical Tutor but still at least consider it.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Cool, that's what I thought. Not an ideal card, but I have this idea of using a lot of activated abilities to dump critters in the GY and then profit from that. You're pretty much describing a port of modern Living End, at least in concept. You could also look up legacy lists for Mr. Toad's Wild Ride for more ideas from 60 card formats. Blue offers a lot to the concept as well, thanks to New Perspectives, Drake Haven, and Curator of Mysteries. Grixis could be a fun color combo for it.
I like landcyclers in theory and play some of them from time to time. The instant/sorcery cycle from C16 is significantly better in the format than the ARB ones even if the land type specific ones can grab basic typed duals.
