I had a modern casual deck that ran Tibalt. I built it specifically to give Tibalt a home, a place where he'd be at his best. It was a pretty fun mix of hellbent, unearth, dredge and flashback in RB. The key was that you didn't care if cards went into your hand or your yard, just that you got them out of your library, so his +1 was all upside, working up to doming the opponent or insurrection. He performed well, not excellent but well, whenever I played him, but it was definitely a casual deck.
He'd need a similar deck in commander, one that simply does not care whether a card is in the hand or yard to be worth it. I'm not sure such a deck really exists in red. There are definitely red decks that abuse the yard, like Sedris, but none I know of that just don't care about the random discard.

Tibalt in a vacuum is actually pretty decent with Life from the Loam, but the funny thing is that even if he is known for being a crappy card, people are going to attack him to take him off the table. Planeswalkers need more to be playable in multiplayer than they do in 1v1 constructed, just because they can die for free sometimes. Tibalts abilities and starting loyalty make sure that he dies for free most of the time. I know that Dack Fayden is pretty much the best planeswalker for the format, and it's a bit unfair to compare the two, but like, yeah, I'll take two useful abilities over one any day of the week. I'm sorry Tibalt. The game was rigged against you from the start.
I used to run Tibalt in Jaya Ballard, where I built the deck to not really care what I discarded. I even managed to -4 him for serious damage a few times (once even on the same turn I connected with a creature holding Sword of War and Peace), but I've never -6'd him, and eventually cut him for better stuff.
The reason I love thee doth much to excuse thy terribad +1. Villain I am none. Thou art playable with Doubling Season and proliferate. Thou art indeed acceptable in Nekusar, the Mindrazer or The Locust God. Therefore, farewell, thou know'st me not.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Statistically speaking the [+1] will help with being flooded (too many lands), although the random nature will not guarantee success, but eventually the house always wins (statistics).
I got one of these when I started playing magic, and could never figure out a deck to put it into. Polymorph style decks don't want to accidentally hit this.
It's something you might consider for Animar, but between kicker creatures and creatures with casting triggers and things of that nature, you'd have to avoid a lot of things. (And the usual Mystic Snake that every GU creature deck plays.)

On phasing:
You can back this plan up with Ensnaring Bridge, Portcullis, to allow opponents creatures to build up without removing your planeswalkers, then for example use Daretti, Scrap Savant to remove the artifact to allow Tibalt, the Fiend-Blooded [-6] to do an Insurrection.

It's like a weird cascade card. I guess with Cream of the Crop and Mwonvuli Beast Tracker you can mono-green budget yourself into a cheap fatty. With infinite mana and Temur Sabertooth you can play your deck?

- I actually think this would be great in Goreclaw, Terror of Qal Sisma, since 2GGG seems very decent.
- With the amount of ETB shenanigans in a common Yeva, Nature's Herald deck this is pretty nice. Especially instant speed or doubled by Panharmonicon.
- It enables Surrak, the Hunt Caller and (randomly) fetches you propably another fatso.
