Cantripping utility land hate. Also, I think it would counter a Koth emblem.
Based on the ruling
A mana ability is an ability that (1) isn’t a loyalty ability, (2) doesn’t target, and (3) could put mana into a player’s mana pool when it resolves.
Activated abilities contain a colon. They’re generally written “[Cost]: [Effect].” Some keywords are activated abilities and will have colons in their reminder text.
so yeah it would stop the emblem, along with strip mine combos
It's actually much harder to use than it appears. You can't use any utility lands like Academy Ruins or Maze of Ith. You have to stick to lands that CV produce mana only so you don't lock out half your mana base. That doesn't mean it isn't good - it is - but do take care before including it in your deck. It requires thought.
Gerrard's face on this card is pretty funny. Anyways, this keeps all the Mazes tapped, so it's good if you want to go into the red zone a lot. Also all cycling lands stay tapped even though cycling isn't something you activate on the battlefield. This thing goes pretty well in tandem with Kismet, Root Maze, or Thalia, Heretic Cathar.

How does it stop Strip Mine? Maybe you are thinking of a specific combo... but Tsabo's web lets people activate their abilities once before keeping the land tapped down.
In any case, I have played this card but eventually cut it. I guess I can't help but play a lot of utility lands.
Does it keep cycling lands tapped? Or no, because it is not an activated ability once in play?

Cycling lands do have an activated ability that's not a mana ability, so yes.
Arguably more crippling than a Blood Moon. And with the possibility of it being in any deck...
Not really. Blood Moon and Back to Basics hit dual lands and big mana lands like Gaea's Cradle, Cabal Coffers, and Nykthos, Shrine to Nyx. They mean you can't use artifact lands for affinity or as sac fuel (Blood Moon) or can't tap them for mana (Back to Basics). This...only hits utility lands and cycling lands. But it is good against those things (and the Madblind Mountain cycle), and can stop things like Strip Mine and fetches with help from Kismet or Root Maze.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
It’s not great. The most use I’ve gotten out of it was when I played a Boros lock-down deck without any TLD/MLD(Meta ban) to keep both a Volraths Stronghold and an Academy Ruins in check. It was actually the cantrip that was most useful, as I’d sac. It on my turn to ?(can’t remember, this was years ago) and return it with Sun Titan. It just doesn’t pull enough weight as it needs help to achieve the effect.

Celestial Ancient could be pretty good for an enchantment- and creature-based deck. Doesn't synergize perfectly with some cards and is probably winmore, but it's pretty good, especially if you go super wide.
I've built a Tuvasa the Sunlit EDH deck where a good chunk of the cards are non-Aura enchantments or enchantment creatures, but I could not find a slot for Celestial Ancient. Celestial Ancient is the only card that has its ability, so it's hard to build around it. To get its ability to trigger fast, one could use cards like Cage of Hands, Flickering Ward, or Conviction to bounce themselves back to your hand for recasting.

...I just got reminded to add this to my Anafenza heroic-enchantress, which dabbles with a mixture of creatures, enchantments and +1/+1 counters. Should be pretty decent there.

Weird. I've owned two of the Daretti precon and I feel like I've never seen this card before. Is this some Mandela Effect BS?
Anyway, I play a lot of decks that go "what's a combat step" most of the time so that would be annoying to play against. Even the ones that do care about swinging (Jor Kadeen in particular) would probably not be interested in rolling this because it's a little costly to get a bunch of those buffs, but I could find it pretty usable in either Ur-Dragon as a Scion transform target to end the game. Mostly actually in Scion.
It's also pretty usable for getting someone to beat the crap out of someone else for you if you have a way to protect yourself, especially if you still have a bunch of mana after dropping it. Or even just getting the effects out there with Scion of the Ur-Dragon again. Or Zirilan of the Claw.
Overall, I feel like this is going to be best in a three-player game, or one where you can weather a lot of pain.
Probably want to cast this one post combat. Actually, this seems pretty slick in Scion of the Ur-dragon.
I can see this being used under pillowfort Queen Marchesa. Cast it post combat on your turn so you’re not running into a crowd, then you’d find less blocker next time.

I just want to know what it was aimed at. Dust Bowl? Threshold lands? Terrain Generator? Rath's Edge? Terminal Moraine? Kor Haven? Tower of the Magistrate? Wintermoon Mesa? The only other thing I can think of is Barbed Field and friends. Yeah, nothing in Invasion block (except, I guess, Keldon Necropolis), but a few things in Masques and Odyssey. When you get into that period's Extended...let's just say it becomes clear no utility land is really the big problem with lands.

Pretty much the reason why this card was printed was to counter Port, though I don't often see people playing port in commander.

You need a pretty specific build to maximize this card, but this has to be the format to do it in.

I ran Hazezon as an enchantress deck for a while, with him as finisher. I guess this could have helped...but maybe was too win-more.

I only play Port in Duel-Commander (I run Kari Zev), and Port is fantastic. Almost gives me free wins. But definitely not good in multiplayer.
Sounds like perfect Goblin Welder fodder.
If only this were an enchantment so it worked with Starfield of Nyx/Replenish. As it is, you're still better off with Sigil of the Empty Throne as a finish.

I actually forgot about that card, which is amazing since my opinion of Wintermoon Mesa can be summarized as "Port, it ain't."
Anyway, I've tried to use Celestial Ancient in both Ghave and Marath, which makes sense, since both use a buttload of enchantments to make the tokens relevant. They share Doubling Season, Parallel Lives, Anointed Procession, Hardened Scales, Primal Vigor, Cryptolith Rite, Earthcraft, Aura Shards, Spear of Heliod, Martyr's Bond, Collective Blessing, Cathars' Crusade, and Beastmaster Ascension, while Ghave has Grave Pact and Dictate of Erebos (and a bunch of other Stax enchantments and utility things like Erebos, God of the Dead, not to mention Mobilization, Bitterblossom, and Heliod, God of the Sun) and Marath has Purphoros, God of the Forge, Warstorm Surge, Mana Echoes, Iroas, God of Victory.
It costs exactly the same as Cathars' Crusade, so guess which one gets cut first.
