One can argue that Glare is on par with Opposition because it's in the best token generating color, but color fixing these days have been way too easy compare to the era when Glare first showed up.
Don't forget Meekstone. You can just keep tapping down opponents' mid-sized or larger creatures and they stay tapped down. Of course, Diversionary Tactics does the same, but tapping down artifacts just makes it even more evil.

imo 1 damage is just too little, free or not, would much rather run lightning bolt unless casting a bunch of spells is the goal.

Also, every time I see Weatherlight or Predator or Hope of Ghirapur or Heart of Kiran or literally any ship from Ixalan, I know Beleren needs an italic version. It takes like, literally five minutes to design an italic version of a font.

EDHrec reveals pretty much the only real use for the card - cheaply triggering things that care about you casting spells, and casting rakdos2.0. Even in that context, it sees little play. It just doesn't have much role in the format.
I could see wanting this in a deck such as Talrand, Sky Summoner or Noyan Dar, Roil Shaper as a free instant speed way to trigger them. Sadly, colour identity says "hi", which leaves few options left. Jori En, Ruin Diver is probably the most likely to want it - should be pretty easy to turn it into a cantrip. But whether that's really worth it over just running another spell that consistently does something? Not sure.

I don't get the old "killing enchantments is peacful" motif. Like "you rowdy enchantments making noise all night!" It's weird.
I played it for some time alongside its cousin. Its not nearly as live. Typically when you need enchantment removal, it's for one card or a mass answer a la Tranquil Grove or Back to Nature. This card needing two targets to even be cast puts it far behind other options.
I've played this card to great effect over the years - mostly as a very solid filler card. Yes, it can at times be a dead card, because there aren't two (enemy) enchantments around, but in all other cases it's pretty mana efficient.
To be fair, its counterpart Rack and Ruin is somewhat better, due to the fact that every non-G deck relies on mana rocks. Given that it's minimum a decent tempo play. If my Zada, Hedron Grinder wouldn't run a bare minimum of removal - to work as an All In build - this, Aftershock and Into the Core would be great includes.

Beleren was introduced as an anti-bootlegging measure in M15.
Anyway, Gut Shot uses a lot of its value in Commander, but it's still funny, especially with Soulfire Grand Master (or Firesong and Sunspeaker) and damage doublers.

The flavor goes back to Tranquility. With enchantments like Animate Dead, Manabarbs, & Mana Flare, it sorta makes sense. You see the same aesthetics over & over again with Serenity, Reverent Silence, etc.
