That's a replacement effect, not a triggered ability - note that's it's worded "as ~ ETB" and not "when ~ ETB". Neither Panharmonicon nor Strionic Resonator interact with it.

Gisella (Boros) deck loves to manipulate damage with this doll.
But Gisela means you prevent half, rounded up.
I use it in Saskia sometimes. I like to use him to make things fight. Or just give him Entangler and flying and have at it.
I speak of a deck that dedicates to damage doublers, led by Gisella, so it'd pack a lot more damage doubler upon dealing damage to dish out punishment via Stuffy Doll, as one of the wincon. Gisella herself doesn't have to be in play, or should I say, when she cannot stay in play.
Yeah, that's my strategy with Saskia. I'll admit to using Gisela there as well. Of course, a four-drop commander versus a 7-drop. (Yeah, there's a difference between being four-color versus two, but not so much when you're casting for the third time.)
Saskia has a lot of synergy with damage doublers as well, e.g. if a 1/1 attacks and isn't blocked, then (bringing out Dictate of the Twin Gods), it does 2 damage and then does 4 with Saskia's ability.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Raging Goblin is a classic. It might not pack much of a punch in edh, even in goblin tribal, but turn 1 Raging Goblin sends a message.
I thought I recognized this card, just not the artwork. When this card first came to my attention in Exodus, I included it for a time in my Ball Lightning deck to draw out kill spells and tease my opponents creatures.
Unfortunately, even in EDH, I can't really think of a good position for this card anymore.
One of the (70?) spells in mtg: battlegrounds, and one of the more useful ones. Remember casting this sucker a lot. Raging goblin! Reckless charge! Raging goblin! Reckless charge! etc.

It's almost justifiable in an EXTREMELY Aggressive Krenko, Grenzo, or Ib Halfheart list (I have a friend who runs it so I'm going to try to defend her pet card).
Such a deck really wants to hit the ground running and have a one-mana play to start the pain train. I'd probably want at least eight one drops, and possibly as many as twelve, to ensure I could unload my hand fast. Obviously the first pick is Goblin Lackey, since it can bring friends (maybe big friends like Siege-gang Commander). Goblin Guide is probably next; the drawback is real in a 40-life format, but the statline can't be beat! Foundry Street Denizen is next up, as it can be insane amounts of damage for a Krenko deck.
That's three, so then what? Undoubtedly, Goblin Bushwhacker and Rigging Runner are more powerful and make the list, but you hate to have to play them on turn 1 when they are so much more powerful if you wait a turn. Ditto Warbreak Trumpeter. Legion Loyalist is strictly better than Raging Goblin, and Goblin Glory Chaser is reasonable, so they are in. That's only seven cards, and I'd barely count two of them as one-drops.
Legit way back when. Maybe in French goblins. 20 1v1 life makes full aggro more attractive

My Grenzo, Havoc Raiser deck plays every kind of Mons's Goblin Raiders I could jam in there, and works surprisingly well. It's not a tribal deck but it has a lot of goblins regardless.

Tapping 4 creatures is too big of a hurdle to jump for this to be good value. However, I'm inclined to think this could have been an all-star card had they let it be an instant like the original draw 3.

Goblin Welder is among the best creatures of all time but is really bad here. For raw power, it's hard to deny Spikeshot Elder and Skirk Prospector (especially in Krenko). That gives us our one-drop count as a minimum, but if you want more I'd actually say Raging is on par/not strictly worse than Goblin Patrol, Goblin Taskmaster, Goblin Sledder, Frenzied Goblin, or Mogg Raider.
Even as I type it, it actually is really hard to justify poor ol' Rager here and it just gets worse if we add black or green.
