I think some enchantments are treated as weaved through song on some planes like Dominaria, like the way music is used in folklore (Faerie rings that force you to dance eternally, the Pied Piper of Hamelin)
Disrupt the song and you snap out of the enchantment. It's just, most enchantments in Magic are more complicated. Thrull Retainer, for instance. Spidersilk Armor. Not song-related! Ultimately this card was named to follow the Sick and Tired group of cards with a naming scheme. Nowadays they just prevent split cards from being named Sick//Tired and Peace//Quiet.
I don't recall ever using this outside of 60-card casual back when urza block was in type 2. There's always a possibility that it's going to be ok, a 2-for-1 is good, and the surgical-strike-style removal of enchantments is really good. the whole 'destroy all global enchantments' is usually a bit too ham-fisted for me. But still, this isn't all that good.
I don't get the old "killing enchantments is peacful" motif. Like "you rowdy enchantments making noise all night!" It's weird.
I played it for some time alongside its cousin. Its not nearly as live. Typically when you need enchantment removal, it's for one card or a mass answer a la Tranquil Grove or Back to Nature. This card needing two targets to even be cast puts it far behind other options.
The art is beautiful though.
Urza's Saga block also had a minor theme of enchantments as songs. Recantation, [card}Rumbling Crescendo[/card], Lilting Refrain, and other verse counter songs, along with ones like Glorious Anthem. This in addition to cards like Goblin War Drums which already existed.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Rack and Ruin is very strong. Peace and Quiet is, like... okay? I guess if you know you'll be facing an enchantress deck but don't want to Tranquility the board for some reason, like you have enchants of your own?
I have never tried it, but when I'm thinking of my last game I figure that I actually had two targets most of the time. My Asmira deck uses a good share of enchantment so Tranquility effects are not good. I might give it a try.
I don't really feel the "back to natute" flavour of enchantment removal given than growth of nature is part of the identity of many green enchantments (Spidersilk Armor, Armor of Thorns, Abundance, Wild Growth, Elephant Grass, Spreading Algae, Saproling Burst and on and on and on.)
This can be more of a group hug card than a "kill you" card, unless you play Nekusar of course.

I play it in my Oona mill deck and I can attest to its “non prettiness “... you know that you are winning when the opponent doesn’t want to play spells because they don’t want to draw cards.
I had a 3x UWx control mirror once where turn 6 someone played magister sphinx then all the other players cloned it.... 2 hours later I died to this :S.
I play it in Damia, a fog/landfall deck that tends to draw out games... this is a legit win condition there. As said above, you know you're doing well when opponents are actually not enthused to cast things.
Usually, people are excited for the first couple of draws, and then their expressions start to sour a bit... but oddly, I rarely have Forced Fruition destroyed early enough. Possibly because everyone is drawing cards, the good ol' "someone else will do it" is in effect.

You can typically win against Forced Fruition pretty easily if you're not being hit by some kind of Underworld Dreams effect as long as you have an Ulamog around and you didn't play a Reliquary Tower. The problem is that two other people are also drawing many cards.
This can be more of a group hug card than a "kill you" card, unless you play Nekusar of course.
You can also be hit by Black Vise, Bloodchief Ascension, and a bunch of other things. It's not going to kill you by mill. It's going to kill you by triggers.

I play Final Fortune and Last Chance in Etali, Primal Storm. Sometimes you just need one more untap/combat to win, and this is definitely the spiciest way to do it. Or you know, I'm desperate and really really hope Etali gives me something good. Heh. Fun either way.
(Last Chance is definitely also among the best reminder texts along with the one on Obsidian Fireheart.)
