If you're Mono-Red or Boros, I think Wheel can be a fine draw spell in a pinch, but short of those two specific instances, I don't think it should be used often as a draw spell. There's always going to be exception, but as what's been said Wheels need to be used in a very specific way often.

It’s pretty good. 3 mana draw 7? And occasionally feeding things like goblin welders, seems fun. I think it’s so good, that it should really be a part of the power 9.
It’s a bit annoying that it’s so expensive these days tho.
I used to worry a lot about giving my opponents cards. Then I learned about cEDH & how basically every deck than can runs Wheel effects in that format. Disrupting opposing hands has its advantages, & slamming fast mana into a Wheel puts you ahead. You do have to be careful about how you play Wheels, but most decks benefit from having the option available.
So much better than Larceny of it's cycle. So much worse than Bident of Thassa by today's standards. Still, Coastal stood the test of time for a long time in making all your guys into thieving magpies. Strong card. May have Rector'd into it on a non-zero number of occasions................
Coastal piracy has a few advantages over bident. Not being an artifact is usually a plus, as artifact removal is common, as is artifact mass removal. It's also not legendary, so copy enchantment and similar effects actually work with it. Bident is usually going to be better because making a dude unlockable is actively good and it plays into artifact synergies, but the points for coastal piracy are significant enough to matter so it depends on your deck and meta.

I was gonna say that being only an enchantment makes coastal piracy much harder to get rid of. But good card is good! I don't usually have blue decks that go wide, but some day, when/if i do, this'll be there.
How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I'm confident this card has decks that it belongs in. A board wipe that only works when you have the biggest things seems a bit wonky, but there's definitely a deck out there that manufactures a situation where you want that.

I have a hyper-casual Maelstrom Wanderer commons-only deck that runs this as it's only boardwipe (because it's the only good one at common in Temur colours). It's pretty bad, but it usually does the job.
No reason to use it if you aren't restricting yourself though; Chandra's Ignition is leagues better than this for only 1 more mana and for a much stronger effect. I mean, I guess you can get it back with Sun Titan? Tutorable wrath with Heliod's Pilgrim? I'd rather just play a better card.

Loop it on a 5/x with a Sun Titan? That seems reasonable, if reasonable meant using three cards to assemble a combo that killed small creatures and didn't win the game.

33 decks, with the only commander of note being valduk, keeper of the flame. It seems...mostly pretty mediocre there, but it's probably the best you're going to do.
This card always bugged me. I always compared it to Laccolith Rig, in that they're both cards which grant the ability of a vertical cycle in the same set, and they were only a little over a year apart. But unlike Laccolith Rig, there is really no reason for this to be an aura and not, say, a sorcery.
Keep in mind it does scale, so if you have a lot of anthems out, it can become a one-sided boardwipe for the cost of 2RR and a goblin token, but that's the definition of winmoar.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
One of my deckbuilding challenges at the moment is trying to make Archangel Avacyn||Avacyn, the Purifier work as a blink/transform deck.
I'm trying to utilize The Wanderer, Light of Sanction and Mark of Asylum to turn her transform trigger and R board wipes into asymmetrical effects. So far the deck is inconsistent, but i was rarely as motivated to make a (terrible?) deck idea click.
Overall The Wanderer is rather akward as removal outside of limited or decks that have use for the static ability. Off the cards that could be compared to it i'd rather run Valorous Stance or Radiant's Judgment over it. They have some restrictions, but come in handy a lot more often than one might think.
If your deck desperately needs draw, you should probably restructure your deck rather than hope you draw wheel of fortune before you run out of gas.

Both of them and Kindred Discovery are KOS for opponents when facing my Talrand, Sky Summoner or Brago, King Eternal deck. Things get out of hand fast, when you're drawing 3+ cards a turn (looking at you Edric, Spymaster of Trest).
I'd rank them:
1. Kindred Discovery (double triggers, requires tribal builds though)
2. Coastal Piracy (tricky to remove)
3. Bident of Thassa (forcing attacks rarely comes in handy)
