I would like to create a list of legendary creatures who're not particular tribal cards but have synergy with certain tribes due to innate mechanics. If you guys are interested, please help me name such legends and how it helps certain tribes, I will keep track of them in the OP.
Remember, only legends with no specific tribal allegiance.
Athreos, God of Passage for Cleric: Embedded with two dominant cleric colors, Atheros also support recursion and life loss, both popular amongst cleric themes.
Omnath, Locus of Mana for Hydra: Big mana works very well with X cc hydras, not to mention green being the dominant hydra color.
Zada, Hedron Grinder for Goblin: Goblins often come in huge number, Zada make each one of them that much more dangerous with her ability.
Nicol Bolas for Specter: Grixis colors cover all specters, allow discard them to blossom even before the big bad enters the field.
Nekusar, the Mindrazer for Wizard: Draw, discard, life loss, align with Grixis wizards abilities.
I can't say I really buy your reasoning here. Omnath, Zada, fine, but Athreos seems like a stretch. Clerics don't have a ton of recursion, and even for the ones that do, why would you want more recursion on top of existing recursion? That's not synergy, that's redundancy. Life-loss, well lots of things are life loss, beating face is life loss. I can't even think of any cards that synergize with direct, non-combat life-loss. If there's no synergy, what's the point?
Bolas, same deal. Redundancy is not synergy. Why would you want to make people discard most of their hand before making them discard the rest of it? Surely he synergizes better with mass DRAW, i.e. font of mythos or diviner spirit, since they'll be discarding their whole hand anyway. If you wanted synergy with discard, better to use something like gwendlyn di corci, since she won't make all previous discard moot.
Wizards usually draw a lot of cards FOR YOU, discard is kind of worthless if Nekusar is refilling their hand, and life loss is still not really a theme. And since Nekusar tends to play best with wheels, that makes any self-draw or enemy-discard pretty worthless if everyone is just going back to 7 cards anyway. There's a couple wizards that work well with him (i.e. jace's archivist) but I would hardly call that tribal.
Here's some examples I think are better:
Ayli, eternal pilgrim: clerics. Clerics have a lot of lifegain mechanics to get to 50 life, and small cheap bodies to sac (in some cases repeatedly).
Mayael the Anima - Beasts (and generally works well with the 5-power or greater theme)
Brion Stoutarm - Giants or Elementals; Giants have plenty of beef to feed Brion's Fling ability, but there is something satisfying about atacking with a Ball Lightning, then flinging it another players face post-combat.
Uril, the Miststalker - Licids (there are only 7 you can play with him, but its kinda hilarious to actually find a use for Licids)
Ramirez DePietro - Pirates (although I assume that this might change with Ixalan)
Just about any RGx can be dragons, but I think Mayael the Anima and Animar, Soul of Elements fit better than most, just because Animar reduces costs and Mayael has the "power 5 or greater" thing going for her

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Cleric have abilities that are related to 1) life gain/loss, 2) protection, and 3) suppression. While clerics themselves do not have possess many recursion ability, B/W are within the colors of convenient recursion, and they also have a sub zombie theme introduced during Odyssey/Onslaught block, cards like Cabal Archon and Dark Supplicant provided further sac related synergy, and extort from new Ravnica block advances the life gain/NONCOMBAT life loss theme (should've made it clear). Athreos's presence provided additional safety net to an already difficult to remove tribe, and its ability also forces opponent to pay life to avoid such punishment, even temporarily. In short, Athreos is supportive of Cleric ideals to warrant a tribal leader spot.

You are right, Gwendlyn is probably better for a frequent discard theme, and she comes out earlier than Bolas. I will add her in.

I should clarify again, when I mentioned life-loss I meant "noncombat" life loss, and it's most definitely a theme in certain decks, albeit having many variations and to different degrees. A predominating example would be Sanguine Bond related life gain strategy popular amongst the Orzhov. With Nekusar, it's his card draw and damage base on hand size such Ebony Owl Netsuke, should one chooses to go that route.
Some people prefer through damage like the aforementioned Black Vise style approach, personally I enjoy disruption more, constantly maintain a higher hand size than my opponents while keeping theirs low and shifty, with emphasis on "shifty". While they almost always draw back to 7 cards after a wheel, they have to change their plans according to their new hands, and adjust them even further if you continuously strip cards from their hand, all the while dealing with Nekusar's damage. Wizards fit into that play style, maintaining pressure without direct combat.
Though she's already famously the Commander of 1000 uses, Atraxa, Praetors' Voice may be the best Merfolk commander. She gives you all the relevant merfolk colors and new, green Merfolk have counter synergies.

Alternatively, you can only include those that absolutely add something to either A: Tribes that don't receive the heaviest support in the format (I.E. Elves and Goblins can go durdle somewhere else while Merfolk, despite being an established tribe, don't have much EDH support) or B: Offer a justifiable addition to a tribe that their own "obvious" lords and legends don't offer.
If B, Alesha, Who Smiles at Death is a little less of a catch-all next to the alternatives for things like slivers, rebels, vampires, and more (especially vampires, she seems a viable include for Edgar, but I doubt she beats him)! My suggestions anyway.
Ydris for wizards. He gets you four colors of wizards and let's you go very creature heavy, as most wizards have abilities that can replace noncreature spells. There are tons of cheap wizards that are good at multiple points in the game, so his cascade is always relevant, and you can typically cast two wizards the turn after you play him which can net two more wizards, or a wizard and a mana rock. It also sets up as being very aggressive, as Ydris wants to attack and you are swarming the board with dudes, but you are getting more value and board impact from your guys than just bodies. Being able to flood the board with wizards quickly helps make the Onslaught wizards that care about other wizards better as well.

I'd at least put her into Human, as she's one herself and is literally able to recurr a thousand of them.

AS for ones that should probably have a feature here I'll narrow it down to a top-5, with the added recommendation that Glissa, the Traitor and Sharuum the Hegemon be put into the artifact tribal catch-all.
These give you the broadest spectrum of graveyard commanders without glutting the list, all of them with plenty of tribal buildarounds that can be thrown into their lists.
Does +1/+1 counters get its own theme/tribe?

Yes, I can see the logic behind Scion, though the best lists for him run plenty of reanimation to double up on his triggers and potentially Nighthowler style creatures that don't mind the stuffed yard. Taigam, Tasigur, Karador, and more are similar commanders that can take advantage of both card quantity and quality in the yard.
Agreed on Dralnu, Kess, and Toshiro, original top-5 was more a representative of all graveyard matters strategies, hence it's diversity, though I will add that Kess in particular is a stellar Spellshaper Tribal commander. Discard spells for value with your shapers then replay them with your commander, a solid double-dip strategy.

Some people prefer through damage like the aforementioned Black Vise style approach, personally I enjoy disruption more, constantly maintain a higher hand size than my opponents while keeping theirs low and shifty, with emphasis on "shifty". While they almost always draw back to 7 cards after a wheel, they have to change their plans according to their new hands, and adjust them even further if you continuously strip cards from their hand, all the while dealing with Nekusar's damage. Wizards fit into that play style, maintaining pressure without direct combat.

Sidar Kondo of Jamuraa x Tymna the Weaver are the best Knight commanders available, synergizing with the low-power evasive bodies.
Athreos, God of Passage is also a solid Demon commander, as many demons want to be in combat, sacrificing, or recur ETB triggers.
Meren of Clan Nel Toth likes Shamans, as a lot of them have recursive etb and sacrifice triggers.
Breya, Etherium Shaper is a solid Myr commander, giving you plenty of uses for the excessive tokens they love to spit out.
I also like Akiri, Line-Slinger x Silas Renn, Seeker Adept for Constructs, solid way to recur the creatures and their support cards.
I added Sek'Kuar, Deathkeeper along that line of thoughts.

Most spirit commanders are pretty obvious (my favorite being Karador, Ghost Chieftain, as he synergizes naturally with soulshift and other graveyard spirit interactions), however Isperia the Inscrutable makes for a stellar spirit toolbox commander, as essentially all of the B/W spirits have flying, including the "lord" Drogskol Captain.
While I'm not sure "likes big dumb beaters" is a valid pick, because Xenagos, God of Revels is a catch-all for a lot of R/G tribes if that's the case, but Xenagod would assuredly be my beast pick. Possibly my dinosaur pick too, as he helps the little guys get into combat to enrage, even if we're missing out on a third of the tribe (the weakest color for the tribe at that).

First thing that comes to mind would be Allies. While there are "only" 41 recurrable Allies for her, the etb of recurring them might work wonders.
Drana, Liberator of Malakir already sees a lot of play, and there are others. Reoccuring Firemantle Mage, Kabira Evangel, Highland Berserker, Kor Bladewhirl, Resolute Blademaster, Talus Paladin and Tuktuk Scrapper (instead of the usual Manic Vandal) can do a lot of work in Ally decks.

"Catch-All" Legends could work, much like I said Xenagos, God of Revels is fine for any r/g tribe that wants to beat face (I.E. almost all of them).
Alternatively, you can only include those that absolutely add something to either A: Tribes that don't receive the heaviest support in the format (I.E. Elves and Goblins can go durdle somewhere else while Merfolk, despite being an established tribe, don't have much EDH support) or B: Offer a justifiable addition to a tribe that their own "obvious" lords and legends don't offer.
If B, Alesha, Who Smiles at Death is a little less of a catch-all next to the alternatives for things like slivers, rebels, vampires, and more (especially vampires, she seems a viable include for Edgar, but I doubt she beats him)! My suggestions anyway.

Other than that i'm totally fine with the sections by theme. Marchesa, the Black Rose is similiarly flexible and i love her. Don't know where to put here though.
I'd try Wizard with her, lots of enter-battlefield effect, and +1/+1 counter works with cards like Metallic Mimic, Sage of Fables, Vigean Graftmage, Simic Manipulator, etc.

AS for ones that should probably have a feature here I'll narrow it down to a top-5, with the added recommendation that Glissa, the Traitor and Sharuum the Hegemon be put into the artifact tribal catch-all.

I think Scion caters only to dragons with his ability, just like Horde with elementals, Gisa and Geralf with zombies. While Dralnu works with graves his ability requires more spell than creatures, same with Kess and Toshiro. I will categorize others into the list first.
I will put Marchesa under +1/+1 section, since her ability works broader than just artifacts. Also added the legendary goo Experiment Kraj to accompany her.

Yes, I can see the logic behind Scion, though the best lists for him run plenty of reanimation to double up on his triggers and potentially Nighthowler style creatures that don't mind the stuffed yard. Taigam, Tasigur, Karador, and more are similar commanders that can take advantage of both card quantity and quality in the yard.
Agreed on Dralnu, Kess, and Toshiro, original top-5 was more a representative of all graveyard matters strategies, hence it's diversity, though I will add that Kess in particular is a stellar Spellshaper Tribal commander. Discard spells for value with your shapers then replay them with your commander, a solid double-dip strategy.
