Unlike The Scorpion God, Locust seems to be able to fit into many pre-existing decks and make them better, but this thread is to focus on what we can do if he takes the helm.
Aside from the obvious Skullclamp/Ashnod's Altar combo, any wheel effect would get you creatures, and there's no lack of cycling/discard matter cards in this set. Draw spells get you offense and defense, which counteracts one of the prime issue with controls deck; you get to do your business and the vacuum cleans the floor on its own, even weaker contrip spells can get you something extra. Coastal Piracy and Bident of Thassa are quite deadly with the locusts also.
So the directions I have in mind:
1) Tokens (with red pumps and Coat of Arms)
2) Wheel (alongside other draw/discard regulars)
3) Discard/Cycling/Madness
4) Spellsling control
5) Artifact prison
High Market allows you to circumvent exiling removal spells. Desolate Lighthouse gives you an option for times in the game when you have nothing else to do.
It is also possible to go wheel and have Altar of the Brood in play to mill the hell out of everyone, every Wheel of Fortune type spells gets another 7 cards into their grave.
Note: There seems to be a buyout on Mana Echoes, not sure if it's related to this spoiler.
Run it in a Niv-Mizzit handcycling shell? Hell, you could have the dragon as one of the 99. Though I would actually go with more of a spellslinger token deck.
I'm probably going to run him in Niv Mizzet and Nekusar as part of the 99.
But if I was going to run him as the commander, it would be built much in the same way with the hand cycling and mass drawing, but I would also want Purphoros, God of the Forge in the 99.
I feel like Keep Watch is just about the perfect card here. If someone's trying to alpha strike you it makes a blocker for each attacker, or if you're already ahead and attacking you can just double all your guys and draw that number of cards.

While the previously mentioned Enter the Infinite is just game-over with this guy, I think he will fit in as another wheel's-matter general. It represents a possible win-condition with the use of high-draw, weaker than Niv-Mizzet, the Firemind, so maybe the "fair" or "casual" version of that the classic Niv Mizzy combo decks are trying to do.
I like the idea of a token/swarm generator in these colors. In my empty the warrens focused black+red storm deck (list), which typically wins before combat is even required due to impact tremors and purphoros, god of the forge, it would be incredibly easy to swap the black out of the deck for blue, plug The Locust God in the command zone, and just wheel+cantrip+ramp away until we hit purph/tremors and then set up a good storm turn.
edit; an even more casual and possibly more unique idea. With the locust god's return-after-death clause, and giving us at least one flying token every draw-step, this does represent a good izzet pillow-fort commander. Izzet-walkers anyone? A 4/4 flyer that craps out 1/1 flying chump-blockers, with appropriate counterspell backup, is a great way to protect a planeswalker. With karn/ugin and a few chandra/jace's acting as the inevitable win-cons, with the possible combo inclusion of tezzeret the seeker + the chain veil + 4-cmc tapping rock (everflowing chalice), that could be a very unique sort of brew.
And look at these hidden gems Mindwrack Liege not only the locusts become 3/3s you can cheat the god out. Beguiler of Wills you realize how fast we can make locusts so we can steal any creature in no time Djinn of Infinite Deceits have a 1/1 locust when I get your big Eldrazi Hall of Triumph the magic word is blue or red
Some choices may be questionable ... Dragon Mage could be too slow (although he's alright with Lightning Greaves or Swiftfoot Boots), Ludevic Probably isn't good enough, Pull from the Deep could be something else, I don't know if Drake Haven will do well enough, playing Overwhelming Intellect could be a bit too greedy, there's no graveyard hate (although you could use the new desert for that)... If you wanted to further combo-fy the deck, you could also make room for pieces that combo with Niv.
To assemble an infinite combo with him, you just need to include 2 cards you're probably already running, and one that's maybe not quite as good, but still really good: Consecrated sphinx, fated infatuation, and harmless offering. Or just expect someone else to get a consecrated, and put a psychic possession on them

Aside from the obvious combos and synergies, you can use loot effects like Careful Consideration, Enclave Cryptologist, Merfolk Looter or Monastery Siege to draw more cards. They aren't crazy with the Locust God, but pretty OK on their own as they filter through your deck.
If you go deep on loot effects and noncreature spells, you can use Snapcaster Mage, Past in Flames, Archaeomancer and Torrential Gearhulk to reuse stuff you threw away while searching for combos. Or use Drake Haven to make even more tokens. Some control finishers like Kefnet the Mindful could be included as well as a kind of back-up plan.

Chaining all the blue/red wheels is easy, then re-buying them all with mizzix's mastery with purph/tremors/locust out would be super-gg. Blue+red gives enough spell-return effects (recoup/shreds of sanity/call to mind/pull from the deep/mystic retrieval/etc) to make this pretty consistent.

If I am not mistaken, you get the new tokens after the spell resolves, so if you want to sac tokens, you need to already have them on the board.
