Assuming this is real, I'm a little disappointed that while it's full of flavor it doesn't have spirit synergy, but it may make a great monarch general.
1) It covers all colors.
2) It delivers retribution.
3) Flying and trample can almost always hit.
EDIT: Added list of cards that'd prove useful, slowly growing. These are suggestions, not requirement, all subject to removal before final version.
EDIT 2: Added more cards even. Damn, being 5-colors really extends the list of possibilities.
EDIT 3: Even more cards with protection, haste, and fetchers.
I like the monarch idea, and a few pillowfort cards could be good. Windborn Muse) is a spirit, Bounteous Kirin will gain back the life we lost. Tho Windborn Muse doesn't work with Taunt effects since they can just not pay.
Extra combats seem like they'd be nice for extra triggers. And if you get him +1/+0 he turns into a 3 turn clock, so voltron could be an alternative (or complement) to the spirit army plan, especially as all of the dragon enchants you mention will do the job here (though tbh I'm not sure I'd play Dragon Scales or Dragon Fangs, they seem too narrow and don't give him anything particularly worth devoting a card slot to).
One of the problem with both cards is that they affect everyone, including myself, therefore if I intend to have my own army it'd also forbid me from attacking, lest I lost my troops. There are other ways to kill attackers with white, such as Comeuppance and Wind Shards, without hurting myself.
The dragon triggers on combat dammage, so double strike is good. Duelist's Heritage is cheap, and works great when other players attack each other as well.
Should be said that if you're going the Lightmine Field route, I once saw a great deck built around those cards + Indestructibility effects (here specifically Frontline Medic) + Boros Reckoner. That deck kicked butt, and the indestructable stuff is fine with O-Kagachi anyway.

Hm, making O-Kagachi the 5-color Monarch does open up extra combat manipulation other type of Monarch decks do not.Conqueror's Flail both protects O-Kagachi and makes it a two hit kill, makes a good include also.
I love the idea. I currently have a Queen Marchesa deck which aims at getting opponents to beat each other up through "gaming" cards as I dubbed them, like Crown of Doom and Rite of the Raging Storm while playing No Mercy like cards + a lot of Judo myself. So far, it does not really work but with O-Kagachi, you can take the best of all 5 colors, switch some of the reactionary stuff for more board development. The queen would have a place in this deck, just not the command zone anymore.

If you're running delaying shield, and/or you're going with monarch, I would readily suggest solitary confinement, then. I think this works quite well with the monarch mechanic as well as any card draw doubling you might care to run.
I know they do different things, but I've always preferred Siren's Call over Taunt. It probably has to do with tapping my opponent's creatures and watching them blow up. However, it has a few other points in its favor. First, it removes utility creatures that the opponent is just going to tap for an ability rather than to attack with. Second, you don't always want them attacking you; sometimes it's nice to turn the heat on another opponent (which a lot of the cards in your deck do).
Also, why did you decide against Marchesa's Decree? It gives you monarch and provides incentive/punishment for people to attack your opponents rather than you.

Nothing against her Highness, I just... forgot about the card although 1 life per creature isn't super effective unless against a token deck. The Decree is an in-between card, mildly discourage attackers but doesn't punish enough if they do. Come to think about it, White Sun's Zenith would be a great counteract against any number of attackers, there's also Arachnogenesis...
As for Siren's Call and Taunt, I see use in both, and will play accordingly to situation. Will add the Call to the list.

Hatred is certainly a great way to end the game, although in multiplayer it'd also be risky.
REALLY hoping this is a real card now, i'm definitly getting this one if it is.
It combos well with all the force attack shenanigan, and entice opponents to take vengeance on one another. If they spread the fire by attacking me with other creatures, I can then avenge with O-Kagachi.
One other thing is that O-Kagachi will really need some shroud/hexproof. It does not have resilience of it's own other than a decent toughness.
I will probably be running Hall of the Bandit Lord as well. I find people generally do not want to spend any removal on it if they have it, but it allows you to retaliate straight from the command zone.

Also, I think Resounding Silence and/or Resounding Wave can really fit this deck (at least the direction I plan to take it) just not sure if they will eventually fit due to cmc. But they are nice, high powered combat tricks that replace themselves so...

Adding cards like Queen Marchesa and Michiko Konda, Truth Seeker, you'd make quite a stand. To add to his vengeance, there's also Karmic Justice and Martyr's Bond for counterattack.
To boost O-Kagachi (especially giving him haste), the dragon auras should also be used: Dragon Scales, Dragon Wings, Dragon Shadow, Dragon Breath, and Dragon Fangs (wings can benefit other 6cc and can be cycled).
I also like to add spirit theme to the deck such as Abzan Ascendancy, Promise of Bunrei, and Karador, Ghost Chieftain to keep army steady, Spirit Bonds to help non-spirits alive, Brago, King Eternal for blinks, Infernal Kirin, Cloudhoof Kirin, and Dimir Cutpurse for disruption, and Drogskol Captain, Long-Forgotten Gohei, and Intangible Virtue (etc) to boost the army. The avatars from Shadowboor/Eventide are also spirits (e.g., Dominus of Fealty), and Glitterfang triggers spirit craft repeatedly.
In conclusion:
1) Monarch and stay that way.
2) Army of spirits.
3) Utilize tutors and removal from all colors.

Oh, sirens, and Gideon Jura is a great soak and taunt as well.
Dulcet Sirens can only make a creature attack an opponent. While political, it doesn't work in 1v1, other sirens work with both 1v1 and multiplayer.

Swiftfoot Boots, Lightning Greaves and Darksteel Plate. If you include Assault Suit it is always right to have a Zurgo Helmsmasher if the manabase suports it.
Also include Stoneforge Mystic and Stonehewer Giant. Godo, Bandit Warlord is a pet card of mine and also from Kamigava.
