I have been on a run building interesting budget mono color commander decks. I am thinking of doing a mono blue control/pillowfort kind of deck and am looking for some ideas. I am thinking a bunch of defensive artifacts to sit behind and some random slow hard to deal with blue win con to finish eventually. Budget is under $200.
Please post any ideas possible including general choice.
Meishin, the Mind Cage is pricey mana-wise (I think it's probably a bulk rare), but once tabled makes it all but impossible to deal damage through with creatures if you have even a few cards in hand.
As for generals... there are so many to choose from. I would recommend something that can win on its own (like Talrand, Sky Summoner), or something that provides resources that you can use (like Lu Xun, Scholar General).
Teferi, Temporal Archmage is something i am leaning toward. I wouldn't go the Winter Orb route but Meekstone is something i could see myself getting into.
Rimefeather Owl doesn't tap anything down, it just makes itself bigger. (It does, however, share counters with Rimescale Dragon, which would lock things down.) There is no owl with an activated ability to tap down opponents' stuff, but Tempest Owl has an ETB to tap 3 permanents (without locking them down) if you pay the kicker, and Mercurial Kite is a bird (not owl) that will lock down a creature for a turn when dealing combat damage to it.

You're thinking of Rimefeather Owl. And if we're going the snow route, Heidar, Rimewind Master is pretty pillowforty too.
If you pick Temporal Archmage, don't forget Imi Statue and Kill Switch! Back to Basics can be a kinder, gentler Winter Orb too. Aboshan, Cephalid Emperor is a bit pricey for what he does, but a Deluge on a stick is nothing to sneeze at.
I know someone with a Kami deck who's only game plan is to literally draw everyone's deck out.

You could use the Tomorrow, Azami's Familiar + Possessed Portal combo? That's a dirty lock for the game if you feel like going that route
