Of the two Green seems much better but I'm just looking for suggestions of strategies and commanders: please keep in mind that I'm not looking for anything super competitive, the focus is for fun, interactive mutliplayer shenanigans. I'm also not looking to spend a fortune, the money goes towards my competitive meta.
Omnath, Yeva and Yisan can all be very good and lots of fun. My personal favorite among them is Yisan, the Wanderer Bard. Combined with untap effects and effects which double activations (Rings of Brighthearth, Illusionist's Bracers), Yisan can be surprisingly strong, and I have so enjoyed playing against, and playing, the Yisan deck brewed by someone in my meta that I've strongly considered making my own version.
My only mono-white general is Mageta the Lion. I call it "all wrath, all the time," because it involves frequent board wipes (including Mageta's own ability) and seeks to win via indestructible creatures, planeswalkers and selectively-activitated manlands and non-creature artifacts, plus white's excellent suite of spot removal. I have found it very fun, and opponents have never complained about it being oppressive.
If you're set on green there's a few commanders you can look into. Ezuri, Renegade Leader is popular for elf ball. It can be tuned to be less competitive by turning the focus more towards mana dorks and board interaction. Magus of the Vineyard interacts well in group play. Like Magus, Collective Voyage is interactive around the board. If elves aren't your thing, I recommend Omnath, Locus of Mana. I run an aggro variant of this, but you can always just do the ramp into some fatties.

Green is probably easier ( though not cheaper ) to build because of pre-existing archetypes out there, often around around ramp. Omnath is everywhere for a reason.
White is more difficult to build strongly with, but I have a few suggestions:
on the off-beaten path, both Sasaya, Orochi Ascendant and Sakiko, Mother of Summer are quite obscure but still quite good commanders in their own right. they're better at enabling tricky plays by giving you mana and also by hiding your true threat level.
Ayumi, the Last Visitor: Has potential as a mono-G voltron thanks to her base 7 power, especially as Nykthos, Shrine to Nyx is pretty much an auto-include unless you're an artifact deck. She's also a decent way to help enable any power-matters cards you might have (Ferocious, Formidable, etc.).
Patron of the Orochi: Is one of the few Flash commanders available in mono-G (via Snake Offering), and is also one of the few ways to effectively put Seedborn Muse in the Command Zone. Unfortunately Nagas don't support snake tribal decks, not that there were many good ones in mono-G...
Titania, Protector of Argoth: She's pretty much tailor made to lead a Life from the Loam style of deck, either as a source of ramp/tokens/etc., or to enable land destruction strategies via Strip Mine and friends. Being a land-centric deck may make you want to invest in less budget friendly cards like Azusa/Crucible though.
Isamaru, Hound of Konda: Classic mono-W aggro/voltron. Being able to attack as early as turn 2 has it's appeal, and having such a low cost lets him handle the Command Tax better than most; though he'll lose steam in the later stages of the game if you don't have some solid equipment/auras to support him (which might hurt your budget).
Reya Dawnbringer: Mono-W's reanimation can be a solid source of card advantage if your group is light on graveyard hate, and Reya doesn't bare the stigma or budget that haymaker-angels like Iona/Avacyn/Linvala carry. Reya gets bonus points for having possibly the most reprints and premium cards out of any legend.
And allows your opponents to kill you outright with Mindslaver or Sorin Markov's ultimate.

No love for Silvos, Rogue Elemental or Commander Eesha? Both are simple beatdown decks, but in my mind, that allows for the use of more obscure cards to support them, especially if on a budget.
Lots of good suggestions above. I have been working on a green elf deck using Ezuri, Renegade Leader lately. I was missing a creature aggro deck in my arsenal, so chose to go for a non combo variant of the typical elfball. So far it has been a blast to build, and the first iteration was pretty cheap. Like a lot of your playgroup, I started with all of the good elves in the green precon (making up about half the deck) and filled the rest out with some more good elves and green staples, the deck practically builds itself. Not my favorite play style, but has been surprisingly fun, so if you think you might want to do creature aggro you could give that a try.
Ive had a lot of fun playing my Sasaya deck recently. Get Sasaya out, and flipped. Sit back and look non-threatening and manaflooded. Wait until you have like 7-8 forests down then chord of calling for hydra broodmaster at the end of the turn before yours and laugh.
I'm a big fan of Freyalise, Llanowar's Fury in monogreen. Azusa, Lost but Seeking and Ezuri are generally considered the "power" green commanders though. Mono-white is tough. Heliod is considered the best from what I gather, but I've never played with or against him. Nahiri was incredibly disappointing I would recommend against her.

Not really an issue. If Mindslaver abuse is common, run stuff like Stony Silence. If you let Sorin Markov hit ultimate...well you had it coming.
Green also allows for some fun Saproling tribal, headed up by either Nemata, Grove Guardian or Verdeloth the Ancient.
