It depends what you're trying to do with the tokens.
If you just want to make tons of tokens and swarm people, Rhys is hard to beat, but Krenko can be scary-good, too.
If you want to damage people when the tokens come into play and again when they attack, Purphoros is excellent.
If you want to make tokens to fuel sacrifice effects, Teysa, Orzhov Scion is fantastic.
If you just want to beat face with as few tokens as possible, Gahiji is good. Marath interacts well with token strategies, but then Marath is just an insane value engine in general.
Gahiji, Honored One. Pumps your tokens, is in the best colors for tokens, and pumps all your opponents creatures as long as they attack someone other than you!
I'm focusing on your desire for "rapid" here. Since your meta's combo-heavy, the ability to make tokens will likely be more effective than spells to make tokens, since there are fewer cards to counter abilities than spells. Also, combos need to be disrupted. For monocolor, Krenko, Mob Boss can quickly multiply tokens created and the color provides access to Purphoros, God of the Forge, Warstorm Surge, Fervor, Decree of Annihilation, and Wheel of Fortune. These last two can cripple opponents' strategies while supporting your own.

There are no divisions: for ye are all one in Christ Jesus. -Galatians 3:28
Gahiji, Honored One- He's an anthem on legs that sits in your command zone. You can go either Group Hug/all out aggro swarm. Hazezon Tamar and Rith, the Awakener are more traditional Token aggro decks. Marath, Will of the Wild- is a great toolbox general that can go in many different directions.
Krenko, Mob Boss- Goblin Token aggro. Márton Stromgald- is a pretty all in commander, but I really think he shines when used in some of the above lists as a utility creature. Purphoros, God of the Forge- is more than a bit degenerate with a token build.
I run hazezon Tamar as a crazy token-generator but he's not that fast, and might not be what you are looking for in a combo-heavy meta. I use Purphoros, God of the Forge which wins me games, and considered building a deck around him. He seems brutal as a commander!
its hard to say which tokens strategy is the 'best' though. but against combo meta, i'd say you should have a strategy that involves churning out tokens at a decent rate (but not all-out), while filling your hand with targeted/mass disruption. having things like rhys or teysa being token generators themselves means that you can dedicate more of your deck to stack-disruption/control elements.
If you want to do a token strategy with an interesting commander, I would suggest Thromok the Insatiable. Having a bunch of tokens to devour seems like the best way to abuse his ability.
Ghave, Guru of Spores is the best one, in my opinion. Purphoros can be effective, but Ghave has great access to green ramp and has very open-ended control options with its three colors. Those three colors also give you access to do lots of different combos.
If you want to be cut throat then I would suggest Ghave, Guru of Spores not only is he an awesome token general but he also is a combo king with 55% of magic cards ever printed being able to combo with him lol.
for fun I would say check out Darien, King of Kjeldor there's a pretty awesome list in my sig with card suggestions and reasoning's behind them (selfless plug)

I will be typing up deck lists as soon as I an be bothered, I really only play EDH:
It looks like Rhys the Reedemed is the optimal choice but he's expensive
Any other suggestions?
