Instead of going with the obvious, most powerful build of Proteus + no creatures combo...
I think I'm going to build a fun build of Narset + all the "Prowess" mechanic creatures. Maybe a few other value creatures. Try to pack as many instants as possible for combat shenanigans.
Stuff like Lightning Bolt all of a sudden look better. Not only clear the path for a blocked creature but also buff all your attacking creatures.
It probably won't be the most powerful build for Narset but I think it can be competitive in a middle tier meta and be a lot more fun.
Please don't turn Narset in a broken combo general. I wanna make a fair deck with her and don't want get all the hate when people seeing her.
I highly doubt that she will be the next sharuum, but it is possible that she will be a tier 1.5ish respected general though. I wouldn't worry too much about getting always hated off the table though. Sure she has combos, but so do lots of generals that don't immediately get the hate

I really appreciate this alternate take. I've alway loved the idea of the creatureless Talrand build, and this lets you get a bit of the best of both worlds. You get to run Talrand/Young Pyro/Blaze Commando/Etc and lets you get super awesome free uses out of them. I would say this could be a powerful and fun yet still interactive take on this deck. I still haven't decided how to build her, and I might use some of this as a base point.
Just some random thoughts I have had about Narset lately, most of this is for more casual varients:
If going for extra turns then storm cards, counters, and silence are less good, and haste enablers are probably not needed. Obviously the opposite is true if focusing on doing it all on the same turn via extra combat steps.
If you do manage to get some tokens out and are playing a version that tries to do it on the same turn then cards that repeatably pump each combat like 'battle cry'(pefrect place for hero of bladehold) and Márton Stromgald could get silly. For that matter combat effects like Thada Adel, Acquisitor will be nice too. To many creatures though and you dilute your card advantage the general gives you, therefore the creatures and tokens you are trying to buff.
A lot of effects we want have cantrip versions available, which could lead to a decent ammount of draw. If there are a critical mass of those I might finally find a home for Radiate. Many reprints of cards good for this deck also have versions that untap lands when they come into play, this could turn into a good deal of mana pretty quick.
Mana rocks that come into play untapped are great with Narset. With enough artifacts in deck, Krark-Clan Ironworks could produce a bunch of mana. Faith's reward after ... might just be win more. I will be playing with tokens (at least young pyromancer and empty the warrens) so I'll also be keeping an eye on Ashnod's and phyrexian altar.
I didnt like Jeleva because I hated losing key spells, I would like to figure out something more reliable then just scroll rack to keep from losing creatures I want to her ability. This would also help with bricking less on her procs.

Just played my EDH Narset deck (see above) in a 5-player game tonight.
It worked so well I end up losing DECKING myself!... (after being the main target of the other 4 players most of the game)
So I'm now adding Elixir of Immortality.
All in all a very fun deck, even for the adversaries. Very aleatory, very "casual" in a good sense (except when you play 3 turns in a row with Time Stretch...).
Well, here's another deck where Omniscience + Enter the Infinite is a (very very) viable combo wincon. I suppose the final finisher could just be [[Burning Wish]] for [[Laboratory Maniac]]

The great thing about Narset is that you can build a themed deck around her, without necessarily dropping the power level too much. Sensei's Top, Scroll Rack, Tutors, etc etc.
One of my buddies put together a Narset deck seeded with Extra Turn magic. Pretty much if Narset manages to swing, the game is over. It's pretty gross.

There are a lot of decks that *can* be built degenerate. Remember EDH is a social format. Talk to him if his deck is boring. If you want to hose him though, consider Rule of Law and Arcane Laboratory. Stranglehold and counters can try to combat the extra turns directly. If he is winning through voltron or tokens in those extra turns fogs like constant mists or arboria/ moat/ Glacial Chasm etc might be able to yawn him off. IF the deck is creatureless edict sac effects and answers for the haste enablers, you could keep him from ever getting going. Or just a blue heavy deck and counter everything you don't like. Good luck.

About narset ability, her ability permit to play cards avoiding time restriction? Like cascade? If the answer is no, can you explain me the difference about cascade and Narset ability?
When a spell or ability gives you the opportunity to cast a spell "without paying its mana cost", sometimes you get to ignore timing restrictions, and sometimes not. Why?
There are two broad categories here.
1. Abilities that enable you to play a spell during their own resolution. Diluvian Primordial works this way. So does Guile. Effects like this ignore normal timing restrictions (however, printed restrictions such as "play this spell only during combat" must still be obeyed). If they didn't ignore normal timing, you wouldn't even be able to play an instant - DURING the resolution of another effect. With abilities of this type, if you pass up the opportunity to play the spell, it's gone forever.
2. Abilities that enable you to play a spell during some specified duration. Thada Adel gives you the opportunity to play the exiled card "for the rest of the turn." Spelljack lets you play the exiled spell "as long as it remains exiled." Abilities like this, which list a duration, DO obey normal timing restrictions. If I Spelljack your Wrath of God, I may thereafter play Wrath, but only when I could play a sorcery.
Cascade is of the first type, you cast the cascaded-into spells as part of cascade's resolution. It ignores normal timing restrictions, but you're not able to wait until later; you play the spell right then or not at all.
Narset's ability is of the second type, you may play non-creature spells exiled by her ability any time during the rest of the turn, but you must follow timing restrictions.
Just for clairty, when an ability lets you play a spell "without paying its mana cost", it's actually letting you play it for an alternate mana cost of zero.
A. You can only choose one cost or alternate cost. You can't play a spell "from exile and without paying its mana cost" and also Overload it, or Cycle it, or play it for its Trap cost, or any other alternate cost it may have.
B. You won't normally be able to play spells exiled by Narset or similar effects except by using the special alternate cost granted by the spell or ability that exiled it.
This means that if Narset exiles Cyclonic Rift, your options are to play it (as a Disperse) from exile for no mana using the "alternate cost" ability granted by Narset, or leave it exiled. At no point would you have the opportunity to cast it for its Overload alternate cost, because you can't cast it from exile except with Narset's ability.
If you have Omniscience in play and Brine Elemental in your hand, you may play it face-up for no mana using the alternate cost granted by Omniscience. You may play it face-up for its mana cost as normal. You may choose to play it morphed for 3. But you can't choose to play it morphed for no mana, that's two different alternate costs.
When playing a spell "without paying its mana cost", you may (and sometimes must) pay additional costs. Kicker and Replicate work fine. If you cast Devastating Dreams or Headless Skaab, you must pay their mandatory additional costs, even if you're not paying their mana costs.
Some final thoughts about Narset's ability:
a: It says "cast", so you won't ever be playing lands exiled by her ability.
b: I can't think of any way to ever cast (from exile) creature cards exiled by her ability. This includes the "God" cards.
c: Any cards exiled by her ability which you can't or don't choose to cast, will remain exiled unless another card interacts with them (Mirror of Fate).
d: Narset's ability requires that you follow normal timing restrictions. However,Vedalken Orrery, Leyline of Anticipation, and Hypersonic Dragon do allow you to dodge timing restrictions to varying degrees, and all of them work for spells exiled by Narset.
I think Momentary blink does not help Narset to evade anything? It helps against targeted removal, but targeted removal does not work on Narset in the first place as she has hexproof.
The goal is accelerate Narset out and swing with her. Then, the game ends. I mulligan anything that isn't a land or mana rock so I can get narset out as quickly as possible, start chaining extra combat and extra turns together until I can get her suited up and have infinite combat steps with aggravated assault and SOFAF. No proteus staff, its just a win-more and is slow. Kher Keep is to get around edict effects, and theres plenty of ways to keep Narset alive until she can swing, and the manipulate the top 4 cards she'll hit. I've been toying with adding in Temporal Manipulation and Capture of Jangzhou to go to 7 extra combat steps and 7 extra turn cards for maximum probability, Karn and Mass Calcify probably will get the cut, but it depends.

im new in duel commander and pick a Wafo-tapa control-like narset, but there are no many lists and tournament reports with Narset, so i cant choose a right deck list.

Most people do it all wrong.
Control Narset is very competitive, and is extremely strong, and will ruin your friends day if they don't understand that you built it to win.
Also don't touch the mana rocks, they are useless for you. Getting her our fast is not your priority.
Your goal should be to spend the first 6/7 turns with hyper efficient counter spells and draw spells for example Mana Leak and Treasure Cruise (and many many more). Along with some choice removal/field wipes.
You spend the first part of the game keeping the board clear and drawing cards. Then come turn 6 if you feel safe, cast Narset. if you don't feel safe, don't cast her and build up mana for counter spells. If you Make it to 6 mana, and they stop doing things in anticipation of mass removal, or keeping mana for a counter spell, then it's your game, you gain much more then them in a game where nobody does anything.
Then once you get narset into play you make sure the path is cleared thanks to your previous counter spells, and strong removal spells like Path, you then swing, and aim to drop Planeswalker cards,time walks, and draw spells. Planeswalkers will win you the game.
Always remember to not over extend, keep counters in hand, and only counter relevant cards.
This "Wafo-Tapa" guy if I'm seeing the right deck has the right idea.

The goal is accelerate Narset out and swing with her. Then, the game ends. I mulligan anything that isn't a land or mana rock so I can get narset out as quickly as possible, start chaining extra combat and extra turns together until I can get her suited up and have infinite combat steps with aggravated assault and SOFAF. No proteus staff, its just a win-more and is slow. Kher Keep is to get around edict effects, and theres plenty of ways to keep Narset alive until she can swing, and the manipulate the top 4 cards she'll hit. I've been toying with adding in Temporal Manipulation and Capture of Jangzhou to go to 7 extra combat steps and 7 extra turn cards for maximum probability, Karn and Mass Calcify probably will get the cut, but it depends.
how competetive duel narset is? especialy a control variant? is it need a manarocks?

Most people do it all wrong.
Control Narset is very competitive, and is extremely strong, and will ruin your friends day if they don't understand that you built it to win.
Also don't touch the mana rocks, they are useless for you. Getting her our fast is not your priority.
Your goal should be to spend the first 6/7 turns with hyper efficient counter spells and draw spells for example Mana Leak and Treasure Cruise (and many many more). Along with some choice removal/field wipes.
You spend the first part of the game keeping the board clear and drawing cards. Then come turn 6 if you feel safe, cast Narset. if you don't feel safe, don't cast her and build up mana for counter spells. If you Make it to 6 mana, and they stop doing things in anticipation of mass removal, or keeping mana for a counter spell, then it's your game, you gain much more then them in a game where nobody does anything.
Then once you get narset into play you make sure the path is cleared thanks to your previous counter spells, and strong removal spells like Path, you then swing, and aim to drop Planeswalker cards,time walks, and draw spells. Planeswalkers will win you the game.
Always remember to not over extend, keep counters in hand, and only counter relevant cards.
