Are there any other such mechanics you could build/base an entire EDH deck around? I'm drawing a blank.

I mean...any keyword ability that doesn't 100% depend on the combat step could probably have a half decent deck focused on the ability. Even infect can be used without going to combat.
It really depends on how obscure that you'd like to get. You could go as commonly as artifacts or enchantments or creature types or go as obscure as combat phases, upkeeps and the top card of your library.

There are only 13 cards with scavenge and aside from Varolz, the Scar-Striped, there aren't really any good EDH scavenge cards.

Can one make a great/competitive Defenders deck?
Some type of Cycling-reanimator deck could be interesting?
I guess an Evoke/Elemental deck could work with Horde of Notions...
Proliferate is cool but you would probably end up with either planeswalker good stuff or some sort of simic-Vorel of the Hull Clade/Experiment Kraj deck.

Building around Changelings can also be interesting, as you can just pick and choose your favorite tribal lords and run them with every changeling/shapeshifter there is.
The only question is whether to do it with Oloro (I have an extra copy) so I can play counter spells. Or to play with Obzedat or Teysa or some other Orzhov commander.
I would say Polymorph is a pretty fun "mechanic", it has support in cards like Mass Polymorph, Proteus Staff, and, now, in commander form, Jalira, Master Polymorphist. Stack your deck with quick token generators (I like Talrand, Sky Summoner, myself), some sorcery tutors, and plenty of big monsters, you'll find it's a pretty fun deck.
The only question is whether to do it with Oloro (I have an extra copy) so I can play counter spells. Or to play with Obzedat or Teysa or some other Orzhov commander.

A bit with above, just look at old designs. Nothing new will work. Storm and Dredge have a few things in common: 1. Old(pre planeswalkers) 2. Interesting 3. Considered bad/mistakes by WotC and will never be printed again. Look for similar concepts. The problem is with the powercreep, a lot of those old but interesting concepts will not still be competitive.
I've got a Karador Flicker Astral Slide Cycling deck that is decent (old mechanic). Stuff with a lot of untappers from Urza's block could possiblty be interesting if you're into it (I'm not really.) Morph could be interesting if it wasn't so weak compared to the powercreeped cards now.

Oh I know. But to me, the only reason to go with Oloro over Obzy or Teysa in an extort deck is to play counter spells and blue card draw. I'm a blue Mage at heart so if my commander has blue in it's identity it's difficult not to play a ton of the blue staples.
It comes down to, do I want to play those or do I want to dedicate more space to stuff that is more on theme.
I'm probably going to hop onto my deck building program later and toy with some ideas.
Edit: Went Orzhov with Teysa, Envoy of Ghosts as commander. Extort control with a reanimate sub theme.
Some people have called my Obzedat, Ghost Council deck an Extort deck (it runs 9 of the 13 possible Extort cards).
I have seen people jam all the Proliferate cards and cards with counters into a deck. Making cards like Lux Cannon into good cards is always fulfilling.
Someone mentioned Landfall and that's seems like a decent possibility. The issue would be that the effects are spread across a wide variety so its hard to have a consistent theme, but at least its well supported.
Some of the best 'build-around-me' mechanics aren't named mecahnics; coin flipping, +1/+1 counters, tribal synergies, tokens, Moonfolk ability, etc. all share a mechanical relevance without sharing a name.
I have decks around astral slide, marchesa, the black rose, devotion, dredge, and used to have a deck around banding. Yes banding with Tajic was hilarious.

My brother plays a Derevi Landslide deck that is all about playing a bunch of lands and triggering landfall and abusing moonfolk and untapping snakes and it is craziness.
A G/B/X shell using Persist/Undying creatures. Gain value through sac outlets, have some resilience through board wipes, and open yourself to some combos to seal the deal.

You could try out a Mill commander deck, that one could be tough though.
You could also try something based around unblockables or cards that tap out your opponent's cards. All sorts of possibilities.

TBH, any of the newer mecahnics won't. They'll be linear and unrewarding. Nothing Wizard will come out with for a long time will be.

Trample is one I have seen before with Stonebrow, Krosan Hero at the helm.
Iname as One or Iname, Death Aspect make great commanders for a deck based around Soulshift.
