I too would like to cast my vote for the Stanley FatMax Professional Organizer. It comes with 12 small removable compartments that are well suited for a deck, and 2 double-sized compartments, which can hold 2 decks each (for a total of 16 decks) or what I like to use them for is for oversized cards like Vanguard, Archenemy schemes, or Planechase planes. I bought two of these cases, so I can swap the double-sized compartments out for 16 individual compartments.
On top of each deck my General is placed in an Ultra Pro Mini-snap to make sure the cards stay put and don't slip around when I'm carrying the box as well as protect the General from any potential damage caused by the lid.
I have 2 800-count boxes for my EDH decks. They're mostly in perfect fits. My binder and those boxes fit neatly into my backpack. Front pouch holds three playmats, my dice bag, and a box with sleeves for limited. In the very front pouch is my Legacy deck.
I also have an Ultra Pro bag with some more legacy choices and one or two thrown together EDH decks.
I use one of those Holiday Gift Boxes. It fits twelve of my sleeved decks comfortably. Fits well in my backpack, too.
12 in dragon shields? Because I can only fit 3 in a row in DSes, though 4 if one's in ultra pros.
Not all of them are Dragon Shields, but I do a row of four decks all sleeved in Dragon Shields. See my included pic for details.

Will this fit double sleeved cards sideways in the bins? How many double sleeved cards fit in this case?
It will fit about 102-103 double sleeved cards sideways per single bin (see pic with the silver sleeves, which has 100 double sleeved cards plus 2 single sleeved tokens) or about 125 cards single sleeved cards per single bin (see pic with 100 gold sleeves plus 25 blue sleeves). These are with standard Dragon Shields. I've had my two FatMax's for over 3 years now and they're still going strong.

I use Ultra Pro Satin Towers for each of my decks. I also double sleeve mine and it perfectly fits a 100 card double sleeved deck. I just pack them into a backpack and they nicely stack in together side by side. The best part of this plan is I can bring more or less decks as I want fairly easily. The towers have room for dice as well and then I keep a spare tower for tokens and dual sided cards.
I honestly cannot stand by most of Ultra Pro's products but honestly their Satin Towers are really good products. I have not seen a deck container that I have felt is better than what they have done.

I end up moving around a bit at my LGS, so I use a nanuk wheeled case. It came with perforated foam that I adjusted into 6 rows that each fit 4 decks. It's water resistant, shock proof and theoretically floats. It also makes rearranging my stuff easier.

So first of all my suggestion is to stop getting sleeves with printed things on the back. Those types of sleeves are just more prone to falling apart. My suggestion tends to be KMC Hyper Matte or Dragon Shield. I actually like the durability of Dragon Shields quite a bit but I found that they are prone to just anything and everything sticking to them so they always look dirty as hell. KMC Hyper Matte are very similar but dont have the gunk build up which is why I moved to them.
2) Ultra Pro Towers are just right at 100 card double sleeving. You might be able to increase that count to like 105 double sleeved or possibly even 110 if you squeeze it in but I doubt there is more than that for room. If you were to get a third outer sleeve I suspect it would cause a problem because it would need to be somehow oversized to contain the inner two sleeves. I suspect this will cause any container to not fit right unless you do something custom.

Nobody should be buying KMC Hyper Mattes anymore. Their manufacturing has changed and they are absolute garbage at the moment. Unless you know they are older and have been sitting on a store shelf for a while, I would strongly suggest not buying them.
Dragon Shield mattes are nice, and surprisingly the newer Ultra Pro Eclipse are really great for me so far. Definitely the best Ultra Pro product I've ever purchased.

Get a backpack (20 bucks tops) and then buy fatpack boxes or even ultrapro cystal deck boxes or the edh sized flimsy plastic ones. You can easily carry several decks at once. I only have 4 operational decks at once and i have two boxes tbat carry 2 decks each. I still carry them in my bag with my playmat, life counter, dice and tokens.
