terrible card is terrible. sure it can be used in terrible combos, but its just bad. Can't see myself using it anywhere ever, even in my life-gain based pauper deck

Lone Missionary gains twice as much life and costs 1 mana less. But indeed people are more likely to include creatures like Soul Warden if they want life gain from ETB.
He could have limited impact in a bant flicker type deck assuming you have nothing better to flicker a couple times a turn. The 2 life will add up, but as said above plenty of other options.
Meh card is meh. Lone Missionary already got mentioned, but Inquisitor Exarch would probably get priority over the Monk. Does the same thing for WW instead of 2W, but at least you have the option of bleeding opponent's to death if you do plan to abuse it.
Well, as a small step forward from yesterday, we have the most basic vanilla counter, after of course the signature card, Counterspell. So do you run it?
Personally, Wizards has come so far in terms of the basic 1UU counterspell that I would only run this in a Pauper control deck or a mono-blue deck that ran every counterspell it could get its hands on.
I rarely feel the need to run Counterspell in my EDH decks, as there are better options out there. Cancel definitely does not take the cake, especially considering there are maybe 15 strictly better versions of it out there.

Solid budget counterspell, still a hard counter without any funny addendums. As stated, only "good" in an environment when you are trying to build counter.dec or pauper.
I'll admit to playing it just for the art with some versions, they make the cancel casting mages pretty badass to make up for their bad card.
I've run it in some decks in the past, but over time I've replaced it with other counterspells, either conditional but cheaper ones (like Swan Song) or ones that exile or tuck the countered spell.
Ran it in my budget-jank Talrand deck. It isn't terrible, but as others have said it is fairly outclassed with what it can do. If I was only running a few counters (like in my Jenara deck) I'd run Hinder and Spell Crumple over it, if I was running more I'd still run Dissipate over it.
It's just a solid counter. There are many strictly better, but there are many worse also. I still run it in decks that just need a higher counter count until I can get better counters in, at which point it's cut.
I would never run cancel in any deck ever. As said it's got a metric shutting of counters that are strictly better or are just better. Even a casual player should never run this card despite the fact it's actually "fine".
Cancel? I actually know a lot of players that play it in a heavy control build because they lack access to things like Mana Drain and Force of Will. I consider it budget playable for sure.
Its sort of the baseline of what three mana counters bring. I believe there are worse three mana counters but it sort of marks the bare minimum expectation from three mana counterspells.
Most counters at three mana offer more flexibility or additional value options to them. That said, outside of budget / pauper I really wouldn't ever consider running it.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
As others have said, this is the counter that you judge others by. It is the baseline. I'll never run anything that is strictly worse and I'll certainly consider running anything better.

A hard counter a three mana is decent but even for budget or Pauper lists there are better options available. If nothing else I would run Stoic Rebuttal over it simply to bluff metalcraft.

Though, Mystic Denial seems to be worse at 1UU, except in the cases where people use Misdirection as counter-measure against your counterspell.
