These certainly can get you more than a few cards with little to no effort. Though, i prefer card quality over quantity. Tomorrow, Azami's Familiar is absolutely nuts with even a mediocre draw engine, let alone a good engine. Brainstorms that dig 15 cards deep is nothing to scoff at. Not only that, but you can "draw" as many cards as you want with Tomorrow out without decking yourself. It's fairly mean as a combo general while dodging the reputation of Azami and Arcanis.
Kami of the Crescent Moon. Its a 1/3 Howling Mine for UU. Cheap and efficient. However I do recommend one stave off from bringing in this kami early as it can lead to some hilarious ends.
glissa the traitor. Unlike 99% of the ones mentioned in this thread, she doesn't necessitate instant death, and she's a constant CA machine in multiplayer.
Well I mean, if you're looking for straight CA nothing quite beats Azami, Lady of Scrolls.
Azami is where it's at.
She doesn't even need haste to activate. Even in the tightest, most aggressive control metas, even when you don't have any countermagic in hand to protect her (which never happens), you can still play Azami like
"2UUU, Sorcery: Draw a card for each wizard you control."
If she survives for more than a single turn, generally the card advantage you generate with her becomes sufficient to draw into at least one counterspell, or otherwise you tutor for Forbid, and then you just start countering everything. I've had games around T5-7 where my cards per turn grew so high that I could just draw-go and counter 4-5 spells before my next untap step with Forbid (with the help of Sapphire Medallion) and not slip a beat, since ultimately the only card you're looking for as Azami is Mind over Matter to win.
I really like The Mimeoplasm for this. I mean, yeah, it's not card advantage in the classic sense, but it puts you in the three card draw colors, opens up a host of reanimator shenaniganans, blue and black can both steal permanently (In fact, Geth, Lord of the Vault fits perfectly in the deck.), and anyone getting milled, discarding, or Wrathing the board only helps you.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
What are your favourite generals that create card advantage for you?
Thus far I like: Momir Vig, Captain Sisay, Zur, the enchanter, Edric, Spymaster of Trest, Dralnu Lichlord, Azusa, lost but seeking, and Merieke Ri Berit.
I am on the edge of liking Mayael of the anima but she totally forces a certain type of fatty filled deck.

Edric is my personal choice because I enjoy the play style he allows and because he doesn't tend to draw much hate/removal despite being absurd.
On phasing:
I always have cards in hand with him at the helm. It's nuts more so than my Zeganda deck
EDH/Commander: Karn silver golem (foiled), Narset combo, Maelstrom Wanderer random goodies, Nekusar grixis draw stuff, freyalise, Gissa Zombies!, marchesa obliterate,
