I think you'll reconsider that next time someone plays E-Wit to get back Cauldron Dance. There's a big difference between 'target card' and 'target creature card' but I do play the doppelganger in my U/B deck and he's definitely good.
Holistic Wisdom is excellent in 5 color control, turning useless creatures into Eternal Witness at instant speed, or Rampant Growths into Time Warps. Dreams of the Dead can bring back a whole host of fatties at the end of your opponent's turn (Or when they attack you). Next turn you pay the upkeep and swing. Finally, Bosium Strip is the nuts. It's comparable to a Yawgmoth's Will every turn.
Bosium Strip is really good with relic of progenitus or scrabbling claw, utility cards that you should aim to get out anyway. When there is something unsavory on the top of your graveyard, you can just hold off on whittling away your opponents' yards for a turn to get rid of it.
Stun Sniper has been working wonders for me in my Oros deck. No one wants to waste a removal spell on a 1/1, but she keeps tapping down the most threatening creature on the board. Picks off weenies and is useful in table politics too.
She single-handedly won me a game today in 1v1 by keeping an early Baneslayer Angel tapped down.
Task Mage Assembly is a good multiplayer card, especially for control decks. Its a "You and you fight" card, taking care of your opponents creatures with your opponents mana.
Song of Serenity is Zur and Uril hate. Blissful, blissful hate. Call of the Wild is really good with some kind of library manipulation.
In Blue, War Tax is no Propaganda, but it does let you keep from dying to one large creature, at the expense of tapping out, while still keeping at bay token swarms. It also is a politics maker, because it can save any player. Volcanic Eruption will have plenty of targets with dual lands, and is a blue sweeper. Soldevi Excavations costs you a land, but taps for two mana, and its ability is amazing for control decks.
Bosium Strip is deft a Hidding Gem. It reminds me to Dralnu, Lich Lord as a Counterspells reanimator. This artifact could be good in a Azami or Wydwen hevy blue based decks.
My second: Turbulent Dreams
I use this card in an Azami deck.I always draw TONS of cards playing this deck. And when i have a full grip(helped by Reliquary Tower ) i cast this little blue spell to make everybody frawn.
Opened up a Loyal Retainers in a pack actually, but I can't quite justify using it in any of my EDH decks due to low legendary creature count. There's way to many cool non-legendary creatures and, already having a mono-green and mono-white deck, I don't think I'll be building Sisay.
Now Imperial Recruiter is really cool. Searches up Kiki-Jiki, Anger, Body Double, Karmic Guide, Acidic Slime, Carrion Feeder... And also has an ungodly cost.
I'm not a big fan of Loyal Retainers myself, even in my Sisay deck. You're better of with something like Karmic Guide to reanimate any creature as well as having the ability to wall off a ton of creatures thanks to pro-black.
Imperial Recruiter is on the top 35 list though, so I don't see that being a "hidden gem". It's only unknown in the sense that it is so hard to find and grossly expensive.

As for other hidden gems, besides Bosium Strip which I mentioned, I really like Mystic Remora in the mid game. Go ahead and have a counter war, or wrath, or whatever. I'll draw a card for each one unless you pay 4.
Best of all, if it gets too annoying, you can just let it die.
This looks to be a very powerful tool against decks that love to ramp with lands, and I find it's an acceptable compromise between mass LD that is table-groaning and mass LD that is too weak.
Prophecy has quite a few nice EDH gems, actually (well, at least in terms of fun). Avatar of Woe and Plague Wind are nice cards in EDH. Celestial Convergence is quite fun in multiplayer games as is Dual Nature and Rhystic Study (this one is in the top 35).
The only EDH deck I have that could justify Avatar of Woe is the one that also plays Traumatize (side note: never hit the 'lark combo player with traumatize) but I have had amazing results with Avatar of Fury. On one hand he's just a big dumb dude that swings, on the other hand the 6 mana you're not spending to cast him is enough for same-turn equip Clamp, Hammer, and SoFI. He's also not a bad deal against Numot, which has come up...
EDIT: And it's SO much better than Sower of Temptation, which I see a bunch of people run.
EDIT2: I just remembered an old card from COK, Night Dealings. Has anyone had any experience w/the card? Seems pretty good, like a better Planar Portal.
Recently, I discovered that Spinal Embrace can really dent someone in combat, or even out of it. Instant Speed Slave of Bolas is nothing to scoff at, since it has so many applications.
Along with the Bribery-esqe cards, Knowledge Exploitation is a card I always love running in any Blue EDH deck. Even if I have to hard cast it, it's still worth it every time.
Djinn of Wishes
Combined with Sensei's Divining Top or some other way to rearrange the top few cards of your library and he gets silly. Casting Storm Herd on turn 6 is silly, and he brings in a 4/4 flying body as well.

Necromancer's Covenant is really good, it is not uncommon for an opponent to have twenty or thirty cards in their graveyard late in the game. twenty 2/2 creatures with lifelink? for six mana? Yes please!
you don't even lose them if someone destroys the enchantment, they just lose lifelink.
It is also really good grave removal without the waste of a card.
EDIT: And it's SO much better than Sower of Temptation, which I see a bunch of people run.
EDIT2: I just remembered an old card from COK, Night Dealings. Has anyone had any experience w/the card? Seems pretty good, like a better Planar Portal.
i disagree with you all the way, there is so much removal in EDH, not lightning bolt, or shock but other stuff that he does not last long at all, and becomes a useless six drop.
sower of temptation on the other hand is only a four drop and not as threatening as Roil Elemental. Once she is in play only the player that you stole it from really wants to destroy the Sower, EVERYONE wants to destroy your roil elemental.
as someone who runs Hoard of Notions as a general and has run him before, roil elemental just is not good enough.
Speaking of stuff thats better than Roil Elemental (and possibly Sower of Temptation) Dominating Licid has been very good in my Sen Triplets deck. The biggest draw of this card over the other two is the fact that it dodges removal like a champ. If they target it with creature removal you turn it into an enchantment (or an enchantment into a creature).
Very hot tech in my opinion, only downside to it is that it doesn't have haste, giving opponents one very good window to remove it (if they bother to read the card well enough then anyway... XD)

I think Bosium Strip is a cool card, but It breaks down if you don't have sorceries and instants on top of your graveyard.
Also you have to warn people that graveyard order is important.
I think I'll pick up a copy or two for my EDH decks...
I've not run these myself but Jester's Cap and Grinning Totem.
An artifact way to remove big threats from your opponents deck? Seems good to me...

Other great lands include Winding Canyons, Keldon Necropolis, Shivan Gorge, Mosswort Bridge, Pillar of the Paruns and Deserted Temple.
Retribution of the Meek is good for token decks

Miraculous Recovery
Instant speed Resurrection and +1/+1 for 5. Being able to dodge graveyard hate with this card has been so solid.

Dream Halls that i use on my Niv Mizzet deck in combination with Wheel of Fortune Time Spiral Time Warp and other cards that do the same.
