Thought vanishing would only be appropiate, he comes, gives everyone a little advice, then messes with people, only to leave with a little touch more, and then repeats it again and again. Doesn't really win on his own, but I think he'd be a lot of fun in a more fun mulitplayer game that's all about playing politics.
What a novel idea; my friends and I had once considered making planeswalkers of each other, the rule being that you couldn't make your own, you had to design one for another person, and someone else would make yours.
I'll give it some thought and try and post something up tomorrow. I am leaning on either bant or possible BUG colored. I like bant, but BUG is my favorite combination of colors.
When ~ comes into play, each player shuffles all permanents he or she owns into his or her library except ~, then reveals that many cards from the top of his or her library. Each player puts all artifact, creature, and land cards revealed this way onto the battlefield, then does the same for enchantment cards, then puts all cards revealed this way that weren't put onto the battlefield on the bottom of his or her library.

The idea is that there was an extremely bureaucratic plane upon which society colapsed, resulting in stagnant machinery. Amidst the piles of rust, a few creations stirred, their programming glitching and flawed, their purposes now a sad parody of tasks they once performed.
I really want a Trading Post commander. :p.
(And I love Saprolings and the idea of them growing on a Golem makes me very happy.)

Colors probably fit B/W (as that's all I've been playing lately) more but RG fits the theme better, doesn't it?

2R, T: Each player chooses a permanent they own and control at random. Then each player rolls the dice, then the winner chooses a player and a permanent chosen this way, then that player chooses another permanent at random and gains control of that permanent. Then that player chooses another player not yet chosen and a permanent, until all permanents have gained control of.
When ~ would leave the battlefield, each player his or her graveyard, hand and all permanents he or she controls in to his or her library, then reveals cards from top of his or her library until x permanents have been revealed, where x is the amount of cards you owned your opponents controlled.
Then each player puts all non-aura permanent cards on the battlefield, then puts all aura revealed this way in to the battlefield. Then each player shuffles rest of the revealed cards in to his or her library.
There are rumours that his mind was so mysterious he could not even himself fathom it.
