Overcosted, uncommon, Dimir critters with hyper-useful or at least unique abilities are some of my favorite cards. I'll never use them, but I love seeing them and knowing they exist and having them in foil.
Blood Moon is a great card in EDH because it messes with multicolored land bases. This does...the complete opposite. Can't really see the point - if one specific land is a problem, I'd rather something that destroys it, which is not a particularly hard ability to find. At least Blood Sun cantrips...

Metamorphic Alteration feels like one of those random blue “rares” in the Commander products. Normally they mess with combat. This card seems like a ton of fun, especially if you can find a way to flash it in!
Why is he bad? He seems like a decent "catch-all" Esper Control commander to me. You can flash him in in the lategame when it's most convenient to you. He gives you a natural 3-turn clock with his 7/7 body and you'll pretty much always be able to use his protection ability if you have a regular amount of carddraw. You don't really have to build around him, which opens up many possibilities for deckbuilding. He's not very interesting or broken, but at least solid in my book.
Chromium is awesome, both in favor and power. He’s a flash, uncounterable 7/7 flyer to start, could becomes hexproof unblockable, a discard engine for no mana cost (enables madness and fills grave). He has so many potential play style viable to most Esper strategies that he’s now my favorite commander of that shard.
The best kind of commander is always the versatile and thought provoking ones.
If anything there are too many ways in those colors to build around a Free Discard engine that has a good body flying flash that also can't be countered.

If defending player has a flying blocker that can beat chromium in a fight if he was a 1/1 and they might have a removal spell up (or someone else might), and you don't have a way to stop that...then you can't safely attack unless you discard a card first and only get in for 1 (+equipment). That's definitely a downside compared to something like prognostic sphinx that can go hexproof without losing any p/t, or something that just has constant hexproof. Either you're risking chromium getting eaten by blockers, you're discard cards preemptively, you aren't attacking or blocking, or you're keeping up counter/removal mana whenever you want to get into combat - and of course you also might be wrong, maybe your attacks were perfectly safe but because of the nature of chromium's ability, you didn't swing because you didn't want to have a "user error".
Obviously it's better than having no protection at all but it definitely has a lot of downsides.
Bone Dragon can make two bat tokens with Desecrated Tomb. Read the card again. DT gives you one token when "one or more" creatures leave your 'yard. Bone Dragon exiles seven cards (which might not be creature cards), and then reanimates itself.

I grasped you point the first time, I just don't see it as big a problem. The discard ability is an add-on, not a requirement, it will be used when situation is right, good players will know when.

Lore flavor makes it less boring for many (myself included), and some enjoy building decks ameliorating a general's flaw or making use of the said flaw.
