However thoughtreflection is definitely the better card overall, generally if u have it for more than a turn your generally winning with more card draws. It goes with with any cards that say "draw a card".
Sylvan library for example draw 6 put 2 back, or cycle lands draw 2 cards. Its a mana reflection for card draw. Even a Single Brainstorm makes your hand goes nuts. Even better with any jace.
I have even gone nuts with it with timewister/ or timespiral, each other player draws 7 and i draw 14.

Most time, I need to save too much land to act Pernicious Deed effect, since there are too many high cost permanent in the game.
and it can not take down planeswalker. that is a weak point

most broken cards in EDH are high cost, we need to save too much mana for Deed. And planeswalker is always a problem.

He is powerful on his own, and works amazing with already good cards like crystal shard, skullclamp, deadwood treefolk, evacuation, oversold cemetery, sword of light and shadow (in Godo deck or in multicolored decks), volrath's stronghold etc. His ability to take out utility lands is very helpful, but you get to use him even if your opponent has only basics.
Its basically a destroy target land on a creature that is easy to recur and kill. He has created the card advantage needed to win me many games. Let me put it this way: there has never a time when this card is useless

Helps fend off swarms of tokens or even somebody who tried to general-race you -- since now they need to pay the toll to hit you ---> and then you can still BLOCK them!

Probably doesn't do much -- as you said -- to stop others from casting spells, etc. But it does one hell of a job stopping creatures. Also works well with decks that combo out from behind walls like CR. Perhaps I'm just seeing it as a nice buffer to aid combo strategies? I agree with what you say yet still feel it's "up there"

Even in a three colour deck, I might favour Propaganda over Collective Restraint but that's probably just me. I believe that this top 50 list tries to list cards that would be good in most blue decks, not just five-coloured ones.
