Like several of my previous threads, this is a primer discussing three very unusual cards: Ranger of Eos, Proclamation of Rebirth, and Orzhov Charm. Each of these cards has a very similar function involving creatures with a CMC of 1 or less, an ability that is often overlooked.
Why did you make this?
Turn 1 is a very interesting turn for EDH in that not much happens. Sometimes a player drops a Sol Ring, others just play a land and pass, and a few others play Sensei's Top or a similarly useful 1-drop permanent (or suspending an Ancestral Visions).
However, most players don't use 1-drop creatures other than mana dorks. Even less build a deck with the idea of utilizing Ranger of Eos and Proclamation of Rebirth as assets. Far fewer build with Orzhov Charm on the list to keep things interesting. Even better; 1-drop creatures are very commonly overlooked for being innocuos, barring several exceptions like Dragonmaster Outcast.
Many players can attest to the power of Ranger of Eos and Proclamation of Rebirth due to having played against these cards in other formats, but in EDH that power simultaneously expands and diminishes. EDH is so heavily focused on powerful mid-range creatures that the 1-drops can go unnoticed until a combo starts up, and not many players are going to waste spot removal on most of these guys. This is the advantage you would have. However, you also have to contend with the numerous big beaters like Lord of Extinction, powerful utility creatures like Concentrated Sphinx, or heavily aggressive generals like Omnath. This is the weakness behind the Proc Drops.
So why would I bother with these cards?
Kami of False Hope, Dragonmaster Outcast, Deathrite Shaman, Grim Lavamancer, and dozens of other Proc Drops have a massive amount of utility. Even better, their CMC means you can quickly out-tempo an opponent and use a board pump effect like Overrun, Mirror Entity, or other similar cards to end the game. Furthermore, you don't need that many creatures to make this strategy efficient, allowing you room to build around other spells or even include some big beaters and utility creatures.
How many of these should I use?
As with everything in EDH, you should not go overboard. There are almost 600 Proc Drops that are format-legal, and you've only got 99 slots in your deck (never mind that you'll want spells and lands). I'd limit myself to a handful that I wouldn't mind seeing all the time, around 14 or so depending on the color combinations I'm using. In the instances where I'm using mono-White, I'd lower that to about 8 at most.
Why do you keep calling them Proc Drops?
Proclamation of Rebirth was the first card ever printed that specifically called out creatures with a CMC of 1 or less. I could just call them 1-drops, but I like the name Proc Drops better.
Out of the three, Proc is easily the most powerful. While casting it is incredible, it's Forecast effect is the most useful ability you will have. Being able to recur any Proc Drop at your upkeep is great, but the important part is recycling EtB effects on them.
However, it's also the most expensive mana-wise. My personal advice is to run Serra Sanctuary and a ton of enchantments, but not everyone has that budget. An alternative is Urzatron, but it is incredibly unreliable as you need all 3 pieces of it to work. Cloudpost and it's ilk (Vesuva, Glimmerpost, and Thespian's Stage) can help manage the costs, but those share a problem with Tron.
This leaves us with three options: Mana doublers (which can be either risky or restrictive, occasionally both), mana rocks (which are vulnerable to being blown up, which slows Proc down dramatically), and Karoos (including Temple of the False God and other 2-mana lands, even though they aren't technically Karoos).
If you are using BW or Mono-W, I recommend going with mana rocks or doublers as there aren't enough Karoos to make it reliable. However, I do recommend running at least Temple of the False God and Ancient Tomb. If you are in mono-W you could also risk Urzatron/Cloudpost, seeing as you have a Proc Drop that can tutor them out. BW also has Cabal Coffers and Crypt of Agadeem in addition to Serra Sanctuary (Crypt works best, since you can run a ton of B Proc Drops).
If you are in 3 colors or more, Karoos may be the most reliable. A lot of people don't like these since they lose tempo, but if you are running a ton of Proc Drops you can easily make up for the lost tempo. In addition, if you have G as an option, you could use Gaea's Cradle (although budget is an issue for most people).
Additionally, a mono-W player should be running Emeria, the Sky Ruin. This gives you a second Proc, and one that can be tutored up quite easily thanks to a couple of cards (Weathered Wayfarer and Expedition Map).
An important, yet obvious, thing to keep in mind is that Ranger of Eos is an EtB creature, so you will want to have a way to bounce him. Emeria, mentioned above, is a good way to do this but you won't always have it. Debtor's Knell is great, but very mid-game and may not survive long enough to be relevant.
However, you won't need to use him every turn. You should try to keep him in hand as much as possible, and should tutor as soon as you can afford him, but you don't need his effect every turn. So you can just recur/recast him when you really want to tutor up another set of Proc targets.
Interestingly, Orzhov Charm can act as a way to reuse Ranger of Eos. WotC may have done this on purpose, and if they did I applaud them for doing so.
I think this goes without saying, but you seriously need Isochron Scepter for this thing. Thankfully I have a guide for that card too, and it's entirely reasonable to include a Scepter package in a deck built to abuse Proclamation of Rebirth. Hell, you could go balls to the wall and use a Sunforger package (especially because a number of Isochron Scepter targets can be used with Sunforger).
It seems only natural that White has really good Proc Drops. I listed several strange options, namely Alaborn Zealot (useful as a rattlesnake), Children of Korlis (an interesting combo piece), and Order of the Stars (a potential roadblock for your opponents). However, I also listed four potent beatsticks: Isamaru (which could be your General, thus adding reliance to tuck effects), Serra Ascendant (a known death-sentence), Student of Warfare (quite a powerful beater in his own right), and Mikaeus, the Lunarch (another potential Proc General). Of course, you can't run Proc/Ranger/Charm without running White, so be sure to run a few targets from this list.
Blue doesn't have that many options, but it does have several effects to bounce Ranger of Eos or other creatures. I listed Drifter il-Dal because it's the only Blue Proc Drop that is incredibly difficult to block. I mentioned Hedron Crab because I know he has a ton of fans, and Jace's Phantasm can be seen as a mini-Serra Ascendant. That said, most of your choices are going to be bounce effects.
Sadly Black doesn't fare much better than Blue here. Crypt of Agadeem is very shaky as a result, but there are some very interesting options. Will-o'-the-Wisp and Rimebound Dead are excellent pillowfort creatures, while Entrails Feaster and Typhoid Rats are solid utility creatures. Ghost-Lit Stalker is unique for being excellent in the late-game, and Mortician Beetle is excellent because of it's synergy with Grave Pact (a card that Proc-users should be running). Carrion Feeder has potential as a beater, especially because you can just feed him other Proc Drops.
It's nice that Boros Proc has some really good options. Goblin Welder is incredible, Dragonmaster Outcast is a staple 1-drop, Lightning Serpent is capable of being the biggest creature you'll ever play (for a turn), and you have other tricks that could make the deck surprisingly dangerous.
Selesnya Proc is actually incredibly potent, allowing you to ramp like a boss and have some seriously potent 1-drops. However, you also have some restrictive targets (Feral Hydra, Ivy Elemental, Joraga Warcaller, and Protean Hydra are useless under Proc/Charm, but excellent Ranger targets) and most of your options are mana dorks. Wolfbitten Captive is unusual in that it's capable of transforming because you tapped out the turn you Forecast Proc, and can stay transformed for a while if it's mid-game. In fact, you can abuse it's pump effect even if it transforms during your upkeep.
While there aren't that many multicolor targets, there are some very good ones. Nivmagus Elemental works really well with Isochron Scepter+Orzhov Charm, allowing you to either pump a creature or reuse a Proc Drop. Odious Troll is just like Rimebound Dead in that it can wall for a while, Rhys the Redeemed is incredible, and you have Seedcradle Witch for pump options. Deathrite Shaman is also quite good.
There isn't exactly a breadth of colorless Proc Drops, but they are quite useful. Dreadnought in particular can be included in any Proc deck as a beater, and can be just Proc'ed onto the field by sacking other Proc Drops (and Ranger of Eos, if needed). Heap Doll is useful graveyard hate, and Signal Pest can push your alpha strike over the killing range.

Glancing over the black results, you missed a few that could be viable (especially when you're talking about recurring them), notably Plagued Rusalka, Thoughtpicker Witch, Viscera Seer, and a number of GY hate options. If you were going really heavy into the theme, there are even more possibilities. Hex Parasite and Vector Asp should both be listed here rather than in colorless for the purpose of this format as well, though Asp is another inclusion I don't quite understand.

Delver and Cosi's Trickster were included because they are Ranger targets in UW, not because they play well with Proc/Charm. Martyr of Frost as a reusable counterspell did slip my mind, but I left the deck manipulators out because there are usually other options to search out. I actually didn't see Rootwater Diver when I searched, like Spore Frog above.
I don't consider Enclave Cryptologist very useful, since it's level up is really overcosted. 6 mana for a 0/1 looter is bad, even by Level Up standards. I listed Student and company because Ranger likes them, even if Proc/Charm don't.

Parasite doesn't force any colors (Extort has no color identity, due to the colors being reminder text). Even if it did, both of the extort colors are your assumed colors. You also include Noble Hierarch, which I don't disagree with, and that assumes 5C if you're running Charm.

I'd say that Plagued Rusalka is equal parts targeted removal and sac outlet, which is helpful if you're running a recursion package like the one you're describing in the OP. I'd also assume that any list that wanted enough of these creatures to be running Ranger/Proc/Charm would have cards like Sun Titan and Reveillark, which contribute to that and play nicely with most of the same things.

By the time you can play Ranger, is Delver really a worthwhile card? Unless you're stuck on 4, the earliest you're going to be able to play it is when you have 5 mana. At that point you can find a great number of 3 power fliers with fewer hoops to jump through, many of which have other useful abilities as well. Delver's strength is that it's way ahead of the curve; it's pretty bad as a tutor target. Trickster is similar, but can be slightly better depending on your opponents.
I don't consider Enclave Cryptologist very useful, since it's level up is really overcosted. 6 mana for a 0/1 looter is bad, even by Level Up standards.
Enclave Cryptologist is 3 mana for a 0/1 looter, not 6. It only needs to be level 1 to start looting, which is an effect that plays well with Proc/Charm. Saying that the level up is overcosted isn't much of an argument when your list includes Caravan Escort (11 mana total to be bigger than a bear) and Guul Draz Assassin (6 mana and a tap to have any ability, 5 mana total to be a 2/2) as well.
It's your list, but I think you're putting too much weight on cards that are mainly good when they come out early and not enough on cards that stay useful throughout the game.

I actually finished a list about 2 weeks ago for deck on a similar theme. It was originally just 1 drops, but the support for them is kinda limited, but if you branch out to things that cost less than 3 quite a few options open up. Additionally, because you're running so many cheap creatures you're probably also running mostly dudes with power 2 or less. This makes room for things like Mentor of the meek and Shirei, Shizo's Caretaker.
I ended up making a WB Ghost Council list with about 8-10 1 drops, followed by many more 2 drops. I'll whip up a list when I have access to my cards later today. I can't speak to how effective the deck is; I've had varied amounts of success, but I can say it's very fun to play and is a great skilltesting deck to play.
And I can vouch for Parasite being great if you have the a low curve, it gives you something to do with your mana if you can't muster the draw power to maintain your fuel.
It's a cute list and I remember hearing about it on a cast, but it's painfully gimmicky. Don't get me wrong, I love gimmicky themes, but this deck looks absolutely nonfunctional.

I have him in my list and I can tell you he's dangerously close to being cut. His CMC and power are both 1 too high to actually fit in with low CMC/Power themed cards, and he only gets back one dude.

Selesnya Proc is actually incredibly potent, allowing you to ramp like a boss and have some seriously potent 1-drops. However, you also have some restrictive targets (Feral Hydra, Ivy Elemental, Joraga Warcaller, and Protean Hydra are useless under Proc/Charm, but excellent Ranger targets) and most of your options are mana dorks. Wolfbitten Captive is unusual in that it's capable of transforming because you tapped out the turn you Forecast Proc, and can stay transformed for a while if it's mid-game. In fact, you can abuse it's pump effect even if it transforms during your upkeep.

While there aren't that many multicolor targets, there are some very good ones. Nivmagus Elemental works really well with Isochron Scepter+Orzhov Charm, allowing you to either pump a creature or reuse a Proc Drop. Odious Troll is just like Rimebound Dead in that it can wall for a while, Rhys the Redeemed is incredible, and you have Seedcradle Witch for pump options. Deathrite Shaman is also quite good.

There isn't exactly a breadth of colorless Proc Drops, but they are quite useful. Dreadnought in particular can be included in any Proc deck as a beater, and can be just Proc'ed onto the field by sacking other Proc Drops (and Ranger of Eos, if needed). Heap Doll is useful graveyard hate, and Signal Pest can push your alpha strike over the killing range.

This kind of mystifies me, as you're directly contradicting yourself.
No love for Thrull Parasite? Extort and a fairly unusual effect seem worth mentioning. I'd much rather have that than something like Deathgreeter. Glancing over the black results, you missed a few that could be viable (especially when you're talking about recurring them), notably Plagued Rusalka, Thoughtpicker Witch, Viscera Seer, and a number of GY hate options. If you were going really heavy into the theme, there are even more possibilities. Hex Parasite and Vector Asp should both be listed here rather than in colorless for the purpose of this format as well, though Asp is another inclusion I don't quite understand.
Blue is similarly odd. You've got Delver of Secrets and Cosi's Trickster, which don't play all that well with Proc or Charm, but you skip a looter (Enclave Cryptologist), the potential repeatable counterspell (Martyr of Frost), the artifact recursion (Rootwater Diver), and the topdeck fixer (Sage of Epityr).
I really don't get what metric you're evaluating these by. You seem to have skipped a number of decent choices and included a number of cards I would rarely, if ever, consider for a deck.
Personally I find that the ranger is more powerful in commander than proclamation, tutoring is just too good.
I'm aware. It requires running several of them, although if you are playing BW I'd assume you'd be running more than just those creatures (which would help fuel the Crypt).
I did skip a bunch of options, as I didn't see the effect as that potent. Deathgreeter's effect has strong synergy with a Proc setup, although the Parasite is more offense-oriented. I didn't list it because I tried to shy away from forcing colors in the mono-colored lists (I listed Avacyn's Pilgrim and Elves of Deep Shadow because they share assumed colors).
Thoughtpicker Witch and Viscera Seer are oversights on my part. Plagued Rusalka was omitted as I felt Drowned and Martyred were just better cards overall (Grave Pact works far better than Plagued ever would).

Delver and Cosi's Trickster were included because they are Ranger targets in UW, not because they play well with Proc/Charm. Martyr of Frost as a reusable counterspell did slip my mind, but I left the deck manipulators out because there are usually other options to search out. I actually didn't see Rootwater Diver when I searched, like Spore Frog above.
I don't consider Enclave Cryptologist very useful, since it's level up is really overcosted. 6 mana for a 0/1 looter is bad, even by Level Up standards. I listed Student and company because Ranger likes them, even if Proc/Charm don't.

I'd say that Plagued Rusalka is equal parts targeted removal and sac outlet, which is helpful if you're running a recursion package like the one you're describing in the OP. I'd also assume that any list that wanted enough of these creatures to be running Ranger/Proc/Charm would have cards like Sun Titan and Reveillark, which contribute to that and play nicely with most of the same things.
By the time you can play Ranger, is Delver really a worthwhile card? Unless you're stuck on 4, the earliest you're going to be able to play it is when you have 5 mana. At that point you can find a great number of 3 power fliers with fewer hoops to jump through, many of which have other useful abilities as well. Delver's strength is that it's way ahead of the curve; it's pretty bad as a tutor target. Trickster is similar, but can be slightly better depending on your opponents.
Enclave Cryptologist is 3 mana for a 0/1 looter, not 6. It only needs to be level 1 to start looting, which is an effect that plays well with Proc/Charm. Saying that the level up is overcosted isn't much of an argument when your list includes Caravan Escort (11 mana total to be bigger than a bear) and Guul Draz Assassin (6 mana and a tap to have any ability, 5 mana total to be a 2/2) as well.
Without individual arguments, other options you might have missed include Benevolent Bodyguard, Devoted Caretaker, Nova Cleric, Salvage Scout, Tragic Poet, Flamekin Harbinger, Goblin Lackey, Gorilla Shaman, Legion Loyalist, Orcish Lumberjack, Elvish Lyrist, Elvish Scrapper/Scavenger Folk, Quirion Ranger, Stampede Driver, Treefolk Harbinger, and Wirewood Symbiote. They all have more utility than being an efficient beater early. That helps to keep them as potentially relevant draws later in the game, which is something that's very important for 1-drop creatures in an EDH deck. Some aren't effective depending on the rest of your deck, but I would argue that's going to be true of the majority of 1-drops.
It's your list, but I think you're putting too much weight on cards that are mainly good when they come out early and not enough on cards that stay useful throughout the game.

I ended up making a WB Ghost Council list with about 8-10 1 drops, followed by many more 2 drops. I'll whip up a list when I have access to my cards later today. I can't speak to how effective the deck is; I've had varied amounts of success, but I can say it's very fun to play and is a great skilltesting deck to play.
And I can vouch for Parasite being great if you have the a low curve, it gives you something to do with your mana if you can't muster the draw power to maintain your fuel.

It's a cute list and I remember hearing about it on a cast, but it's painfully gimmicky. Don't get me wrong, I love gimmicky themes, but this deck looks absolutely nonfunctional.

I have him in my list and I can tell you he's dangerously close to being cut. His CMC and power are both 1 too high to actually fit in with low CMC/Power themed cards, and he only gets back one dude.

I don't consider that very efficient in EDH. Especially not by the time you can cast Ranger of Eos or forecast Proc; there are just so many better options in the relevant colors (like Serra Ascendant).
