I only have a Teysa, Orzhov Scion deck and he's pretty fun to build around. I haven't lost that many games in my playgroup with that deck, so I'm guessing tapout control with tokens kinda works.
Top 5, in no particular order
1. Teysa
2. Cromat (my friend lends me a pure gold deck (only green ramp and gold spells in it, it's pure fun. I usually choose Cromat, one of the lsivers or Child of Alara as a commander for that deck, and it's a blast).
3. Zur the Enchanter (probably the best in terms of pure power from what is unbanned)
4. Azami, Lady of Scrolls (draw-draw-draw-draw-counter-draw-counter-draw-bounce-draw-draw-coat of arms-udeadbro)
5. Riku of two reflections. When I build a new deck, I'll probably build a wizard Riku, copying crap like time stretch, tooth and nail, plow under (that one copied 2-3 times makes me lol), regrowth and playing idiotic cards like Cast Through Time for even moar copies.
My go-to deck in multiplayer was always Erayo, but now she's b&, and I'm vreh sadface.
That said, I'd say it depends on your meta, but if we're talking multiplayer, I think the best generals are by default the ones who combo into ridiculousness on turn 4-6:
1. Insert Five-Colored General Here. Tutor out Hermit Druid, mill your entire deck and win on turn 2-3 using Dread Return + Necrotic Ooze and activated ability shenanigans, all with failsafes and backup plans. I dunno if it can be done any better, although this deck is practically the definition of unfun, even for the person who plays it. I mean, there's no flavor or anything, just Druid -> Tap -> GG.
3. Azami, Lady of Scrolls. She needs only one card--Mind Over Matter--and she wins, able to filter her hand into one of a multitude of combos on that same turn. She's a little less consistent than Arcum because she actually has to go find MoM using spells whereas Arcum can tutor for wincons innately.
4. Zur the Enchanter. More options than both of the above in terms of color choices, and therefore more game-winning combos and cards available, but more difficult to use in a multiplayer environment because he's voltron. If you Cruel Edict or Wrath of God on Arcum, he's fine with that, because he comes out the next turn again anyway and all of the artifact combo pieces are still out on the field, so he really hasn't lost any ground. Zur, though, it's like you just got 6-for-1'd.
5. Teferi, Mage of Zhalfir. Essentially Azami, but trading some of the search power for a more controlling general and an additional combo--Knowledge Pool--that really brings down the house.
Sharuum the Hegemon should probably go in that list somewhere too. She's kind of a mix of Zur and Hermit Druid, packing more tutors, functioning as a combo piece herself, killed by grave hate, but a bit slower to go off than the Druid. I also think she's overrated.
Mass LD is widely considered "unfun," but frankly it's the best hoser for mono-green decks. They're at a competitive advantage in my meta (the MTGO meta) not because they're actually the most solid decks but because people are prejudiced against playing their big weaknesses. Chances are, even if the mono-green player is obviously ramping to a swift victory, if I drop Armageddon, more than just the green player will ragequit and block.
4. Azami, Lady of Scrolls (draw-draw-draw-draw-counter-draw-counter-draw-bounce-draw-draw-coat of arms-udeadbro)
I don't know of any Azami list that runs Coat of Arms. It's a liability more than anything with all the other tribal decks you find in EDH. Moreover, if you're swinging with wizards for the win, you're doing it wrong. Try drawing everyone out with Stroke of Genius + Twincast + Sigil Tracer fueled by an infinite mana engine of choice, or simply using Mind over Matter + Temple Bell and discarding an Eldrazi when you find him.
Sharuum is not overrated. Just under appreciated and because so many people have so many versions she can give some people the feeling that "She wasn't that bad" and the truth is "that person's version isn't that bad". I have 2 version of Sharuum. 1 is very fast and competitive and the other is full of huge splashy cool cards.
Of all my EDH decks shes probably my favorite. I really like GAAVI and Azusa as second and third place. After that they all fall into place and change around from week to week.

I like both Skithiryx, the Blight Dragon and Kozilek, Butcher of Truth because they can be very fast. I also like Dralnu, Lich Lord in 1v1 because of the insane control he provides.
Kind of odd that you revive a thread where no one posted for a year.

I just came across it and decided to post my opinion. I'm new.
Welcome to the forums. What fatty meant to say was its generally discouraged to necro an extremely old thread. Just for future reference. Also, you may want to read through the Commander Forum Rules sticky for more etiquette. But don't sweat it if you make a mistake; most people are generally nice.
It is kind of interesting to see what's changed/stayed the same in terms of people's conceptions of the power level/fun factor of commanders since this thread was started in 2008, though!
According to the title, it's "Top 5 Generals of All Time", however, the OP actually states it as "Top 5 Most Fun Generals of All Time." And that's what I'm going to go with...
3. Kami of the Cresecnt Moon - letting everyone draw a bunch of cards and play huge spells. It's "Everyone Wins!" until... "I Win!"
3A. Braids, Conjurer Adept - the same principle, probably interchangable with Kami
I have never piloted Jhoira myself, but someone in my playgroup always does and I really like having her at the table. All those big dumb sorceries like Warp World, while kinda frustrating, definitely add a much-needed element of zaniness which I think is apropos of multiplayer Magic

2. Arcum Dagsson. It only takes 3 turns for Nevinyrral's Disk + Darksteel Forge + Mycosynth Lattice, and on the next turn (and every turn thereafter) you basically Obliterate the entire board but you.

R.I.P. Sundering Titan (6/20/12) and Braids, Cabal Minion (9/12/14)
1. Krenko, Mob Boss - seriously, this guy is a blast to play.
1A. Ib Halfheart, Goblin Tactician - essentially the same as above, just a little more "all in."
2. Azusa, Lost but Seeking - powering out huge "Timmy Beats" super fast is about as much fun as you can have in one game.
2A. Omnath, Locus of Mana -see above.
3. Kami of the Cresecnt Moon - letting everyone draw a bunch of cards and play huge spells. It's "Everyone Wins!" until... "I Win!"
3A. Braids, Conjurer Adept - the same principle, probably interchangable with Kami
4. Phelddagrif - an absolute blast to play, especially in a deck packed with Veteran Explorer, Noble Benefactor, and Soldevi Sentry.
5. Mimeoplasm - It's a freaking T-REX!!!
