That would be incredibly difficult given the lack of targets in the common selection. I think you would be better off going with Mayael the Anima just for an increase in targets. They can play sort of similarly but in pauper you are just going to find more and better targets for Mayael.
On a more related note, Knotvine Mystic seems like the best ramp general, you get access to 3 colors (red is fairly decent in pauper), and for 3 mana you get a dude that taps for 2 and color fixes well

In my little playgroup, we allow any card as the general and then commons only. I run Merieke Ri Berit, and she is very, VERY good. Was considering changing the format to peasant, but we're still in playtesting. How has it worked for other people?
I play a Simic Guildmage deck and focus on lots of the Auras that hinder opponent's creatures. My commander usually manages to stop the biggest threat from coming at me, and can buy time while I get things like Aura Gnarlid in. I like how you can do an interesting control aspect this way. While it does sometimes get hated on due to slowing the pace of the game down, I still like how it can stand against other aggro decks fairly well.
Back with some results. My group has started playing pauper, french rules one on one. There currently four decks in our group but I'm only familar with three haven't played the forth yet. My deck is Ajani's Pridemate, white weenie soul sisters. The other deck I haven't played is also white weenie but with a higher end finish in cloudgoat ranger. The two decks I've played against are sigil captain and Psychatog.
I have a good match-up against tog because of my decks speed and redundancy, pretty much everything is a creature and there are very few mass removal spells to work with. Conversely I have a horrible time against sigil captain as I have very little removal that actually kills the creature. So the captain shows up and the other untaps and belches out 15 power worth of tokens. My army of bears and one giant car get run over by an endless swarm of tokens. His deck also doesn't have the decency to run out of chump blockers and die.
The captain actually gets murdered by tog as that deck is full of pinpoint removal and captain has no defenses. Combined with a skimpy mana base he has trouble recasting it at 6 and basically can't at 8.
This might not be the most pertinent information as we are playing 1 v 1 but I've found that games quickly degenerate into board stalls as on average are decks aren't that much more powerful than any given limited deck, more consistent yest but not any more powerful.
Yeah, the lack of wraths makes me curious as to how the games actually go. I think it's an interesting idea but haven't played it yet. I would be strongly tempted to play cavern harpy. Without tuck it is really hard to get rid of and allows you to get maximum value. And I have a foil one around here...

Best part of that color combination is that you'd get to run all the black wrath effects.
As for RUG generals, I don't think there are really any. You could run the Knights (Dragonsoul Knight and his 2 friends) and just splash for activation (or don't use it). Your next best bet is Transguild Courier as he's the only "RUG" uncommon general (though I suppose it should be fine using the common dude suggested above)

So my playgroup is pretty varied, with gradually more people starting to make decks. Personally, I have three decks: Scarland Thrinax, Glamer Spinners, and an 85% complete Epochrasite
For my Thrinax deck, I used a decklist that was already made, and gradually changed it over time. It focuses on making lots of mana ramp, then swinging for lethal on an unblockable Thrinax.Obviously this runs into problems, as one of my friends runs Drove of Elves and pretty much keeps pace with me.
For Glamer Spinners, I play it like Bruna plays. I voltron everything onto a single creature, then flash in Spinners at the end of their turn and swing for what is probably lethal. Very control-ey, some countermagic and pacify affects.
For Epochrasite, I was faced with a challenge. This was by far the hardest deck to make, ad seen by the fact it isn't done yet.There are only about 20 common colorless lands, but the deck never faces mana trouble. Ever. With the sheer amount of mana rocks in the deck, I tend to have TOO MUCH mana, and not enough creatures. Obviously the deck crumples to things like control, but it's still a work in progress.
In case no one's recommended these three yet, here's a few more great Pauper generals:
-Ana Battlemage: The best BUG uncommon creature, it's a fantastic control general and gives you great colors (ramp, draw, bounce, combos, three solid wraths if you want them, etc).
-Trostani's Summoner: An amazing Selesnya tokens general. This one brings 4/4s to the table, which generally starts overwhelming people pretty quick. It's really populate.dec, which is damn fun. Also, white brings some exiling spot removal, which is nice.
-Blaze Commando: Ever want to play burn in EDH? Here's your chance! Surprisingly brutal, especially with Raid Bombardment.
I have decks for all three of these and each one is super fun to play and easy to build. I can't recommend them enough. If you see a lot of tokens in your PDH meta, then I can also recommend Deepfire Elemental, who murders tokens like no one's business.
Baloth Woodcrasher, built to go all in on him with ramp to win in one or two swings. Not a lot of variety, but it's fun to play a monogreen deck that works like a combo deck, and it has some surprisingly fast wins. Tucking being very rare in pauper definitely helps his viability.
Reassembling Skeleton. There isn't a ton of stuff you can do with a free sac engine, but he'll always come back for just 1B and that can make him hard to deal if you start slapping lots of equipment on him to push commander damage. Also keeps Pestilence going basically forever, or at least until they have removal for it, which is always great.
Young Pyromancer or Guttersnipe. I use them fairly interchangeably. Blaze Commando is probably superior to Pyromancer, but there are some advantages to being able to spawn elementals with nondamaging spells, and she drops faster and easier if she gets taken out.
Flamewright is my personal favorite; I get to creature blockers while sending all of my other creatures to the red zone. And if you don't keep the number of Defenders down, EAT VENT SENTINEL SON!

Oath of the Gatewatch; the set that caused the competitive community to freak out over Basic Lands.
I play Lorescale Coatl voltron and it's pretty amazing. It's kinda all in tho as the entire deck is either draw effects (pump) evasion or protection for Lorescale.
Also had an idea for a Disciple of deceit as it has a fun interaction with Library of Leng and way more then enough ways to tap and untap her.
My buddy plays Vampire Nighthawk it runs some voltron pieces and a bunch of control. Remember Dark Ritual is a common and nothing says loving like a turn one Nighthawk.
Well, now that this thread lives again, i kind of wonder why no one has mentioned Viashino slaughtermaster. originally printed at uncommon, it has double strike! it costs 2! it's jund! what's not to like?
All of the rules allow for your general to be moved to the command zone when he gets put into a place that would be tough to get him back from, GY, Exile, etc. I am sure one day the rules will change and include tuck effects.

There are currently four RUG Legendaries. Animar, Soul of Elements, Riku of Two Reflections, Maelstrom Wanderer, and Intet, the Dreamer. Personally I like Riku since most ramp spells and ramp creatures are common, allowing you to play some bomby spells (copied of course) later on quite easily.
I understand those generals are RUG, but this is for Pauper i.e. Uncommons.
