This idea is quite brilliant. I put the deck on cockatrice and have been playing against it 1v1 to try it out... and quite consistently lose. My deck has terrible early game so I'm typically dead before I can do anything significant.
I really like this idea, effects that kill multiples like Leyline of Singularity or Tainted Aether and linger are pretty bad for horde should be discouraged, while cards like Maelstrom Pulse that are one off are okay. The horde should really just have a rule that says affects that would stop them attacking can't stop them attacking, which prevents need for lengthy banlist.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

I think there will have to be a lot of tweaking for this alt. format to work, since there are a lot of hate cards to just shut the Horde down. It seems SO fun though.
A rule you could use for players trying to mill the Horde is: If a spell/ability a Survivor controls would put a zombie token from the Horde's Library into its GY, instead exile that token, and put it onto the BF at the beginning of the Horde's next upkeep.
Another rule could be, if a spell/ability from a Survivor would cause the Horde to sacrifice a zombie token, the Horde puts 2 copies of that token into play (after it gets sacced). Or you could just say that any spell/ability that could not be resolved from a single heads/tails coinflip is countered by the Horde. (like, choosing to sac a creature with 5 creatures on the field would be countered.)
Possible addition to the ban-list: No Mercy/Dread. I played some games against the horde with a friend last night, and these really kept us in a few games without much suspense.
Format question -
When doing "damage" to the horde, should the milled cards go to the grave, or should they be exiled? Also, have you guys been putting dead tokens into the grave, or exiling them?

I think dead tokens should be treated like normal creatures with converted mana cost zero so that they are affected by things like Living Death and Tombstone Stairwell.
What do you guys think of this list? I would rather it be brutal than soft, so any suggestions on powering it up would be good (although i am trying to go for as few duplicates as possible):
Additionally, why ban Geth and Twilight's Call? I think Geth and its ilk are taken care of by simply making the rule that "If the Horde would make a decision for any card it plays or is under its control, it makes no decision instead. If the Horde would make a decision for any card played by a survivor, the survivors themselves choose the course of action which best fits with the goals of the Horde." While it could probably be worded in a much better manner, the first rules means that cards like Geth simply do not work for the Horde because it cannot choose a target (it also gets rid of any complications involving activated abilities or alternate costs). It also makes Endless Whispers still work as the Horde cannot choose to give one of its creatures to a survivor (which is more flavorful). The second sentence simply allows things like Fact or Fiction to be played by the Survivors.
But why ban Twilight's Call? It is just like Living Death, both of which are bombs, but nothing more.
I'm thinking to be more challenging we should raise the number of giant zombies, with a ratio of say 1:5 zomies or maybe 1:10 + a certain number ie. 3-5.
Namely:
a. cards that strip every card from library with same name from a card in graveyard from game.
b. cards that kill a creature and strip every card with same name form game.
c. mill cards that punish mono-coloured or near coloured too easilly.

Play Zombie Master and presume while it's up all zombie can regenerate, until the master is dead. I think zombies should run every lord that's not artifact they can.
For the janky creature slot, I found Cadaverous Knight and Shadow Rider as old (and now errata'd to being zombies), but more elegant options than a lot of things. Maybe try those.
Edit: Cemetary Reaper should get a look in too, but not recur cards in GY or do randomly.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

I'm not sure how I feel about Dread being banned. It isn't that much of a problem for the horde, and it can give the survivors a fightning chance.
Also, I don't think Traumatize is worth banning. Not many people tend to run it, and even if a survivor does, it isn't an "I win" card like other cards on the ban list are.
Also: I just learned that Edric, Spymaster of Trest makes for a REALLY strong General. Especially since the horde can't block. I'm tentatively adding him. Any comments?
Obviously this list is very rough, but it opens up a lot of possibilities. Plus, it means you can continue to play Horde magic even when all the vendors are sold out of Zombie tokens. Can't wait to throw this together!

If you want to ban Twilight's Call, then what about Living Death, Living End, Empty the Catacombs, All Hallow's Eve. I'm sure there are a few that I missed there, but you get the idea.

I slapped my own horde together, limited by my IRL collection. There's some really brutal stuff the horde can pull.
