Recently I have been theorycrafting on making a series of pauper edh decks due to some complaints of me using too powerful/expensive cards/decks. To accomplish this though I want to gather a compendium of the most powerful common rarity cards. I started with gathering all the commons listed in the "Top 50" thread and I went through and added some commons that I've found researching other top lists. I will probably remove most single-target burn/discard spells in the end as they don't transfer over well to a multiplayer format.

As a rule of thumb, anything that lets you continue to spend mana or keep cards flowing is very powerful. Note that some of these cards don't look that exciting (like Elven Cache), but are very important because they are relatively unique at the common rarity. I obviously haven't exhaustively tested this format, but I feel somewhat confident in these assertions:
1. Capsize is the best card in the format
2. Black replaces blue as the best color in a multiplayer setting
3. The power gap between multicolor and monocolor decks becomes exacerbated
You could also check out the Cube subforum for pauper cubes if you need more inspiration.
Merchant Scroll is uncommon in both printings. Otherwise, it'd be a little broken to tutor for blue instants at common level when other tutors have been uncommon or greater.
Hrm odd, it says merchant scroll is common in the gatherer. And its included in a lot of high tide decklists I've seen. Can someone else give any confirmation as to its rarity?

magiccards.info must have incorrectly set Homelands as an uncommon. I remember now that it was a common back then.

I'm pretty sure it's common. The WotC Homelands Checklist has it printed at C1 rarity. The only thing "more common" would be something printed at C2 rarity.
This is kind of related to the Strip Mine rarity issue, one version of which also had a C1 rarity and is usually considered an uncommon, but that's because Antiquities also had C2, C3, and C4 rarities.
I figured the power/toughness wasn't really large enough a difference to consider them seperate since no matter which one you run they both will serve the same purpose in a deck.
