I'm going to have to go with Linvala, Keeper of Silence. It's a 3-turn clock with evasion that shuts down 50% of creatures played in EDH (including generals).
I know she's banned on one list as a general, but Erayo, Soratami Ascendant has to be up there with the most abusive 1v1 generals of all time (let alone mono-color generals).
In an eight player game, is anything good? Don't you just sit there countering combos until someone genesis waves for 42 after all the blue players tap out fighting over a bribery?
Lin-Sivvi, Defiant Hero. Isamaru is dangerous, but you still have to play buff spells for him to work. Lin-Sivvi lets you get past counterspells easy.
Mostly play him Voltron style. But the thing is, when Isamaru dies twice, I cast him for the same cost you cast Lin-Sivvi the first time. The fact that he can come out turn one is where it's at. There's really only one way to play Isamaru - really aggressively.

Lin-Sivvi. She's a powerhouse even in multi-player. Honorable mention to Eight-and-a-Half Tails and Kemba.

I know this is a little off topic but someone was telling me that be vendillion clique was banned as a 1v1 general. I didn't see it on any of the official ban lists but I may be missing something. Is this true? If no vendillion clique is probably the best mono-u general.
Lin-Sivvi, she can do some silly things and switch between combo, control, and beatdown quite fluidly. Honestly none of the mono-white generals are that exciting in 1v1 since White isn't a particularly strong color in Commander.
EDIT: Are we going to discount Clique for when we discuss blue or are we just going to skip it? If we allow her, there just isn't any discussion/voting that needs to be done for blue.
AFAIR that one considered multiplayer viable commanders.
No, there was one that was the exact same that happened a few months ago. There have been a couple changes since then (COMM, NPH releases), but the results should be fairly similar.
For white, Lin Sivvi hands down.
