Choose two target players. Each of those players chooses 'cooperate' or 'defect' and each player reveals his or her choice at the same time. If both parties cooperate they each may draw up to two cards. If one party defects and the other cooperates then the defecting party may draw up to 3 cards and the cooperating party discards 2 cards. If both parties defect then each player discards a card.
Spells like this explicate what EDH already was, a game of Prisoner's Dilemma.

What do you mean by fake, made up or proxied? Made up is one thing but if someone can't afford a card let them proxy it until they can get it or find something better.
My general rule for proxies in my group is you got two months, can't find the card, can't afford it, you can proxy it until then. If you still don't have the card by then, you don't plan on having it at all find something else to run.
I'd like to see new generals in the order of Karador, better versions of the PC dragons.
As was mentioned above, I'd love to see a B/G Infect General.
What I really want more than anything though is a U/B Legendary Ninja! I've wanted to make a ninja deck, but somehow using Wrexial (or any of the other choices) as the General just doesn't have the flavor. Even when the Kamigawa block came out before I even new what EDH was, I couldn't believe there wasn't some legendary ninja with both colors.

I had put prisoner's dilemma as black(as forcing players to screw each other seems very evil), and the variation that defect defect was no better than defect cooperate for the one who switches from defect to cooperate(i though the slight element of uncertaintity fit blue better)
red had the game of chicken/mutually assured destruction(which really fits red well imho)
green had stag hunt(the name fit the flavor plus encouraging cooperation seems kinda green) and white was battle of the sexes(which also encourages cooperation).
I was going to make them you and target opponent but maybe making it two target players would be better(though i would word it target opponent and target player to avoid the targetting of two teammates).
I should probably stop blathering on about this because any more of this would probably belong in custom card creation(which i wouldnt mind doing if i found the time to cost them appropriately and find good mechanics that would still be fun to play with)

Does the @ mechanic really have all that much potential, though? It's interesting conceptually but does it really have enough meat to it to provide fun and interesting gameplay? I mean including limited, Standard, and Extended, etc. It would obviously be good in colorless EDH decks, but that alone is not enough reason to use it.

But on the topic of speculative design, it would be really nice if really did start getting "looter" effects. Gives it a little boost in card quality, and a better variety of simple, clean effects.

A spell that resurects a dead player. Essentially you would just have to leave the board state at his seat in tact when he dies.
While I love the flavor of it, more than likely we'd see a spell like:
