The current ruling on hybrids that do not share both colors with your general is no, but it is something that is often brought up and considered. It should be updated here if the ruling is revised.
I also have a question. Can one player take control of another's general. Or does the card fizzle.
Official rules say that you can and even that you can kill the player with 21 damage from his or her general. There are a lot of groups that make the spell fizzle because they think the game should be more focused on the general, but I wouldn't say that a majority of groups play this way.
How many lands should an EDH deck contain? 40 or so?
I wouldn't say 40 lands, but around that many mana sources.
I personally don't play that many mana sources, but that's because my deck isn't so mana intensive as others. Everything's under ... nine mana? And there's only 1-2 cards that cost that much, so you can see why I don't play as many mana sources.
It really does depend on the deck. The only deck I've ever run 40+ lands and other sources had Dakkon Blackblade as the general, meaning late-game lands were far more helpful than usual.
If I control Tom's general some how and attack Steve with it, does it count towards Steve's 21 number or only when Tom controls it? What if I attack Steve with his own general? Using cards like InsurrectionThreatenDebtors' Knell???

According to my interpretation of the rules (which say "single general"), it doesn't matter who controls the general when it deals combat damage. Therefore you could kill both Steve and Tom with Tom's general. Note that Knell probably isn't a good way to steal someone's general because you'd probably have to bounce and then make him or her discard it to get it to the graveyard.

If a general would be put into a graveyard from anywhere, it's owner may remove it from the game instead. (This is a replacement effect.. the creature never goes to the graveyard and will not trigger abilities on going to the graveyard)
now this ruling stems a few questions for me:
1. If my general is killed, may i choose to allow it to go into the graveyard?
2. If this is allowed, and my general goes into the graveyard, then my opponent removes my graveyard from the game, what happens to my general?

why are the banned lists for Highlander different from EDH. I've played people just playing regular highlander that say I can't play sol ring/mana crypt but then they end up playing Bargin. Is there a more in depth banned list for EDH?

Relentless rats should either be banned, or played the way it's printed. Since it's not currently banned, it's legal to play more than one of them in an EDH deck. That could change though, and the argument "But I just collected a whole bunch of them to build an EDH deck!" will hold zero sway over the process... so don't do anything you might regret.
I usually run 38-40 lands depending upon the deck, but I tend to run fairly high curves. You'll also probably want some other mana sources. Most decks run Sol Ring at least, often including Mind Stone as well. I'm partial to Darksteel Ingot and Journeyer's Kite
I have a question regarding the legality of hybrid cards/cards which are in the general's colors, but also have an off-color ability/whatever. Why can't they be played? Even if my Volvers can't get the double kicker, I don't see a reason why you can't run the green one and pay the blue kicker with a U/G general. You can't even pay the other kicker, anyway (thanks to the rule that off-color mana becomes colorless mana instead), and the same applies to the Firespout cycle, for example.
That rule is really weird, since it means I couldn't play Mirrorweave in a deck with white but without blue and vice versa, and the same holds true for all the hybrid cards. They are hybrid, not gold, so I don't understand why they can't be played; playing a blue creature with an ability requiring R in a mono-blue deck should be allowed, IMO, since it's not like you'll be able to play that ability.
EDIT: Also, do the current rules make Haakon, Stromgald Scourge unplayable as a general? I don't remember any way to get him out of the RFG zone in black (Death Wish, I guess?). I guess the lack of black knights would hurt him too much, anyway.
Steve casts Time Ebb on the general. Does the General go to the top of the library? If so, what happens if Steve then plays Jester's Scepter? The General would be RFG, but is so Face-down, so Mike can't prove what card it is. Would he be able to replay it?
