It's true. Almost nothing happens from the first 1-5 turns, typically. Play for powerful effects, not for efficiency necessarily.

I used to run spiketail hatchling, and it didn't do much but slow them down a turn on casting a spell, because they knew I had it. It wasn't a good choice, but it was better than forcespike, because of the fear it added.
Spellsnare is TERRIBLE and will most likely only counter a mana artifact, or a tarmogoyf.
You NEED card quality in a control deck in EDH.
Cheap, low curve is good in an aggro deck built for duels, but not in a mono blue control build..
Also, I think chalice is a very poor choice in EDH, especially since you yourself are running cheap spells. It will probably hurt you more than it hurts your opponent, as their isn't really an ideal number to set it at to work with your deck, or to hurt an opponents deck in edh
I don't run him, but I've run Arcanis, so similar deck style. Control Magic is so good imo. In EDH stealing creatures is just so damn strong.
I don't like High Tide, what about for mana accel Gauntlet of Power? This one I'm not sure about, because if you play it early game you'll have to tap out, but late game you can drop it and do the craziest stuff. Works well with Spell Burst.
Propaganda is great against weenie rush strategies.
Draining Whelk is a handy finisher.
Chalice of the Void doesn't seem to great in EDH... peoples curves are normally very high, I see most people dropping their important stuff at the 4 CMC slot. Feel like Chalice would be better as more card draw or another counter.
And also, Darksteel Colossus? Normally I wouldn't say, but since you run Tinker I feel like it's a must.
Oh and sower of temptation is another fine control magic effect. I love control magic effects.
I love Sunder as a finisher. When you have a slightly advantageous position, a resolved Sunder will seal the deal for the most part. Plus, it's instant speed :).

Also, don't run things like Spell Snare, Force Spike, and Daze. They're much too narrow and will very rarely counter anything in this format. Try something like Dismiss, Desertion, Draining Whelk, and Spelljack.
Add Rhystic Study as well.
