Hi. I'm trying to create an EDH Uril deck, but on a budget basis. This is my first real attempt at an EDH deck and below is my first draft. I'm looking for card suggestions that are pretty inexpensive and really no more than $1 (unless it's really something that my deck shouldn't live without). If I have any cards listed here that are more than $1 it's just because I already own it, otherwise I probably wouldn't have included it. Thanks for any help or suggestions, I appreciate it.
Spirit Loop would be nice in the event that it hits the graveyard. I really like that Winds of Rath. I've never seen that before. That could really be a game ender. Sigil of the Empty Throne is good (I've always loved tokens), but pushing the limits of not having cards that are too much more than $1. I love Privileged Position, but that is nearly $4. If I wasn't trying to build a budget deck that would be a definite include.
Would anyone have any thoughts about my ratio of card types? I'm peticularly bad about putting the right number of mana cards in my decks. Is 10 spells of mana excelleration too much for this format?
I considered Rancor until I saw that it was about $2.50. I'm really trying hard to stick to around $1 max for a card, unless I get some replies telling me why a certain card would really be worth having in an Uril deck. Rancor does seem really good, but I already have a handful of auras with trample. Would it be worth the money extra splurge?

Yes... because Rancor is pretty much one of the best green auras ever. +2 power, trample, recurable for 1 mana. Look at Primal Frenzy, it also costs 1 and only gives Trample. This needs to be swapped out for Rancor as soon as humanly possible, IMO.
Other inexpensive options to consider:
Unquestioned Authority
Sunhome, Fortress of the Legion
Faith's Fetters (searchable and recurrable permanent removal)
Contested Cliffs (great reusuable creature removal when Uril is out)
As mentioned above, Winds of Rath is a blowout for Uril if it resolves.
Edit: Adding that soul's majesty you're considering is also a good idea, perhaps even switching it in for a weaker spell like soul's might. Soul's might will make uril large, but majesty will be a draw 5 at a minimum.
dyzzy, you make a good argument. It sounds as though I may need to splurge a little on Rancor. Unquestioned Authority basically makes Uril unblockable. Done. Consider that in. Would it be worth adding Faith's Fetters to replace Pacifism or should I remove some other spell and keep Pacifism in?
I also really like the utility lands that Sourcefire mentioned. I took a look at the other uncommon utility lands from Ravnica. I think I'm going to add a Skarrg, the Rage Pits to my list. Is Vitu-Ghazi, the City-Tree any good? It's 4 mana for a 1/1 Saproling, but maybe I'm missing something.
If I wanted both Soul's Might and Soul's Majesty, what would you recommend I take out instead? Is it worth having direct damage spells in an Uril based EDH deck?
