Yes. Removed cards are no longer considered outside the since they have a new zone (Exiled zone) that is part of the game.
This annoyed the hell out of me. I was just going to rebuild my teneb with massive reanimation, which I knew would get graveyard hate. But no, no more living wish.

There's no sideboard in EDH, and that's pretty much all that Glittering Wish is good for after M10 (even in casual I've never used it to dig through a binder or box).
Ah, I see. In my group we have always used the wishes and/or Ring or Maruf to grab any card you liked. Obviously if you are restricted to sideboard searching then the rules change hoses things quite a bit, unfortunately.
I think the main issue is that the primary purpose of the wishes (specifically Glittering wish and Living wish) within EDH was to put ones General into ones hand after it had been removed from the game a few times and was thus uncastable the conventional way. This however is no longer possible under the new M10 rules.

Actually, I know people that ran Glittering Wish (and others)in their deck for when something got removed from the game - they'd just pull it back. Now, that things get "exiled" that doesn't work. I'm actually fine with this change; I might even say that I like it. There was some confusion before regarding how the wishes worked in EDH, and now it's perfectly clear. The only time they would be worth while is if you actually had a sideboard.
Along these lines. Where does your general exist? Before, I heard reports ranging from regular RFG zone to an independent zone that was RFG2 or the "General Zone". After M10, is your general in exile and occassionally comes back to town to lead your army if you pay him enough money (mana?) or is he in a zone that is actually outside the game?

well it is clear he falls under the category of "inside the game" since he still is playable while he is "removed from the game" however that said, what his ACTUAL zone is literally considered I don't know. Either way, I do not think it realistic AT ALL to think that under the new rules that the General is able to be grabbed by wishes.

I'd guess it's plenty realistic to be able to wish for your general. It would be easy to just give generals their own special general zone that can be wished from. Afterall, you have to know a list of special rules about generals anyway, so it wouldn't be a big deal.

I used it in my Progenitus EDH deck, in case I drew Dramatic Entrance or to grab something that was RFG'ed.
