Oh Time Spiral is busted since it's a Rude Awakening that draws 7 cards. The only "downside" is the pricetag which is something like $80.00 USD. That's the only reason why I didn't suggest it lol. But yes, if you own the card or are willing to purchase them then go hog-wild playing as many copies as possible.
I do think that your deck is missing "land ramp" though. Heartbeat/Flare are at their best when you can "go off" the turn that you cast them which typically requires 6-7 lands in play. That's why I love starting these builds with 4x Search for Tomorrow (only 1 drop land ramper) and then 8 copies of cards like Explore, Nature's Lore, Sakura-Tribe Elder, Growth Spiral, etc. Any 8 will work just fine. This gives you a decent chance of hitting 6 lands by turn 4 which is typically what you need for Heartbeat/Flare + Awakening/Spiral turns.
I’m doing minimal tweaks and see how it goes.
All that ramp would replace more stuff than I like so my first runs will be mostly as above.
