This may eventualy chnage to a 50 dola budget instead but these are ther ule set in place at the moment
1- You must be running a Legendary creature. This creature acts as your clor restrictions (Much like a commander does in EDH)
2- Rarity has restrictions of how many copies you may run (Common-4, Uncommon-3 Rare and Mythic-2)
3- Lands may be common or uncommon (not rare) This is to prevent people with a higher budget to play with a bunch of fetches, shocks and ABURs
4- Unwritten rule but it suppose to be for casual fun, no aim for Johnny rottentail. I guess people can build timmy decks if they want since it is casual, And spike is going to be non existent.
So yea that is what i have to go on Unfortunately, i have no idea what type of deck to build witin these restrictions. i am thinking of running one of the tri-color dragons but not sure.
If it were me building and playing the deck I'd play "monogreen" Cloudpost or some variation thereof. The deck is all commons and produces ludicrous sums of mana to cast just about anything. You can also splash any colors you want, including all 5 other colors, thanks to lands like Shimmering Grotto, so your general and colors can be anything. With Crop Rotation, Expedition Map, Sylvan Scrying, Tempt with Discovery, Hour of Promise, etc. you can find 4x Cloudpost and some number of Glimmerposts/Vesuvas/Thespian's Stages extremely quickly and from there as long as you have a Shimmering Grotto you can cast any spell in the game as long as it only has one colored mana symbol. As such you can play 3-5 colors if you want.
That being said those are just decks that I like to play. Is there anything that you enjoy doing? UW Blink? Aggro Burn? Prison? Your restrictions are fairly open-ended and you could build and play just about anything.
Well the main aim for these decks is to play with Planechase, (Which is why the legend idea came to mind, thanks to the Planechase 2012 decks having a "general"

If my friend builds a deck that is far stringer, then i will probably build one that is more combo, but i really don;t want to have to go combo. I wnat to go back to when i was just starting magic and running 14 Phantom Nomads (Granted, i won;t be running more than 4 of any card now, and I am not gonna go with relentless rats build, even if they are my favorite card in the game.)
actually, rats swarm would be fun, but tehy are expensive. all of them are $2.00+
Not building anything broken is fine, I was mostly going to suggest a deck full of global effects that scales well in multiplayer. Things like Manifold Insights and Managorger Hydra that benefit from having 3+ adversaries. They're not oppressive cards by any means and it feels awesome to have spells and effects that directly benefit from the increased player count. Rather than playing some anemic like Phantom Nomad on turn 2 I'd rather see you slam something like Wight of Precinct Six that will randomly be a 10/10 in the mid stages of the game or a Syndic of Tithes that will drain the entire table down over time. Do you have any color or archetype preferences at all?

I'll second the mono-black pestilence suggestion. Cabal Coffers is an (albeit expensive) uncommon after all. Three of those and 22-23 swamps tends to work out fine.

Alternatively you could play monoblack devotion since since cards like Pestilence and Gray Merchant of Asphodel are bonkers in multiplayer, common and relatively inexpensive. The rarity restriction is also easy to play around as long as you field 2x Phyrexian Arena and 2x Underworld Connections (i.e. splits of functionally similar cards). Your "general" can be Gonti, Lord of Luxury, Sheoldred, Whispering One, Razaketh, the Foulblooded, Griselbrand or you could run all 4 because those cards are all bonkers.
