Upon testing it out, it seems like I need cards to make me draw more cards to keep it going, but what do you guys think?

I would honestly take out 4 of your Mountains and put in 4 Goblin Lackeys, If you can get them.
Do you think only having 18 land is enough? Also, I don't have too many high mana cost goblins that Goblin Lackey would help get out, so I don't think it would be worth it.

It is true that you do not have any high drop goblins except Siege-gang Commander, but isn't this almost a counterintuitive reason to not want to take the land out. If your hand is stacked with 1 drops, the last thing you want to be drawing is land so I even almost (not quite) suggest that you go even lower than 18 land. Not to mention that there aren't many goblin decks out there that run high drops and still all the best decks run Goblin Lackey, why? Because it is an absolutely amazing card.
Another reason that Goblin Lackey would work extremely well in your goblin deck is because of Goblin War Strike. Lackey will help get out more goblins a turn so that you can make your war strike do as much damage as it can as early iin the match as possible which is a very big deal because you want to end the game as quickly as you can due to how fragile goblins are in general.
If you really want to get the most out of Lackey, cut your 2 Mogg Infestations and put in 2 more Siege-gang Commanders as this would be an amazing card to get onto the battlefield on turn 2. This would also add major fuel to your war strike.
This is my most proud deck build, which has won me lots of games including a 3rd place finish in a tourney while I was still a noob. It's so friggin' fast! I can confidentaly say I'll never change a card in this deck (even if some cards become tournament illegal), if nothing else but for the nostalgia it now holds for me.
That being said, feel free to rate/comment/critique!
On my personal take, I have played agaisnt gobbos in Legacy and they did run 4x Aether vial. Extremely good in a goblin deck. Nowdays, It makes sense packing up mental misstep even in a goblin deck...there is simply too much you can counter. On the take of card draw...I can think of Goblin Ringleader. I would also consider Siege-Gang Commander.

YES... Goblin Chieftain is an absolute must for a goblin deck if you ask me. I don't know that card draw would exactly fit the bill here. Focus on having cheap goblins that pump each other up. Kuldotha Rebirth is also a great cheap card, if used with very cheap artifacts like Memnite or Ornithopter
I'm running a very similar deck myself with Koth of the Hammer in place of Pierce Strider, and Spikeshot Elder and Chandra's Phoenix instead of the artifacts.
For a faster but slightly less budget friendly version, Memnite could replace the wellsprings, but that'd probably take this over the $10 mark (wellspring is two cents, Memnite is a dollar.)
I'd remove the Goblin Kings in the mainboard and replace them with Goblin Wardrivers from the sideboard, and then replace the War-torch goblin in the mainboard with the Arsonists from the sideboard. Since you're not using the Kings or the War-torch goblins anymore, you then have 8 free sideboard slots. Use 4 of them for weird cards that deal with specific decks, such as Sparksmith or Stingscourger.
I don't mean to offend you but I really am not seeing your logic, taking out a +1 +1 mountainwalk card and replacing it with a +1 +0 card doesn't seem very logical to me. Also replacing semi good cards with cards that deal damage to you and require you to sacrifice creatures for little gain seems pretty stupid.
If you have the time would you care to elaborate on how adding and taking out those cards would help the deck?
I do agree on War-Torch goblin though I'll replace him with goblin grenades.

No, not quite.
There's a saying in magic -- life is a resource. If losing life means killing at opponent, that is fine.
Sparksmith is a rather decent, cheap card that kills blockers. Yes, you lose life, but your goblins can punch through defenses better (ie, you will, in the long run deal more damage). Sparksmith isn't the best goblin in the game, but they're far better than some of the goblins already in your deck.
However, if you don't like sparksmith, you can try gempalm incinerator instead. Its a one shot effect, but at least it doesn't make you lose life.
About the only advice jenbronesss gave I wouldn't follow is goblin grenade. Goblin grenade is a terrible card (2 cards used up, at least 2 mana cost, 5 damage at sorcery speed? its little better than shock, which is 2 cards, 2 mana, 4 damage at instant speed). My advice is to remove them.
As for goblin prospector, prospector is good but only if you have goblin warchief and goblin piledriver in the deck. Prospector, with warchief in play, lets you turn an otherwise weak goblin into a hasty, face-smashing goblin piledriver. However, warchief and piledriver can be hard to get a hold of, so don't worry about prospector if you don't plan on including those cards.

I think that you are underestimating the sheer power of goblin grenade. I run a goblin deck and I run 4 goblin grenade. Honestly, I am thinking about removing 1 or 2 because dealing damage at sorcery speed is pretty bad especially when you have to sacrifice a creature, however, its not like this is an insignificant amount of damage we're talking 5 damage. This is either a good way to get rid of a game-breaking creature or a great finisher. Many times I have won off the back of a grenade, and the card even helped me pull off a turn three victory once, it was against a mill deck but still.
Here's a scenario. You have enough goblins to deal at least 6 damage when they are at 9 life. You have already played all your goblins because this has been a heated matchup. The creatures your opponents own are bigger than any goblin on the battlefield or any goblin in your deck, so lucky topdecks really won't save you. You have 1 mana open and a goblin grenade in hand. Just play the grenade and win.
I might side them out against a blue deck because if the grenade gets countered you still have to sac a creature.
If atall possible, I would replace your 4 raging goblins with 4 goblin piledrivers, but that may be hard as piledriver is pretty expensive. You could also replace him with goblin lackey which is also pretty expensive.
I would take mybloodmark mentor out of the mainboard and into the sideboard as it seems like a somewhat decent sideboard option against certain decks (soldiers). I would also take lightning bolt out of the sideboard and into the mainboard as this is a staple 4 of in most/any red deck.
Another replacement option for raging goblin would be goblin wardriver because he can make blocking harder on your opponent. I just don't like raging goblin as he is very underwhelming.

I also would suggest that you cut Reckless One ans 1 Mogg War Marshal for 2 Skirk Prospectors and cut your Goblin Offensives for 2 Empty the Warrens. Goblin Offensive is really only effective if you have a Brightstone Ritual whereas Empty the Warrens works great with or without Brightstone ritual because of all the one drops you are playing. Empty the Warrens really shines with Skirk Prospector. If played correctly, Empty the Warrens can put out a ridiculous amount of goblins.
