I thought about shrapnel but figured galvanic would be better simply because its 1 mountain for 4 and the artifact I save I could sac to the atog. The ravager I had to pass on cause they're pricey at my shop :(. Disciple of the vault is a great idea! I'll sideboard that beast!

You need Cranial Plating in any affinity deck. Also, instead of Steel Overseer you should splash blue by adding the artifact land and use Master of Etherium.. It's sooo much better! Glimmervoid's are your friend if you find your mana stretched too thin.
On cranial plating does it have two equip costs? And awesome suggestion with the master of etherium! I only have two so I'll take two overseers out till I can get more masters!

The bottom, normal, equip cost can only be equipped as a sorcery, blah, blah, normal equipment rules. The BB cost is an activated ability and can be used as such.
I knew mtgsalvation was epic, but i never knew it was THIS epic. You guys all have great ideas. Also, I didn't know arcbound worker could move all his +1 counters...wtf?! you guys are great, I'm going to spend the day play testing all this stuff. Thanks for all the great feedback!!

myr enforcer imo is very powerful in this deck, especially if you don't use master of etherium.
I also don't like overseer, not enough modular cards to make it worth your while. Cranial plating makes for a better win-con
In my opinion Myr Enforcer isn't really worth a spot. It clogs up your hand early on when you don't have enough artifacts out and by the time it costs 0 it isn't really needed. Don't get me wrong, it was a great card in the past, but with the addition of Scars block I think it is outclassed a little bit. I typically look at something like this:

I also considering running Dispatch somewhere in the deck if I have room. From my testing this has been the fastest and most efficient build.
unfortunately, there is no "fatty" in the deck besides MoE that can make their presence on the field known without any other cards.
For instance, signal pests needs lots of creatures on the field to make itself work, ornithopter needs cranial platting, etched champion needs platting or a sacced ravager, vault skirge needs platting or a sacced ravager. These cards need others in the deck to function. MoE and Enforcer do not need other cards to function. Granted MoE is 10x better than enforcer, but you have to make due with Enforcer if you can't get your hands on MoE.
Its land light prone to artifact hate but you could technically power a T1 Etched using Mox Opal and Sol Ring and a T2 Plating. Kinda sick actually. I'm light on lands producing coloured mana (especially on a deck running 3 colours) but 4 moxes and 3 glimmervoids kind of makes up for it. Besides, the clamps just draw me what I need most times:)

Anyways, long story short, I'm looking for help on what to upgrade from this old list. I have 3 MoE, a single Mox Opal (which will definately fit in somewhere), and a single extra Sol Ring sitting around in the back page of my binder waiting for auditions.. I'm just really not sure what to remove without hurting the fluency of the deck. I would not be opposed to buying another MoE, but I just picked up Chrome Mox's for (I guess) this deck not too long ago, so I'll want to be using those to their fullest potential. Anyways, here be the list:
I don't exactly want to say keep the suggestions budget-ish, but my magic fund is hurting a little after the Ravager's. This being said, my budget per card would have to be about $10-15 per each card, no more than $60 per playset, and hopefully no more than one $60 playset (vials?)
edit: also, counterspells are far and few between at my house, are vials even worth the money when your stuff is never countered to begin with?

Welding jar is a budget/pauper card and has no place in this deck.
Somber hoverguard isn't an artifact and wouldn't contribute as much even though he looks tempting
here are some good cards that can replace those
vault skirge - fast and efficient, lifelink makes up for it's cost and can pull you ahead against aggressive decks
signal pest - artifact, fast, evasive, plus battlecry.
You might want to consider using galvanic blasts over shrapnel blast, sacrificing artifacts might hurt you in the long run.
TL;DR
If you want to use MoE, consider running more creatures, if you want to run shrapnel blast and the ravager/disciple combo, run more artifacts. Really consider cutting anything that isn't an artifact except for thoughtcast and disciple
Dispatch would probably be alot better than StP if you feel like you need the removal. I don't really like Lich's Mirror or Platinum Angel here, either, I would much rather have Tezzeret, Agent of Bolas. I also would definately add at least a couple Blinkmoth Nexus'. They increase your artifact count and, in a bind, they can be equipped with Plating.
I am using steel overseer in my build, decklist in my sig. Overseer works well in multiplayer games where you want to force your opponents into action or brake a stalling situation, but I am using him with untap effects tezzeret the seeker. Dont expect him to be super-fast, but he is good. Honestly,your deck looks really good ...niche cards like academy ruins, etc. will show themselfs in the run - they are meta dependent I guess.

Been working on this bad boy for a couple months, now. Finally got my last 3 Mox Opal's and it's done now. The multiple Sol Ring's are a response to my friend building a deck with 4 Tinker's, they would be Drum's otherwise. I can pull off turn 3 kills through both aggro and/or Tezzeret. Probably the fastest "creature" deck I've ever seen.
If you want to make full use of MoE, get as many creatures as possible and with that said...
1. Steel overseer is overrated, way too slow and eats up removal.
2. Lich's mirror and sensei's divining top both confuse me...they shouldn't be in this deck period
2. It's more like, I don't know what else to fill the spot Lich's Mirror is occupying. My choice would probably be the Leyline. But please, make your own suggestions.

I really don't think Leyline deserves a main-deck spot, either, unless you're getting destroyed by burn every game. All of the creatures you named are pretty good. Enforcer's are largely overshadowed by MoE, though, so I would stick with one of the latters.

I feel your decklist has lots of color that sol ring can't keep up with, sure it provides acceleration but I think you might need springleaf drum to keep you on top of mana
